Dear friends,

We want to point out two items in today's digest.  First, we welcome Bill 
Copeland who joins F&P as a contributor and "will offer short narratives, 
true-life accounts and fiction, of subjects involved in a variety of ways 
with American and Russian people."  Please see message #4 below for more 
information on Bill's first story. 

Also, Ann Strange will be hosting a "Chat" session for children on F&P next 
Thursday August 1 from 3.15 to 4.30, Eastern Daylight Time (18:15 Greenwich 
Mean Time).  26 children participating in a Tennessee summer camp 
learning about "Living in the Global Village" will join Ann and hope to 
talk with children from other parts of the world.  We hope that other 
children can join this session (more information in message #1 below).

70th St. I have never been to NewYork before. Now I am looking for a 
place to live - reasonably affordable, safe (I have 3 kids) and with 
reasonably good schools for my children (both elementary and middle). A 
friend of mine, also a Russian guy has a son going to high school, so 
that infos about high school are also welcome. I was told that the area 
of chois is Queens, but this is not specific enough, and, may be you

Greetings from Russia.  When I was in Canada, I saw your info on the Web.  Good
stuff.  I am currently in southern Russia, and can't access the web to see what
your current info is.

The govt. of this area of Russia wants me to find out if Canada can sell them a
shipload of grain every month via a Black Sea port.  Do you have anything you
could send me that would have e-mail address of any Dept. of Agriculture, or
whatever?

They also are very interested in sending someone from here to see some farms in
Canada or US to learn & use here as well as (like an exchange) having an
agriculture specialist (in almost any field) come here to give advise in
certain
village areas & farm areas.  Any possible leads on this?

Another request.  Who can I e-mail to find out Student Exchange programs for
students to study Russian & culture in multi-ethnic Dagestan, in exchange for
students from here to study abroad in that sending Univ. for a year or less.

I am working for Professor Joel Hellman at Harvard, and I am hoping that
someone at Friends and Partners can answer a few question for us.  

The questions are as follows:

1)By January, 1995, only a few dozen deputies were left in the 
Azerbaijani parliament from the 350 who were elected in September of 
1990.  Who were these deputies?  That is, what is the breakdown by 
political party of the deputies who remained?

2)In November 1995, the Azerbaijanis elected a new parliament of 125 
members.  25 of these members were elected by party list, and 100 were 
elected from single-member districts.  What is the breakdown by political 
party of the 100 elected from single-member districts?  (I have the 
results for the party list victors only.)

feminism in Russia.  My name is Anh Nguyen and I am a senior at Southern 
Methodist University in Dallas, Texas.  My research is focusing on the 
problems (or solutions) facing women after the fall of Communism. 
The unemployment rate for women and crime rate committed by women today 
is on the rise, and I would like to learn more about these complex 
issues.  My other concerns include how Russian women are perceived in the 
emerging capitalist business world in their country, the 
challenges the Russian women political party is facing, and any personal 
or general information you can share with me. 

So much is happening in Russia presently, and I am interested in 
this topic on an academic and personal level.  I greatly appreciate your

International Rock Concert and Cultural Festival Joins Pacific Northwest 
with Russian Far East

What began as the dream of a small group of young Americans living in the 
Russian Far East becomes a reality this September with an unprecedented 
U.S./Russian cultural and rock music event - VladiROCKstok '96 - 
International Music Festival, Sept.  20-22, in Vladivostok, Russia.

VladiROCKstok '96 is a three-day festival that joins the Pacific Northwest 
and the Russian Far East and showcases the cultural rebirth of Vladivostok.  
Once known as the "Ruler of the East," Vladivostok recently emerged from a 
60-year period of isolation as a closed military outpost.  The city is 
quickly regaining its position as a crossroads of European, U.S. and Asian 
commerce and trade and a thriving haven for the performing arts.

Thousands of music fans are expected to converge on Vladivostok for the 
music festival.  On Saturday, September 21, fans will fill the Dynamo 
Olympic Stadium which overlooks the Sea of Japan for twelve hours of live 
music punctuated by an extravagant midnight fireworks display.  
VladiROCKstok '96 will feature three of the Northwest's hottest rock groups 
--The Posies, Supersuckers and Goodness.  They will be joined by Russia's 
most popular rock bands --DDT , Aquarium and two of the most promising 
bands from the Russian Far East -- Karamassoff Bike and Butter Smile Blues.  
Additional cultural events and performances will be held throughout the 
three-day festival.

