David Galuev, 15 Y/O From North Ossetia, (Russian Federation) is now
in Moscow in an Emergency Situation. He is being treated in the Bone
Marrow transplantation department in the Russian Childrens's Hospital

Major Fire Near Chernobyl Sparks Fears of New Radioactive
Danger
Fire engulfed at least five villages inside the exclusion zone around the
Chernobyl nuclear power station Tuesday during an annual visit by evacuated
residents to their abandoned homes. The fire spread into the air some
leftover radioactive particles from the explosion and fire at the nuclear
plant, site of the world's worst nuclear accident 10 years ago this week.
Firefighters were unable to determine the reason for the fire, which broke
out during this year's first spell of warm weather. They said the flames,
smoke and dust had sent radiation readings soaring in the heavily
contaminated 18-mile zone around the stricken plant, Reuters reported. The
blaze was about 6 miles from the power plant, but the amount of
radioactivity carried off in clouds of smoke from the fire was not
immediately clear, The Associated Press said. An official, however, said
it threatened to spread well beyond the 18-mile exclusionary zone around
the plant. The authorities said the fire began around 4:30 p.m., although
the Interfax news agency said it broke out at 11:45 a.m.
Hundreds of thousands of people were evacuated from towns and villages in
the aftermath of the fire and explosion on April 26, 1986, at the Chernobyl
plant. About 800 people have moved back into the zone in defiance of
government exclusion orders. The explosion at Chernobyl's reactor No. 4
exposed 5 million people to radioactive fallout, mostly in Ukraine, Belarus
and Russia. At least 30 people were killed as a direct result of the
accident.
The Group of Seven industrial nations has pledged $3.1 billion to help
close the plant by 2000, but the Western democracies set no date for
delivering the aid at their summit last weekend, despite an appeal from
Ukrainian President Leonid Kuchma.

Subject: Brotherhood of St. Seraphim
Brotherhood of St. Seraphim Begins Feeding the Poor
MOSCOW-In response to a need in Russia expressed by members of the Orthodox
Community, the Brotherhood of Saint Seraphim has begun feeding the poor at
the Kazansky Train Station.
Every Wednesday and Saturday the Brotherhood will feed roughly 150 bums,
homeless people, street kids and others neglected by Russia's current harsh
conditions at 1 p.m. near the Kazansky Train Station. Clothes were also
distributed.
Sts. Peter and Paul Russian Orthodox Church near the train station helps
the Brotherhood prepare the food.
The Brotherhood was established in September of 1995 and is affiliated with
St. Catherines Orthodox Church of America under the spiritual guidance of
Father Daniel Hubiak and Father Christopher Hill.
The American branch of the Brotherhood operates under the leadership of
Father David Ogan, priest of St. Timothy Orthodox Church in Lampoc,
California. Other Christian groups from America and England support the
Brotherhood.
Brotherhoods were once a traditional part of the Russian Orthodox Church
with laymen performing humanitarian work and other activities with the
Church before the Revolution.
Other programs for the future will include feeding prisoners, building a
children's home and two-week summer programs for Orthodox and other
Christian believers in the West to come to Russia to help feed the poor,
rebuild a church outside Moscow and make pilgrimages to some historical
monasteries.

Following the urging by info-russ coordinator, Alex Kaplan,
and having in mind the needs of people of Russ-(or any other
ex-USSR) citizenship, who like me live and work/study in the
USA (and possibly in some other countries in the West) and
have to deal with complicated and often confusing issues of
taxation of our salaries/stipends by our host countries, I am
starting (as I have already stated in my recent posting),
"russ-tax" mailing list;

Anybody interested are welcome to write to me too.
After I sent my first msg describing my tax problems to info-russ
a few days ago, I've got a lot of replies, some of them very useful
and helpful. I am very grateful to all the people who replied.
My decision to start a new list is motivated by a wish to sort of
propagate the line of mutual (and largely selfless) help in our
community; the new list is hoped to be pretty much in the spirit
of info-russ (but not necessarily in its style or substance:-).
I have prepared a file (about 25 kb long) which includes all the
facts and reasonable arguments I've got so far, and it has already
been sent out to my first subscribers. (So I apologize if you are
getting this kind of invitation for the second time.) They are about
30 people who either send me some info or requested for the info I've
received.
The precise mode of operation of "russ-tax" list in the future
is not clear to me at this point. Most likely, I'll commit myself
to broadcasting relevant requests and questions and replies (or
digests of replies) to them, as well as any substantial information
or announcements on the subject. There are no special regulations
developed, and I do not think there will be any except the requirement
that the information presented should be on the subject and the
original message/reply should be informative, and truly "selfless"
(no commercial uses allowed).
This commitment of mine can be also shared with other people
who might be interested to co-handle this new list.
Alex Kaplan, info-russ coordinator, promised to be supportive
and from time to time broadcast our announcements and some info.
Anyway, let us try and see what happens.

SYNOPSIS: Grants up to $70,000 per year for up to two years are
provided to establish new or strengthen existing cooperative
relationships between U.S. and foreign alcohol research scientists.
Awards are intended to enhance the research of the U.S. scientist, but
projects are expected to be mutually beneficial to advancing research
on alcoholism in the collaborating nation.

