Dear Greg, Natasha and other Friends and Partners,
Through Chris Kedzie, program officer for the Ford Foundation in Moscow,
I recently received a copy of a request from a woman in Ulan Ude who is a
double amputee to help her in acquiring prosthetic legs. I have been
successful in contacting an organization that feels that it can satisfy
her need, but am unable to contact this woman in Ulan Ude. If you
could be of assistance in this matter, I would be quite grateful, and
so would the woman, I'm sure. I only have her name and mailing address:

That is all of the information that I have on her. If someone in Ulan
Ude with an e-mail connection would be willing to coordinate between her
and me, I can coordinate with the organization in Oklahoma City that
will attempt to fit her with prosthetic legs. I realize that some effort
will have to be made to contact her with no telephone number, but
that the effort would be worthwhile.
There is a preliminary list of questions that need to be answered:
1) Age
2) Height
3) Weight
4) Locations of the amputations (Both above the knee/below the knee,
left above, right below, etc.)
5) How far above/below the knee are the amputations?
6) They probably need the dimensions (circumference) of the stubs at
the points of amputation
7) Has she worn prostheses in the past?
8) Does she have any other medical conditions/complications?
9) Is she considere in good health overall?
These are only questions that I can think of as a non-expert. If we can
establish a reliable communications link with her, I feel strongly that
we can help this woman.
Please consider helping with this issue.

let me inform you, that the mission of
the International Discussion Club observers
at Russian Presidential elections has
successfuly finished its activity.
At the First and Second Rounds there were
11 IDC observers. We attend the voting
and ballot counting in Moscow, Kaliningrag
(a 'space town' nearby Moscow), St.Petersburg
and Kronstadt (a Navy Base near St.Petersburg).
We find the elections to be held in accordance
with the law, voting was free and fair.
Nevertheless we have observed some minor irregularities.

BALLERINA WORKSHOP ESTABLISHES WIDE SUPPORT FOR BALTIC SEA REGION
ENVIRONMENTAL COOPERATION AND NETWORK
STOCKHOLM -- The first BALLERINA (BALtic Sea Region On-line
Environmental Information Resources for INternet Access) workshop
brought together about 65 representatives of a wide variety of
government, academic, and non-government organizations from the
Baltic Sea region to Swedish Environmental Protection Agency
headquarters on June 13-14 to discuss the development of an
Internet-based environmental network in the region. Participants
at the workshop expressed unanimous support for the BALLERINA
initiative.
The aim of the workshop was to discuss and provide
guidelines on how to make the BALLERINA initiative
the gateway for environmental information on the Baltic Sea
region on the Internet through the use of a series of World Wide
Web pages with a coordinating function of the many existing
information sources now available about the environment in the
Baltic Sea region.
BALLERINA is being developed as a cooperative effort among
agencies and organizations which produce and disseminate
environmental information about the Baltic Sea and its drainage
area. To an increasing extent, much information about the
environmental state of the region is already available by
Internet. Yet that same information is not easily visible
or searchable from a single World Wide Web homepage location.
During the course of the two-day workshop, working groups
discussed a series of aspects of the project, including
institutional, informational, and financial dimensions. A wide
variety of ideas and concrete proposals were presented by each of
the working groups to the entire workshop. Representatives from
Denmark, Estonia, Finland, Germany, Hungary, Latvia, Lithuania,
Norway, Poland, Russia, and Sweden participated in the working
groups of the workshop.
Several workshop participants presented existing examples of
environmental work of their organizations on the Internet. Those
organizations included the CIESIN Estonian Center,
UNEP/GRID-Arendal, TallinNet, the Finnish Environment Institute,
and the Regional Environmental Center (Budapest).
A representative from the Great Lakes Commission, Carol
Cratza, presented the experience of the Great Lakes Information
Network (GLIN). The BALLERINA initiative will be able to draw on
the example of GLIN as a successful electronic network concerning
the environmental issues of international waterbodies.
An ad hoc committee was designated and approved by the
workshop for further organization and realization of the
BALLERINA initiative. A first general assembly of BALLERINA
participants is now planned for early 1997. The BALLERINA
workshop was sponsored by the Swedish Environmental Protection
Agency and UNEP/GRID.

