I need help desperately. I have been teaching Russian to 6th graders for the
past 5 years. This is a six week course, 30 days, designed simply to expose 
children to the language, alphabet, and culture. This has been a successful 
course and it has been published and we have  amassed some material and are 
seeking to publish a workbook for other teachers.

In the fall I will have to teach 9 week courses and will need material for 
my students. Russian material suitable for middle schoolers is most hard to 
find 10-12 year olds. If you know of any resources I can tap into, I 
would appreciate it a lot.

Subject: Help Needed to Translate Book - Russian to English


Dear Friends: My colleague in Russia is in need of help having his book
translated from Russian into English. It is an ethnographic study entitled
"Althaic Shamanism". 
 
The  first edition,  approximately 320 pages with 4 color pictures and 1
figure, was published in Russia in 1991. It was written and  printed  in
Russian. All 4,300 copies of the first edition were sold in a few  months.
The book is well known in Russia.
 
"Altai Shamanism" is the result of  60 of  years  study of Altai shamans.
The  book  is  the  first  one  to  investigate  the Altaian Shamanism, an
early and specific form of religion, which had developed gradually and
naturally, without any personal founder, on the basis of an  archaic
dualistic  outlook  of  the  world,  by  worshipping   and personifying
nature.  Shamanism  had  its own history since the first millennium  AD,
being  the  "official"  religion  among  Turkic  and Mongol-language nomads
of   Central  Asia.  The  existence  of  this unwritten religion had been
maintained for many centuries with the help of oral  tradition, and by means
of symbolic encoding of its basics and principles in drawing on the drum,
which was the major sacred object. An outstanding  role  in the maintenance
of the religion was played by the professional shamans,  who were believed
to inherit  their  sacred power. They were considered the most powerful and
proficient.
 
The study was  based  on  different  historical  sources,  such  as written
ancient and medieval  ethnography,  linguistics, archaeology, substantial
personal field study, and other sources.,  with a predominance  of
ethnographic material.  Field research was  conducted  in  the  1920s.  The
author   directly  interviewed professional shamans shortly before they were
liquidated since 1930s in the ex-USSR as a religious practitioners.  This
makes the data received from  them unique and of the great scientific value.
 
The pantheon  of spirits,  shaman's ritual functions,  symbolics of ritual
clothes and the major sacred object -  shaman's  drum  and  its significance
for traveling in spiritual world, as well as a carrier of religion's dogmas,
etc., are described in separated chapters. No other studies  of  the
theological  and  gnoceological (materialistic world view) roots of Altaic
shamanism has ever been carried out.

I am doing a thesis project on human rights in Belarus. The purpose of it is
to investigate the past and current situation of human rights in that
country, particularly Belarussian citizens and their interactions with KGB in
the past and presently.

The materials that I have found in the University Library provide me mostly
with the role of the KGB in "pre-perestroika" times. There is a certain gap
as far as the PRESENT situation is concerned:

* KGB's responsibilities in the Belarussian society presently
* Current structure of Belarussian KGB by departments
* Belarussian and Russian KGB
* Feelings of the Belarussian people towards KGB
* Cases of human rights abuse by KGB
* Persecutions based on political opinion
* Persecutions of those not willing to become informants 
* Defecting to West based on fear of persecution by KGB
* Treatment of parents/relatives of victims

I understand that Belarussian and Russian KGB work together and utilize
basically the same strategy and tactics due to most recent integration of
both countries politically as well as economically. Any references to this
relationship will be greatly appreciated.

Would be thankful for absolutely any help from your group on THE CURRENT
SITUATION with Belarussian KGB:

against Dr. Grushevoi and the charitable fund "To the Children
of Chernobyl", Minsk I herewith announce an English translation
of the original German text on my WWW-Site.

On the occasion of the 10th anniversary of the chernobyl-explosion,
the German party SOZIALDEMOKRATISCHE PARTEI DEUTSCHLAND (SPD) held a
Chernobyl-Forum at the location of the German parliament, The DEUTSCHE
BUNDESTAG in Bonn.

As guests and mainspeakers were invited Dr. Grushevoy from the
Belarusian Charitable Fund For the Children of Chernobyl and Prof. Dr.
Edmund Lengfelder from the German "DEUTSCHER VERBAND FUER
TSCHENOBYLHILFE E. V." DVTH.

Prof. Dr. Edmund Lengfelder refused his participation because of the
reproach of supposed financial irregularity from Dr. Grushevoy and the
Fund in Minsk.

The serious and non-privat TV-station "ZWEITES DEUTSCHES FERNSEHEN"
ZDF has sent a 15 minute report on 4/30/96 about this Chernobyl-Forum
in his weekly series "FRONTAL". In this report, the reproaches of
financial irregularity were subject of some interviews.

die SPD am 26.4.1996 im Bonner Wasserwerk ein Tschernobyl-Forum
veranstaltet.

Als Gastredner wurden Dr. Gruschewoj vom Verein "Den Kindern von
Tschernobyl" aus Minsk und Prof. Dr. Edmund Lengfelder vom "Deutschen
Verband fuer Tschernobylhilfe e.V." DVTH eingeladen.

Prof. Dr. Edmund Lengfelder hat jedoch seine Teilnahme an diesem Forum
abgesagt. Grund der Absage waren Vorwuerfe gegen Dr. Gruschewoj und
den Minsker Verein wegen finanzieller Unregelmaessigkeiten.