VladiROCKstok '96 was conceived by the principals of Taiga Productions, a 
non-profit company dedicated to establishing long lasting cultural ties 
between the Pacific Northwest and the Russian Far East.  Armed with 
enthusiasm and seed money from the Washington Apple Commission, the group 
suggested the idea to legendary Russian singer Boris Grebenshikov, lead 
singer of Aquarium.  Grebenshikov's encouragement and tremendous 
sponsorship support and volunteer effort in Seattle and Vladivostok will 
indeed make VladiROCKstok '96 a dream come true.


VladiROCKstok '96 will leave a lasting legacy in the Russian Far East as 
proceeds from the festival will be distributed among non-profit and 
charitable organizations in the region.  Friends of the Earth's Siberian 
Hotspot Project will receive funds to continue its effort to protect the 
Siberia Tiger, threatened with extinction by poachers and habitat 
destruction.  As an expression of gratitude, FOE will conduct tours of 
local reserves during the festival.  Funds will also be distributed to the 
Primorsky Branch of the Russian Children's Fund, working to protect the 
health and welfare of thousands of needy children in and around 
Vladivostok.  Lastly, contributions will be made to performing and visual 
art groups in Vladivostok that have suffered during the recent years of 
economic hardship.

The Russian Far East is a rapidly expanding market for businesses in the 
Pacific Northwest.  VladiROCKstok '96 will provide a unique venue for these 
businesses to explore this market and show their support for the continued 
growth and well-being of the Far East region.  In addition to the 
Washington Apple Commission, major sponsorship support for VladiROCKstok 
'96 is provided by Alaska Airlines.  Additional support is provided by 
Coca-Cola ACFES Vladivostok, Orient Avia Airlines, FESCO Intermodal, U.S.

to iMusic, a Seattle based company that has pioneered music programming on 
the Internet.  iMusic will create a web site for the festival and plans to 
broadcast the concert on September 21 over the Internet.

Technical support for the concert in Vladivostok is being provided by XXI 
Century Productions, Inc.  In addition to fostering active relationships 
with top bands recording in the Russian Far East, XXI Century Productions 
has produced the vast majority of every music events in Vladivostok since 
1990 including the highly successful 1990 Soviet/Japanese Rock Festival.  
Promotional support for VladiROCKstok '96 is being provided by Easterday 
Promotions, Inc.  in Seattle and New Wave Radio in Vladivostok.  Finally, 
VladiROCKstok '96 would not be possible without the support of City of

Vladivostok, Russia

135 years of unique history

Fifty miles from China and North Korea, a one-hour flight from Japan, 
Vladivostok sits at the Eastern end of the world famous Transiberian 
railroad, the true meeting point of Russian Europe, the Far East, and the 
American Pacific Northwest.  With a population of more than 800,000, 
Vladivostok is generally considered the capital of the Russian Far East, an 
area two-thirds the size of the continental United States.

By the turn of the century, Vladivostok, founded in 1860 by 
Czar-commissioned pioneers, quickly developed into a thriving port city.  
American musical cafes, German department stores, and a Chinatown were part 
of a truly international Russian outpost.  Foreign consulates were opened 
in the city, representing Europe, Asia and America.  Vladivostok 
personified a unique blend of Czarist Russia and international spirit, 
still visible in the mixture of European and Asian architecture in the 
citys older districts.

When the Soviet Red Army extended its rule to the Far East in 1924, it took 
less than 15 years for Vladivostok to be shut off entirely from the outside 
world.  By the late 1930s, all foreigners were expelled from the city, and 
all foreign consulates were shut down.  International influence on the 
performing arts in Vladivostok was severely diminished.  On January 1, 
1992, the ripple effects of glasnost and perestroika reforms trickled down 
to Vladivostok.  The city once again opened its doors to the outside world.  
The United States, Japan, Korea and India quickly re-established their 
diplomatic relations by opening consulates.  Cities like Seattle, Tacoma, 
San Diego and Vancouver began to pursue direct ties with their former Cold 
War enemy, establishing sister-city relationships with Russian Far East 
counterparts.  Along with the diplomatic and business ties, came the 
surfacing of the popularity of Western music in the Russian Far East.  
Various jazz and classical artists have been brought in on exchange visits, 
while the local theatre company and numerous musicians have performed 
abroad.  VladiROCKstok 96 offers an opportunity for Russian and American 
musical acts to participate in the making of history.  This is the first 
event of this stature to be undertaken in this dynamic new market.  
Furthermore, VladiROCKstok 96 will launch Vladivostoks effort to restore 
its identity as a city with a thriving local performance arts scene and 
provide the youth of Vladivostok with a musical event of international 
standards.  The city is destined to become a popular venue for other 
international performers as the world rediscovers the mystique of the 
Russian Far East.

