Subject: International Observers at the Russian Presidential Elections

Dear friends,

On June, 16 1996 Presidential elections will take place in Russia. We
offer a unique opportunity to be attended at this important event. In
accordance with the Russian Electoral law the International
Discussion Club - Moscow invites to take part in the team of
official accredited international observers at the elections. We
welcome applications from political leaders, members of youth
political organizations, professors and students in political
sciences. A brief description of the project is enclosed. Details are
available on request or at our URL.
Be sure, you still have enough time to manage to join our observers
team!

Andrey Ozharovskii, IDC president.
E-mail: zarov@host.cis.lead.org
URL: http://www.cis.lead.org/zarov/idc.html

The International Discussion Club - Moscow
                       presents a project
International Observers at the Russian Presidential Elections

     1. Introduction.
Young Russian democracy needs a support. Free and fair
election is one of the main instruments of democracy. The
Russian Federation has fixed in the electoral legislation
openness of the election procedure for domestic and foreign
observers. Among about one thousand of international observers
at the Parliamentary elections in 1993 and 1995 there was a
dozen of observers, invited by the IDC by appointment with the
Russian Central Electoral Commission.
During the Presidential elections in Russia (June 1996) the
IDC invites political leaders, active members of political
parties and youth political organizations, people involved into
political studies to take part in a series of political seminars
in Russia and to join the team of official foreign observers. In
1996 we would like to broaden our activity and invite more
participants to join our ObserversEpsilon Project.

     2. Goals.
* To introduce the participants into Russian Political life.
To allow them make contacts with representatives of different
 political forces, governmental institutions, NGOs.
* To assist carrying out free and fair elections in Russia
and to prevent law violations during the elections.

     3. What is offering.
Taking into account our previous experience we decided to
offer two different, but intersecting, programmes.
The first one will be eligible for people experienced in
Russian affairs, who have already been in our country, who is
common with Russian style of life, traditions and language. We
will offer a basic programme in Moscow for them and they will
observe the election in the Moscow region. Their task will be to
speak with electoral commissions, communities and so on in their
regions. These people could have their own ideas and projects
and the IDC will assist them.
The second programme will be organized for those who are not
familiar with Russian circumstances and who will need
interpreting. It will be a group programme which will take place
in Moscow and, maybe, St.Petersburg.

     4. Programme.
It is known, that campaign activity is chaotic and
unpredictable. That's why we cannot publish a fixed programme
now. The following events will be included in the programme.
*    attending press conferences with the candidates;
*    visiting rally events;
* discussions and meetings with political leaders,
scientists, journalists;
* meeting with members of electoral commissions, polling
stations stuff;
* watching the voting and ballot counting at polling
stations;
The participants are free to carry out their own activity and
projects (like polls, interviewing, investigations).

     5. Timetable.
We offer a 9 days programme. The events in Russia will start a
week before the election day, on June 10. At the election day
all the participants are expected to be at polling stations
watching the voting and ballot counting. Participants will leave
on June 19, after discussion of the results and exchange of
experience. Participants can come earlier and leave later in
accordance with their wishes.
In case of the second round of the elections will be
necessary, we will offer a similar programme again,
approximately July 1 - 9.

     6. Technical details.
Unfortunately we did not succeed in getting a grant for this
project. All the participants should cover their expenses
themselves and to pay an admission fee. The participants can
apply to foundations in their countries on to their national
Foreign ministries for the support.
The IDC will assist in getting the Russian visa, will provide
accommodation and interpreting, if necessary. The ground costs
depends on duration of stay and on your requests.

     7. How to apply.
To make an application and for further information, please
contact the IDC by
e-mail: zarov@host.cis.lead.org
or by fax +7-095-2002265 [for IDC].
More information about the IDC and on this project is
available through URL:

Subject: Re: Digest for 96-05-01

To whom it may concern:
I recently asked a load of info from people dealing with 2 reports I am
working on in school. Several people have been concerned that I am just
asking you all for this to make my report out of your responses. I can
understand why they would think this, and will try to specify what I need
better next time.
For all of you concerned, first off, I have done a bunch of research for
these topics. Actually, there are only a few missing pieces left, and I am
working on those. Mostly, I am just missing some pictures. I was asking
people for this info just to make sure I didn't miss anything important.
Second of all, I know full well that Stalin, during his reign from
1924-1953, was responsible, directly and indirectly, for an estimated 40
million deaths (whether from famines due to collectivization, directing
troops into WWII, mass purges of political leaders like Buhkarin and Kirov
and average Russian citizens, or slave labor in concentration camps). I have
been working in the library for several weeks now, and have found more than
enough info on Stalin. In history class, I have also learned much about
Stalin from the teacher, obviously, and from the viewing of the HBO movie
ironically titled "Stalin," which depicted Stalin's life from 1924 until his
death very accurately. In fact, my screen name is a literary reference from
that movie (if you want to know more about it, ask me). Thanks for your
concern.

