We are pleased to announce the Internet Service of the Alliance of Universities
for Democracy at: http://solar.rtd.utk.edu/friends/audem. AUDEM was started
in 1990 as a consortium of universities in the Eastern block countries of the former
Soviet Union and the United States of America. It was conceived in March,
1990 during a three week study tour of six Rectors and Vice Rectors of five
East block countries to the U.S. funded by the U.S. Information Agency and
hosted by Dave Hake and Evans Roth of The University of Tennessee, Knoxville.
The Alliance is a partnership of concerned educators working together across borders
and distances to improve universities wherever they are. Born with a geographic theme,
AUDEM moved increasingly to a theme of Higher Education Reform. After having started Annual
Conferences in East European cities in 1990, selected papers were published,
starting in 1992, in volumes titled, "PERSPECTIVES IN HIGHER EDUCATION REFORM,"
two of which are included in full text in this Service. The emergence of the
Internet as a means of communication across borders and over distances become
a natural medium for the further development of AUDEM. So, to the improvement
of universities everywhere, the Alliance Web Site is dedicated. We invite
your participation in these causes.
Our Web Site provides information about the goals of the Alliance, Alliance
membership, annual conferences, and Alliance News. Our service also has two
interactive communication possibilities. The Listserve will provide a discussion
site for ideas that you have about universities and their future in our society.
Our Net Forum is, for the present time, organized in three areas :
University and Society, Infrastructural Reform, and Curriculum Reform.
We invite you to visit our site and leave your comments in our guestbook.

I have recently come across a reference to the Federal Center for Small
and Unconventional Energy in Moscow on Stroitelny Proezd. Evidently they
have received a modest sum from USAID to promote wind power in Russia.
Does anyone out there know anything else about them (for example a phone
number?) Please let me know, I'd like to help introduce some interesting
new technology.

Today I received a letter from Prof. Edmund Lengfelder with some
additional informations to the TV-Special "FRONTAL" regarding the
reproach against the Belarusian Charitable Fund "To the Children of
Chernobyl", Minsk concerning financial irregularities from the
serious, non-privat TV-station ZDF (Zweites Deutsches Fernsehen)from
April, 30th.
With this letter, Prof. Lengfelder follows some requests of further
informations from interested groups and initiatives round the world.
He asked me to make this letter public and I will follow this request.
I typed this letter in its original version. With full intent I
avoided any valuation, interpretation or judgement. Each reader should
form his own judgement.

In 1995, I started a new discussion list, RUSPEAK-L. The subscribers
include folks from all five continents. Our recent discussions in both
English and Russian deal with: Presidential Elections, Has the West 'Lost'
Russia?.
The purpose of the list is business and leisure information exchange,
discussion of issues that are of interest to students and young professionals
from Russia. RUSPEAK-L is also for those who have friends in Russia or speak
Russian, and those who are willing to listen and to share what they have to

The number of messages distributed by the list does not
exceed 3 on any given day. Priority is given to original contributions with

The Rostov International Institute was opened in 1991, and was
one of the first private institutions of higher education in
Russia, outside of Moscow and St. Petersburg.
We have full time degree programs in business management, econom-
ics and law.

Tuition for full-time students is 5.5 million rubles (about
$1,100) per year. Tuition for part-time students (called corre-
spondence students) is 2.7 million rubles (about $550) per year.
Some of our best students are the correspondence students. Many
of them work full time in their own businesses. They generally
spend about 10 hours per week at the Institute and a lot of their
course work is independent study.
Both the management and economics degree awarded by the Institute
are fully accredited by the Russian Federation, the law degree is
not. Since is very difficult for a private institute to receive
and maintain accreditation, the Institute is quite confident that
its program compare most favorably with other public and private
institutions in Russia.
Our Institute compensates its faculty very well, and has thus
been able to attract some of the areas best business teachers.
The educational system is different here, and the Russians will
say much more difficult.