Das ZDF hat am 30.4.1996 in seiner Sendung "FRONTAL" einen Bericht
ueber dieses Forum ausgestrahlt. Die Vorwuerfe gegen Dr. Gruschewoj
waren Inhalt mehrerer Interviews.

   Bank Due Diligence in Extending Credit Lines to Publicly Owned U.S.
          Corporations Initiating Equity Investments in Russia

Although the financial statements of clients of a U.S. bank's commercial
loan department may evidence ample strength to support your credit lines,
indications of intentions to engage in operations in Russia may be an
early warning sign of potential deterioration in sources of recovery.
Operations initiated through "tender" are a red flag suggesting it would
be prudent to "read between the lines" of agreements covering such
tenders.

Here are some of the traps and pitfalls to look for.

1. Statements that mineral resources to be used in the production process,
are owned and remain the property of the State of Russia (Russian
Federation). Licenses may be limited permits to 'develop" rather than own.

2. Tender agreements frequently call for

* non-refundable pre-payment of projected taxes and license fees in the
millions of dollars to local instrumentalities of government. Commencement
of construction may be prohibited until such payments are made.  At each
step of the process there are significant forfeiture penalties for not
continuing.

* Preparation of feasibility studies, land reclamation studies, etc.  may
be required costing millions of dollars, without relief from contractually
committed starting dates for construction in the event completion of such
studies is delayed.

* Payment of significant sums may be required into general social and
economic funds and funds for the development of indigenous people's.

* Construction of facilities to offset environmental impacts may be
required, such as fish hatcheries, without defined procedures for
documenting adverse impact.

3. The agreements may require additional pre-payments to third parties
such as inventors, authors, parties previously designated by the
government, through 'grants', as the owners of resources the government is
now subsequently granting the applicant. Future claims, currently
undisclosed, of a similar nature may arise during the life of the license

4. Agreements may be subject to the approval of other state agencies such
as the State Technical and Ecological department without relief to the
applicant from contractual agreements with the government in the event of
refusal of approval.

5. Russian law may require mandatory sale of production to monopoly
Russian government agencies such as Roskomdragnet. Although agreement may
stipulate that prices will be at world-market level the agreements will
generally be silent about denomination of the currency and timing of
payments. In effect the company may have no control over its projected
revenues which may become long term receivables.

6. Silent hidden partners potentially exist in the form of an average of
20 instrumentalities of government which, by law, may have decision
making powers during the life of the corporation.

7. Agreements generally enumerate that raw materials used in the
production process are not the property of the corporation and cannot be
pledged, bought or sold.

8. Licenses are not transferable, thereby limiting divestiture and exit
strategies through the sale of assets. In effect investment in land,
buildings and plant would be of no value to a buyer who was unable to
obtain a new license independently.

9. Agreements may specify that failure to achieve a predetermined minimum
production or profit performance constitutes breach of the license and
subjects the owners to forfeiture of their license and/or assets.

10. Agreements may specify that failure to extract a predetermined
percentage of ore from each quantity of raw material in accordance with
"estimates" submitted by the applicant constitutes a breach of the license.
Usually provision is  made for correction of such under-performance by the
payment of additional fees.

11. Agreements may require that 90% of the workers employed must be
Russian nationals and that 75% of positions that require special
education, after the factory has been constructed, must be filled by Russian
nationals.

12. Agreements may require re-investment of up to 50% of profits in
Russia during the term of the license.

13. In effect all contractual agreements are with a Sovereign nation which
possesses certain immunities.

14. Claims of "force majeure" may permit the government to 'suspend'
operations until disputes regarding such claims are resolved.

15 Liability is imposed upon the applicant for all damages resulting from
non-performance. Non-performance is defined in accordance with Article 21
of the Law of the Russian Federation, under which there may be no
adequate recourse according to accepted norms of "rule-of law".

16. The court of jurisdiction for arbitration procedures may not be
specified.

17. Russian legislation of stock companies (corporations) may give effective
control to Russian minority stockholders

What this all adds up to is that very viable economic opportunities may in
fact be "structured" in such a manner as to provide ongoing revenues to
the Russian government which would be larger in the event of commercial
failure of the project, than they might have been if the reverse happened.
A cynic might conclude that the intent of the agreement was to facilitate
expropriation through commercial contract provisions intended to result in
breach. There is significant "case history" that indicates such concerns
are warranted. The best time to correct such shortcomings is before one
get into any such agreement.

PARADIGM SHIFT IN PHYSICS EXPERIMENTAL METHODS FOR ALTERING OR DESTROYING
RADIOACTIVITY Experiments were undertaken to verify and test certain
processes and effects in changing the rate of radioactive decay of heavy
elements (elements heavier than lead, such as radium, thorium, or uranium,
all of which are radioactive) and prove that radioactivity can be changed
or eliminated at will by electrical or chemical means, opening the door to
atomic chemistry. Subjecting radioactive materials to the high heat and
fusing reaction of a chemical process can eliminate the radioactivity
completely. These results challenge prevailing opinions of scientists
about the nature of radioactivity, which many physicists and chemists
believe is immutable in nature, unless subjected to high energy nuclear
bombardment (as in nuclear reactors, cyclotrons, atomic weapons, or suns). 
The major specific findings of these experiments will be made available 
to interedsted parties in Russia, Belarus, Ukraine interested in 
environmental clean-up