As it emerges from years of isolation, the Russian Far East is developing 
into a strong consumer market for Pacific Northwest products and services.

organization for Washington state's 3,600 apple growers.  The commission 
promotes the sale of fresh apples domestically and in more than 40 
countries worldwide.  Last year, Washington apple growers produced 77 
million 42 pound boxes of apples, with one-third of the crop exported to 
foreign markets.  Russia is one of the up-and-coming markets for Washington 
apple exports.  In 1993, almost 7,000 tons of Washington apples were sold 
in the Russian Far East.  Since then, the commission has started 
implementing promotions within the country to increase apple sales.  As a 
presenting sponsor of VladiROCKstok '96, the Washington Apple Commission 
realizes young Russian consumers represent some of is best customers.  The 
commission hopes Russians remember that Washington state produces great 
rock-and-roll music from Seattle, and also produces the best apples on 
earth.

Western U.S., Alaska, Mexico, Canada and Russia.  It was recognized for

one of Americas leading publications devoted to travel.  Today Alaska 
Airlines provides year round service to the Russian Far East cities of 
Vladivostok, Khabarovsk, Magadan and Petropavlovsk-Kamchatski.  But flying

 a legacy for the people of Vladivostok.  VladiROCKstok 96 will make 
 monetary contributions to several Russian Far East organizations and 
 charities.

1.  Friends of the Earths (FoE) Siberian Hotspot Project - This world 
renowned federation of non-governmental, environmental groups has more than 
4 million members in over fifty-four countries.  Through the Japanese 
Chapter, FoE has piloted a five project program to protect biodiversity 
hot spots in the Russian Far East.  One of these projects , the Tiger 
Reserve & Tiger Fund, is designed to protect the habitat of the Siberian 
Tiger.  Due to logging expansion and poaching, the number of these 
magnificent cats has dwindled to less than 250.  The Siberian Tigers 
habitat is less than 100 kilometers from the city of Vladivostok.  A 
portion of VladiROCKstoks net proceeds will support FoEs conservation 
efforts in the Russian Far East.  FoE will organize three taiga tours for 
the visiting band members, presenting sponsors and media, who will see the 
amazing flora and fauna of the region and possibly catch a glimpse of the 
magical Siberian Tiger.  FoE has officially endorsed VladiROCKstok 96 and 
will lead an entourage of Asian media to cover the event.

2.  Russian Childrens Fund, Primorski Branch - A portion of the net 
proceeds from the festival will go to the Primorski Branch of the Russian 
Childrens Fund.  Directed by Mrs.  Galina Nazdratenko, the Fund is at once 
a powerful and highly-respected childrens aid society.  It has worked and 
continues to work with orphanages, schools and hospitals throughout the 
greater Vladivostok region.  Its activities include organizing food and 
clothing donations, garnering corporate support among the citys business 
leaders and making its famous annual holiday gifts to needy children of all 
ages.  The Childrens Fund has invited a group of U.S. teenage music 
ambassadors from Blue Door Productions, a division of the Seattle Parks 
and Recreation to participate in a youth exchange program in conjunction 
with the concert.

3.  Vladivostok Performing Arts Groups - Despite its distance from Moscow, 
historical closed status and various other hurdles, Vladivostok boasts some 
of the best and brightest artistic talent in all of Russia.  The recent 
years of economic difficulty have hurt many area organizations, and 
one-third of the VladiROCKstok net proceeds will go towards rebuilding 
Vladivostoks various performing arts scenes.  The proceeds will be divided 
equally among the following organizations: -Pacific Ocean Symphony 
Orchestra -Primorski Chamber Theater -Vladivostok concert production 
companies -Artetazh Art Gallerys Young Artists Exhibit -Recording
