International Observers at the Russian Presidential Elections
1. Introduction.
Young Russian democracy needs a support. Free and fair
election is one of the main instruments of democracy. The
Russian Federation has fixed in the electoral legislation
openness of the election procedure for domestic and foreign
observers. Among about one thousand of international observers
at the Parliamentary elections in 1993 and 1995 there was a
dozen of observers, invited by the IDC by appointment with the
Russian Central Electoral Commission.
During the Presidential elections in Russia (June 1996) the
IDC invites political leaders, active members of political
parties and youth political organizations, people involved into
political studies to take part in a series of political seminars
in Russia and to join the team of official foreign observers. In
1996 we would like to broaden our activity and invite more
participants to join our ObserversEpsilon Project.
2. Goals.
* To introduce the participants into Russian Political life.
To allow them make contacts with representatives of different
political forces, governmental institutions, NGOs.
* To assist carrying out free and fair elections in Russia
and to prevent law violations during the elections.
3. What is offering.
Taking into account our previous experience we decided to
offer two different, but intersecting, programmes.
The first one will be eligible for people experienced in
Russian affairs, who have already been in our country, who is
common with Russian style of life, traditions and language. We
will offer a basic programme in Moscow for them and they will
observe the election in the Moscow region. Their task will be to
speak with electoral commissions, communities and so on in their
regions. These people could have their own ideas and projects
and the IDC will assist them.
The second programme will be organized for those who are not
familiar with Russian circumstances and who will need
interpreting. It will be a group programme which will take place
in Moscow and, maybe, St.Petersburg.
4. Programme.
It is known, that campaign activity is chaotic and
unpredictable. That's why we cannot publish a fixed programme
now. The following events will be included in the programme.
* attending press conferences with the candidates;
* visiting rally events;
* discussions and meetings with political leaders,
scientists, journalists;
* meeting with members of electoral commissions, polling
stations stuff;
* watching the voting and ballot counting at polling
stations;
The participants are free to carry out their own activity and
projects (like polls, interviewing, investigations).
5. Timetable.
We offer a 9 days programme. The events in Russia will start a
week before the election day, on June 10. At the election day
all the participants are expected to be at polling stations
watching the voting and ballot counting. Participants will leave
on June 19, after discussion of the results and exchange of
experience. Participants can come earlier and leave later in
accordance with their wishes.
In case of the second round of the elections will be
necessary, we will offer a similar programme again,
approximately July 1 - 9.
6. Technical details.
Unfortunately we did not succeed in getting a grant for this
project. All the participants should cover their expenses
themselves and to pay an admission fee. The participants can
apply to foundations in their countries on to their national
Foreign ministries for the support.
The IDC will assist in getting the Russian visa, will provide
accommodation and interpreting, if necessary. The ground costs
depends on duration of stay and on your requests.

I recently asked a load of info from people dealing with 2 reports I am
working on in school. Several people have been concerned that I am just
asking you all for this to make my report out of your responses. I can
understand why they would think this, and will try to specify what I need
better next time.
For all of you concerned, first off, I have done a bunch of research for
these topics. Actually, there are only a few missing pieces left, and I am
working on those. Mostly, I am just missing some pictures. I was asking
people for this info just to make sure I didn't miss anything important.
Second of all, I know full well that Stalin, during his reign from
1924-1953, was responsible, directly and indirectly, for an estimated 40
million deaths (whether from famines due to collectivization, directing
troops into WWII, mass purges of political leaders like Buhkarin and Kirov
and average Russian citizens, or slave labor in concentration camps). I have
been working in the library for several weeks now, and have found more than
enough info on Stalin. In history class, I have also learned much about
Stalin from the teacher, obviously, and from the viewing of the HBO movie
ironically titled "Stalin," which depicted Stalin's life from 1924 until his
death very accurately. In fact, my screen name is a literary reference from
that movie (if you want to know more about it, ask me). Thanks for your

The mentioned problem is discussed in the project from scientific point of
view. Some divisions addressed to the people, which have education or good
knowledge in systems sciences and in the area known as "nature of behavior".
