ANNOUNCEMENT

Friends and Partners in Space, Bauman's Moscow State Technical
University, and Moscow Aviation Institute are pleased to announce the

        Friends and Partners in Space International Workshop
        co-sponsored by Bauman's MSTU and Moscow Aviation
        Institute, Moscow, Russia, April 7-13, 1996

        "Conducting joint space projects in an international
        community: understanding, communication, education"

This week long program will include: lectures by leading professionals in
US and Russian aerospace communities; tours of Russian facilities
including various space museums, Star City, Russian companies, etc.;
cultural tours; hotel; all meals, including a banquet in honor of the
35th anniversary of Gagarin's flight on April 12, 1996; transportation in
Moscow; and all program materials. The program is expected to cost
approximately $700 (US) plus airfare. A Moscow resident program and an
accompanying persons program will also be arranged. A full schedule will
be posted as soon as it is available.

reference coverage of the recent Russian elections (and probably more, in

I notice that many Americans are tempted to bad-mouth Russian cities
regarding crime in the street.  St. Petersburg seems to get a lot of this
kind of attention.  Please remember that St. Petersburg is a city of over
four million people.  Do ask yourself where this stands, with respect to
crime, when you compare it to New York City, Chicago, Miami, Los Angeles,
etc.
I spent three weeks in St. Petersburg during Oct. 1995, living with Russians

and roaming about the city every day.  Unlike many American cities of
similar size, I saw NO street gangs, was never accosted, did NOT have my
pockets picked, and was treated with kindness where ever I went
It's time that we put Mr. Reagan's "Evil Empire" on the "over used" shelf
and concentrate on "Friends and Partners" for a change.

During a period of research conducted in St. Petersburg last fall, I
relied on the competent services of TASK, an organization of Russian
scholars headed by Alexander Finchenko, Tanya Bogomazova, and
Alexander Bobrov.  I strongly recommend TASK to any Western scholar
trying to make best use of research time in Russia.  TASK will find
comfortable quarters (with meals) for its clients and they will be
located close to archives and libraries.  It will secure all the
necessary documents you need to enter the collections and assist
during the progress of your studies.  TASK is also carrying out
follow-up services that I could not complete during my stay.
Incidentally, Sasha Bobrov will also prepare excursions to
rural areas for interested scholars (I did not take advantage of this
opportunity).  Of course, TASK will service all the major Russian

I am looking for families throughout  the US to host high school students from
Belarus and Ukraine from September- December, 1996.

Project Harmony, a small not-for-profit organization based in Vermont has a US
Infomation Agency Grant to bring high school students from Ukraine and Belarus
to the US from September-December, 1996.  The students will be hand-picked from
among the best and brightest of their peers-- this past fall, PH received over
2500 applications for 80 slots on a similar program for students from outlying
areas of Russia.  Applicants are interviewed by PH staff-members based in the
former Soviet Union,  who are familiar with both the US and Russian educational
systems, and are chosen based on academic achievement, outgoing personality,
special talent, and potential to both share and learn from their American host
communities.

The students' airfare, insurance, orientation costs, a small stipend, etc. are
paid for by the grant.  Host families would be required to provide meals,
transportation to school, etc.

If there is anyone out there who might be interested in hosting a student, or
can suggest someone I might contact, please e-mail me directly, and I will be
glad to send you additional information, or answer any questions you may have.
I spent 1994-95 teaching Englsh in Russia through Project Harmony, so I have met
some of the students who have been on the program in the past, and would be glad
to share my personal experiences and insights as well.

The International Municipal Lawyers Association (IMLA) is a Washington,
DC-based organization for local government attorneys. Founded in 1935, IMLA
serves as a clearinghouse of local law information for over 1500 members in
the United States and Canada. It provides local government attorneys with
information, education and programs.

IMLA recently appointed an International Committee to pursue international
development opportunities on behalf of the organization. The Committee plans
to develop rule of law and democratic institution-building programs for local
governments

The International Committee is looking for partners or sister organizations
