Dear Friends,

This is a special day for the "Friends and Partners" project - as it
represents our two year anniversary since the initial Internet announcement
of F&P on January 19, 1994.  The past two years have been an amazing time
for all of us directly involved and it remains the most rewarding endeavor
we could have ever imagined.  We want to take the opportunity today to
thank everyone involved in this effort for the many contributions, ideas,
suggestions, criticisms, and for all the helpful information and
communication that has passed through this service.

This day was also to mark another event important to us - an Internet-wide
announcement of an entirely new 'Friends and Partners'.  We have been working
very hard over the last several months on an new implementation of F&P and
had hoped to make the announcement today.  Unfortunately, we ran out of
days - and the switch-over to the new system won't happen until February 1.
However, we want the readers of this digest to be able to take a
"sneak peek" at the new system which is now available at URL:

Please keep in mind that this is yet an unfinished product.  Also, at the
moment, you need to use Netscape to browse it - but by the end of next
week, we will be able to automatically generate nicely formatted pages for
all text- and graphics-based WWW browsers.  (indeed, this is a
feature of the new software we are working on)

The primary goal of the new interface is to allow us to provide a better
organized body of material - a bit more hierarchically - but with more
"navigation clues" to help the user know where he/she is - and how to get
to other places (increasingly important on large web sites).  Also, by
providing a smaller area of content, we hope it will be more readable.

But, also very important, is the fact that we now use "SGML" for describing
the content of the system.  With our new software, this allows us to
dynamically generate nicely formatted pages for a wide variety of browsers
and will also allow us to maintain multiple language content.  We are
currently working on a Russian language version of most of the primary F&P
pages.  The proper language (and proper Cyrillic encoding) will be
presented to the user -
complete with proper navigation, buttons, headers, etc. - upon request.

There are several components of the new system that are highlighted in the
"What's New" section below.

We hope that some of you will be able to take a look at the new design,
organization and services - and give us your comments and suggestions on
how we can improve it over the next several days before its "Internet
debut" on February 1.

We will be so grateful for your continued offers of assistance.  We still
need lots of help with (1) artwork (obviously :-)); (2) translation
(primarily English -) Russian); (3) entry of records in the Russian/NIS
Internet catalog; (4) entry of records in the Funding Opportunities and
Academic Profile databases; (5) people willing to "adopt" a section (page)
of F&P and help develop it further; (6) entry of new recipes in an expanded
F&P cookbook; (7) suggestions for links to valuable resources from the
various sections and pages.

Thanks to our home institutions and our sponsors, this project - which
began life 2 years ago today as a hobby - a goodwill gesture between two
friends - now represents our "real jobs".  We intend to work harder than
ever to support the many good folks working on F&P now.  Our main goal for
this next year is to focus on developing content which highlights
collaboration and "success stories" between our countries.

We want to especially thank those of you who have taken on the work of
maintaining an information server.  As we said last year at this time, it
was our hope when we began this effort that F&P would serve as a "home" for
such efforts - and it has been so rewarding to see so many people "move in"
and create such interesting and useful information resources.

And a very special note of thanks to the wonderful folks who work directly
with us -- Angie, Anita, Dima, Ellee, Evgeny, Sasha and Tigran -- for all their
hard work over the last many weeks to put this new server together.

We are excited about this next year and pledge our determined efforts to
furthering the good work begun thus far.

*    We announce today the availability of a new email listserver, FPTELEC,
     for facilitating information exchange about telecommunications and
     networking issues for collaboration with Russia and the NIS.

     Our hope is that this list will be used for communication on a variety
     of networking issues and problems - including issues of establishing
     Internet connections; differences between various providers and options;
     use of different technologies such as radio relay, satellite-based
     IP communications, etc.; funding opportunities for establishing and
     maintaining network communications; distance learning opportunities and
     programs facilitated by network communications; and important Internet-

     telecommunications.

     We hope that the exchange here will represent a healthy mix of both
     technical and non-technical topics - and that, over time, the growing

live in Des Moines, Iowa.  We have a cultural fair project at our school and
I have been assigned Russia as my country.  I'm supposed to get to know
anything and everything about Russia before the end of the school year.  I
have to set up a booth at the cultrual fair and dress like a Russian, present
history about Russia, music, dance, economical information, et cetera.

Do you have any suggestions for me?  I'm new to the internet, but I thought
it could help me make a connection with someone my age in Russia.  I'm really
interested in finding out more about their country and compare our cultures.

AIHA is currently seeking  qualified candidates for the following

PROCUREMENT OFFICER (Position # 01)
Manages procurements of goods and services in a timely fashion;
reviews/revises procurement policies to ensure compliance with all

in procurement files; develops and maintains a computerized
property management system.

Requires 3 or more years of procurement experience for a federally-

I appreciate your comments about setting aside the image of the "Evil
Empire".  I do not believe, however, that warning prospective travellers
about crime in russian cities is "bad-mouthing" Russians.  All of my
Russian friends in St. Petersburg have been victims of crime during the last
six months.  You were fortunate that you didn't have any negative
experiences during your three-week visit.  Despite my love for Russia,
however, I am realistic about safety issues and I share my negative
experiences so others don't repeat my mistakes.  Isn't that, after all,
being a true friend and partner?

program.

America is much more than offices and classrooms. So, to  enhance
the  quality  of the participants' U.S. visit, we would  like  to

Depending on what you want, you might be able to use some of the fonts
available right there on CompuServe.  Use "File Finder" (go ibmff) and
look for "Cyrillic" and/or "Russian" as keywords.  There are several free
or shareware fonts there, some with keyboard mappings that pretty much
resemble a real Russian typewriter, others that attempt to be "phonetic
transliterations", etc.

There are also free/shareware fonts available from anonymous FTP and
World Wide Web sites if you have access to those, but I'd suggest trying
the CompuServe-available ones first since you're obviously already there.