The mentioned problem is discussed in the project from scientific point of
view. Some divisions addressed to the people, which have education or good
knowledge in systems sciences and in the area known as "nature of behavior".
But many divisions don't need strong knowledge for their understanding, but
they need systems and procedural way of thinking.

I suppose to update at least one file of the mentioned nucleus every

Moscow Value Guide

L?77?'77$) -#";'?7$"( '".$* 7";B;7;($)!
ATTRACT 10,000- 100,000 AFFLUENT Russians and Expats in Moscow to YOUR
BUSINESS.

Whether your business is a restaurant, a service company, an entertainment
complex, a shop, a supply company, or a shipping company, you will benefit
markedly by advertising in the Moscow Value Guide. For the price of one ad in
one day of a local English language daily, you can advertise in Russian and
English in our Value Guide for a period of six months! Furthermore, you're
guaranteed that this type of advertising is reaching precisely the type of
individual (managers, business people and professionals) that will be your ideal
client.

How can we offer so much for so little?
We bring clients and you together by offering something that benefits both of
you. We do so by publishing our Value Guide, which consists of coupons for a
wide range of products, services, dining and entertainment.
Your goal in advertising is to introduce the public to your product or service.
What better way to do so, then to have them try it? Advertisers in our Value
Guide give generous discounts one time. Each coupon can only be used once. You
sacrifice some short-term profit to win loyal long-term clients.
The Value Guide is not cheap.
The advertising is inexpensive, only $100 - $150 per coupon. But the Value
Guide is not cheap. It contains 500 to 1000 coupons, is over two hundred pages
in length of high quality four color printing and retails for $50.00. Only
those of middle to upper income will be able to afford it, or will benefit by
its coupons. You are ensured that only the best potential customers use the
coupons.
Only those of middle to upper income will be able to afford it, or will benefit
by its coupons. This is a concept that has been tried and tested in the West.
In the United States and Western Europe, millions of people buy similar coupon
books every year.
When a young couple is considering going out for a meal at a restaurant, they
will first turn to their copy of the Moscow Value Guide. They will be enticed
by the discount to try new restaurants, knowing they can afford to experiment.
They will reach for the guide for every need from an evening dancing to where to
shop for a new fur coat. The businessman might find his stationer, dry cleaner,
limo service or paging company through the Value Guide.
In a country where value can be hard to find, the Moscow Value Guide makes the
search easier.

Please contact us at tel./ fax 947-9407/229-6736, or by e-mail:
hyland@glasnet.ru to order your coupons today. We will be going to print in a
few weeks, so don't delay. Once this issue is printed, it won't be possible to
advertise for 6 months until the new edition goes to press.
We are also providing sign-up sheets for companies to order their copies in
bulk. There will be a limited number of Value Guides
We also welcome inquiries from individuals and companies who would be interested
in distributing the Guide.
In business as in life, it is rare to find an opportunity which is truly
"win/win" where both the parties benefit. The Moscow Value Guide is just such
an opportunity, creating loyal customers and successful businesses.
If you make a lot of international telephone calls and would like to cut costs,
let me know. I can save you up to 75% on your international telephone bill,
depending on the country your calling from and to.

Subject: Russian State Medical University

I recently heard about a special "22 Week" Medical Program offered to
Chiropractors by the Russian State Medical University. Unfortunately,
although I have the RSMU phone number (011 7 095 434-0329), I do not speak
Russian and I cannot find anyone at that phone number who speaks English. I
can't communicate enough to get a fax number or E-Mail address of that
Institution.
I discovered your name in the Internet Yellow Pages directory, and am
hoping that you could possibly offer some assistance to me in this situation.
I would like to contact someone who could give me any information about the
Russian State Medical University's 22 Week Medical Program for Chiropractors.

     My E-Mail address is DNirenstei@aol.com
My fax number is 1-803 248-3614 (South Carolina, USA)

Please reply as soon as possible.

Thanks,