U.S. Makes Final Push to Eliminate Measles
in the Americas by Year 2000
The U.S. Agency for International Development (USAID) today
signed an agreement with the Pan American Health Organization
(PAHO) to eliminate measles in the hemisphere by the year 2000
and to increase vaccine coverage against all childhood diseases.
A year ago, Mrs. Hillary Clinton came to PAHO on World
Health Day and stated that the United States "will join in
partnership with PAHO in the campaign to eliminate measles across
the hemisphere." The grant signed today will fulfill that
commitment. The five-year $8 million grant to the Regional
Expanded Immunization Program will expand immunization coverage
to 95 percent of children under one by the year 2000. Globally,
USAID provides more than $60 million annually to support child
survival programs.
Signing the agreement on behalf of USAID was Mark Schneider,
USAID assistant administrator for Latin America and the
Caribbean, who said, "None of the challenges facing the nations
of this hemisphere is more compelling or more important than the
commitment to reduce child and maternal mortality. The activity
announced today is part of a larger regional effort by USAID to
address priority health problems in the region. Once again, PAHO
is out in front in the drive to make good on the pledge to
eliminate a critical disease which affects so many people in our
hemisphere. I have no doubt that we will succeed, and USAID is
proud to be a part of this effort."
PAHO, in partnership with USAID, has led the way in the past
with the eradication of smallpox and polio in the Western
Hemisphere. In the case of smallpox, this partnership was the
catalyst to defeat the disease globally. USAID has announced an
agency-wide initiative to support the worldwide effort to
eradicate polio, following the lead of the highly successful
multi-donor effort in this hemisphere.
The program activities supported through this five-year
regional vaccination efforts include:
1. Supporting improvements in policies to promote the
integration and sustainability of immunization programs in public
and private sector maternal and child health programs.
2. Improving service delivery and including wider
participation of private sector providers and non-governmental
organizations.
3. Improving and expanding regional and national measles
surveillance and response systems.

I have tried it here, on info-russ, too; have received several
suggestions and a promise from somebody in Yaroslavl that he
will look into things. I haven't heard from him since.
So far I have requested help from the Red Cross and Red
Crescent of the (then) Soviet Union (June 10, 1991) and later from
the newspaper Pravda (August 25, 1993). I have not even received
a reply.
I have been searching my family for many years, and I am rather
patient about it, but I am having some inpatient moments nowdays
for not getting anywhere. I would very much appreciate your help.
I am not of Russian origin, therefore, I don't speak the language.
The persons I am looking for are Mrs. Maria Arseneva and her descendants
(APCEHbEBA). I have the following information:
1. Mrs. Arseneva was born Maria Pinter on December 4,
1901, in Bacskossuthfalva, Hungary (now Stara Mo-
ravica, Yugoslavia).
2. She had married Peter (Piotr ?) Arsenev, a Russian
POW after the end of WWI in 1920 at Novi Sad, Ser-
bia (now Yugoslavia).
3. They have moved to the Soviet Union in 1921.
4. Mrs. Arseneva's parents were Ferenc Pinter and
Viktoria Gyenge.
5. She also had a sister, Mrs. Katherine Raymond (Sa-
gi), who had lived in the USA until her death in
1984.
6. The sisters have corresponded until the start of
WWII, when contact was lost.
7. The Arsenevs had three children:
Anna - born ca. 1923
Sofia - born ca. 1925
Karl (?) - born ca. 1933
8. The last known address was:
Yaroslavl
Nekrasovskaya 52, Kv. 20.
I will appreciate any lead, suggestion, and/or help any-
one can provide.