OBJECTIVES: The National Institute on Alcohol Abuse and Alcoholism
(NIAAA) is soliciting applications for exploratory/developmental
grants for collaborative international projects. The goal of this
program announcement is to establish new or strengthen existing
cooperative relationships between U.S. and foreign alcohol research
scientists. While awards under this program are intended to enhance
and extend the research of the U.S. scientist, it is expected that the
projects supported will be mutually beneficial to advancing research
on alcohol abuse and alcoholism in the collaborating nation. It is
anticipated that this program will provide support to pursue or verify
intriguing research observations reported in foreign literature using
different technologies or methodologies; to collaboratively pilot-test
a hypothesis before a larger more complex project is developed; to
develop new technology or to assure the study of appropriate
comparison groups. The intent is to advance global understanding,
contribute meaningfully to the international literature, and to
significantly advance alcohol research efforts in the United States.
Although international meetings and workshops have led to an increase
in collaborative projects and constructive dialogue, more joint
project planning and implementation would be beneficial. It is
anticipated that collaborative efforts established through this
program will facilitate: a) standardized assessments of epidemiologic,
biomedical, behavioral, treatment, prevention, and policy research
observations; b) studies to explore more fully intriguing observations
and innovations which might be critical to the advancement of the
field; c) the development of unique methods or resources; and d)
development of the foundation for the coordinated conduct of
scientifically sound studies and interventions on an international
basis. Applications may be made for support of research in any
scientific area relevant to alcohol abuse. While applications may
involve a wide variety of biomedical, biobehavioral, or clinical
disciplines, relevance to the mission of the Institute must be clear.
Applications for studies aimed at problems outside these areas will be
returned without review.
RESTRICTIONS: Applications may be submitted by domestic non-profit and
for-profit, public and private, institutions such as universities,
colleges, hospitals, laboratories, units of State and local governments,
and eligible agencies of the Federal government. The U.S. scientist must
be a U.S. citizen or permanent resident of the United States, and must
apply as principal investigator with a colleague or colleagues from
foreign laboratories or research sites. It is recognized that scientific
opportunities may arise that warrant a formal collaborative effort between
the U.S. investigator and individuals from more than one country. The
foreign collaborator(s) must hold a position at a public or private
non-profit institution that will allow him or her adequate time and
provide appropriate facilities to conduct the proposed research. The
linkages for international collaborative efforts may be between
institutions in the United States and those in industrialized nations or
developing countries. Simultaneous submissions of both an
exploratory/developmental and regular research grant application on the
same topic will not be accepted. Research support mechanisms are limited
to exploratory/developmental grants (R21) for up to $70,000 in direct
costs per year for up to two years, although the majority of awards will
be much smaller. Awards are made to the U.S. applicant institution to
support a collaborative research project that will be performed, in part,
at the foreign collaborator's research site. Indirect costs will not be
allocated to any funds sent for collaborative purposes to another country.
Funds may be included to purchase supplies for the foreign collaborator's
laboratory and to support travel for both the U.S. and foreign
collaborators, as justified by the needs of the research proposed. Annual
awards will be made subject to progress achieved and continued
availability of funds. It is estimated that in Fiscal Year 1997
approximately four awards will be made. Applications kits are available

The U.S. Department of Commerce and the Government of Ukraine will
sponsor and organize a Food Industry Trade and Investment Mission to
Ukraine, July 7 - 16, 1996. The mission will be of interest to companies
involved in the food processing and packaging sector, food distribution,
agricultural machinery and equipment, and agricultural chemicals.
Your participation in this mission will afford you the opportunity to meet
with the leading agribusiness officials in the public and private sectors in
four regions of Ukraine and learn about their plans to modernize the
agribusiness sector and privatize state and collective farms. Ukraine
has been long recognized as having the richest land in the world -
chernozem or *black earth.* Two thirds of Ukraine is covered by this
nutrient-rich soil which accounts for one-third of the world's supply. By
entering this market, you will have the advantage of building a strong
market base to sustain future growth as Ukraine positions itself to
become a leading exporter of processed foods and agricultural products
to the countries of the former Soviet Union and Western Europe.
Our embassy staff will host the mission and will schedule appointments
for mission members with industry and governmental leaders in the
above sectors as well as both potential end-users and investment
partners. Site visits will also be arranged, based on each member's
needs and interests. Fees covering internal transportation and all
mission-associated events will be $3,100.00. Participants are expected
to finance their own transportation to and from Ukraine as well as their

million dollars of equity matching financing. The need for housing is

Background
$400 million has been made available to the Russian Federation to develop
the Russian housing market by encouraging the expansion of the
private sector real estate development and housing delivery system. The
funds have been employed for land development into home-sites and to
provide construction financing to developers.
Palms & Company's investment would be directed at supporting the
development of supply sources of building materials to developers of town,
houses, individual houses, mid-rise apartment buildings, and associated
commercial space and commnity facilities from privately owned building
materials enterprises which manufacture improved energy efficient products
for the housing market or which plan to introduce new manufacturing
processes to increase industrial effectiveness in Russian industry. It can
also support companies involved in leasing equipment to this industry, or
companies which are involved in the retailing, warehousing and
distribution of housing building products.
