grandparents were born in Russia. Some had fled through Shanghi somewhere
around 1920. Most information of family has been passed down by the older
generation. With only my Grandmother left living, at the age of 92, the
stories of the old country fade to only a few. What I would like to know
is if there are archives with information dating back that far. My last
known relative, My great grandfather (Ivan vasilich Maioroff), was left in
Shanghi. According to my grandmother he had been a major factor for the
immigration of many people.
Any help that you could forward would greatly be appreciated.

Request for Proposals from NIS Masters Graduates
Eurasia Foundation Public Sector Policymaking Projects

The Eurasia Foundation has recently announced a grant program to
support public sector policymaking capabilities in the NIS. The
Foundation is seeking proposals from NIS graduates of Masters-
level academic training programs for advisory projects in the
public sector, i.e. in a ministry, city council, oblast council,
university, local think tank, or non-governmental organization.
The advisory projects should be in the areas of public policy or
administration, business, law or economics and should have con-
crete policy implications. Research projects will not be sup-
ported. The maximum grant amount will be $15,000.
Eligibility Criteria
Individuals returning from long-term study abroad (at least one
year in duration), or graduates of NIS-based degree programs at
the Masters level or above are encouraged to apply. This in-
cludes returning participants of the Edmund Muskie and Freedom
Support Act Graduate Fellowship programs (including graduate
fellows returning prior to 1995). The program is also open to
individuals returning from long-term study in Western Europe or
other countries.
All proposals will be reviewed by the Eurasia Foundation's re-
gional offices on an on-going, competitive basis.

FINAL CALL FOR PAPERS
SCOPE OF THE CONFERENCE
Open and Distance Learning is the most rapidly
developing sector of educational and training services
provided by educational institutions internationally. It
plays a vital role in strategic developments within the
education and training sectors today, as well as in the
corporate world. Open and distance learning applies the
latest achievements in information technologies and combines
it with new and learner centered pedagogical models of
studying. Open and distance learning is moving into the
center of the education and training sectors globally, and
plays an increasingly important role in all knowledge
dissemination.
The main theme of the Second International Conference on
Distance Education in Russia is the role of open and distance
learning in the modern world and strategies for its further
development.
The Russian Federation State Committee for Higher
Education is developing a National Program for the Support of
Distance Education in Russia. The guidelines and status of
the National Program funded by the Russian Government will be
presented at the Conference.
The previous ICDED'94 conference demonstrated great
interest in establishing international connections and
partnerships with Russian educational institutions. The
ICDED'96 is being organized to forester cooperation among
educational institutions and to encourage integration of the
Russian educational system into the world's community.
The ICDED'96 will focus not only on applications of
modern information technologies in education and on the
latest achievements in creating better educational
environments, but also on the pedagogical aspects of the new
learning environments, as well as on the globalization
process in education and training. The Conference will become
a site where educators from all over the world can meet,
discuss current issues and exchange professional experiences.
INTERNATIONAL TRADE-FAIR OF THE SECOND UNESCO CONGRESS ON
EDUCATION AND INFORMATICS (EDIT'96) 1-5 JULY 1996
The EDIT'96 will be running at the same time and
location of the ICDED'96.
The ICDED'96 attenders receive unique opportunity to

The Official ICDED'96 Proceedings will be published
before the Conference opening date. Only papers selected by
the Program Committee will be included. Proceedings of both
ICDED'94 and ICDED'96 will be published on CD ROM. Special
hypertext structure for the electronic version of the
Proceedings will be implemented to support cross references
and links.
The official language of the Conference is English,
which will be used for presentations and all the printed
material. Additional language is Russian which also can be
used for presentations and for discussions. Simultaneous
(English - Russian - English) translation will be provided at
all conference sessions.

Note: We also invite perspective presenters to send short

Authors are invited to submit papers for the Conference.
Papers need to be prepared in English in electronic form.
Perspective presenters must submit the following work to the
Program Committee by March 20, 1996:

2) Paper (via E-mail), consisting of the following

TEXT STYLE
If you do use word processors that have different fonts and
sizes, use font Arial size 11.
TITLE, AUTHOR AND ABSTRACT
The paper's title must be in capital letters. Give author(s),
affiliation(s), postal addresses, numbers of telephone and
fax, and E-mail address of all (or principal author) in
center. Do not abbreviate the affiliation and postal address.
ABSTRACT
Please provide a concise abstract of the paper in not more
than 10 lines. After the abstract has been typed, skip two
lines.
THE TEXT
Arrange the text of the paper in one column. Do not leave
space at the top of new page. Do not number the pages. Text
of the paper is limited by 4 pages A4 or Letter size.
HEADINGS
Section headings must be in capital letters and bold. Use
mixed upper and lower case bold characters for subsection
headings. Leave one blank line above headings and
subheadings.
TABLES, FIGURES AND CAPTIONS
Figures and tables must be included within the text rather
than grouped at the end of the paper. Center captions, with
respect to figures and tables, and number these
consecutively, such as Figure 1, Figure 2 or Table 1, Table
2, and so on. Table captions must arranged on top of tables,
and figure captions placed underneath figures.
REFERENCES
List and number all references at the end of the paper. Refer
to them in the text with a corresponding bracketed reference
number.
INFORMATION ABOUT AUTHORS
Attach to the end of the paper information about authors
(resume) not exceeding 10 lines for each author indicating
main achievements and works in related fields.
Acceptance of a paper implies a commitment on the part
of the author(s) to present it at the ICDED-96 Conference.
Accepted papers will be published in the Conference
Proceedings.
Final decisions on acceptance of papers for the
inclusion in the ICDED-96 Conference Program and Proceedings
will be made by the Program Committee of international
experts by April 15, 1996. All presenters will be notified.
