Dear friends,

We wanted to send a big THANK YOU to each who participated in the IRC
session Tuesday as a part of our Internet conference in Prague.

As those of you who were 'on-line' learned, we ended up with a horrible
network connection just 15 minutes before the conference began (!) and were
only able to connect very briefly (and extremely slowly) before losing our
connection (we then reconnected -- again briefly).  But it was long enough
to see many of your greetings, to explain who you were and where you were
from -- and this made quite an impression on our conference participants!
This was the first time many of them had ever seen anything like this and I
think it drove the point home that this is indeed a global network.

We'll try again Thursday and hope for a better line (actually, we have had
a pretty good network connection the entire time in Prague -- except for
our 2 hour conference!).  We will begin at around 10:00 am Prague time
(9:00 am GMT; 3:00 am EST).  If you wish to participate, just telnet to

We have friends in St. Petersburg and would like to find an efficient way
to send them a letter from time to time. Is there anyway, via the Friends

In an effort to increase the quantity of current medical
information in the former Soviet Union and Central and Eastern
Europe, the American International Health Alliance, in conjunction
with the National Public Health and Hospital Institute, has
launched the NISMEDINFO Project.  The NISMEDINFO Digest, a
compilation of abstracts from leading Western medical and public
health journals such as the Journal of the American Medical
Association, the Annals of Emergency Medicine, Pediatrics, the
American Journal of Public Health, and the International Journal of
Health Services, is posted on-line weekly, and distributed via
electronic mail to health professionals in the former Soviet Union
and Central and Eastern Europe.

Individuals from the former Soviet Union and Eastern Europe are
invited to subscribe to this list free of charge.  To subscribe, or
for more information, send an e-mail message to
kbrooks@igc.apc.org.

For others, I wanted to introduce this list because I am hoping to
expand the Digest to include more full-text clinical
articles.  I am appealing to this list for any articles which you
may have authored and for which you could grant copyright
permission.  I would also like any feedback from you as to how this
project can be most useful to the health and medical professionals
in this region.  Please send any ideas and suggestions by e-mail to

TYPE OF APPOINTMENT:
TERM APPT. NTE 4 Years

DUTIES:     Serves as Deputy Director of BISNIS, managing staff
resources when director is unavailable.  Assists director in setting
priorities and establishing work patterns for BISNIS.  Helps director
identify training needs, trains, and provides guidance to rest of staff in
counseling, analysis, writing, and responses to controlled
correspondence.  Works with director and staff to develop objectives
and programs for increasing US. private sector interest in doing business
in the NIS.  Works with staff to ensure they are following USG policies
and procedures.  Consults with U.S. private sector  to identify
areas where the Department can play a useful role in encouraging
expanded trade and investment in the NIS.  Develops working
relationship with officials from other USG agencies to ensure BISNIS
regularly receives information on their programs in the NIS.  Represents
IEP and/or Department at interagency meetings and briefing sessions.
Strategies with director and staff to expand outreach programs,
contributing to marketing strategy, speaking at conferences, visiting
district offices and World Trade Centers and working with other multiplier
organizations such as trade associations.  Helps prepare budgets
outlining office initiatives.  Oversees $2 Million budget.  Prepares reports
summarizing office activities.  Uses Russian language when meeting
with foreign officials.

BASIC REQUIREMENTS:   One year of specialized experience which
demonstrates the application of knowledge of international, economic
and political factors influencing the flow of goods and services between
countries: the impact of government policies and regulations, business
conditions, and market structures on international competitiveness; or of
problems and techniques relating to the sales and marketing of goods
and services in world markets.  To be creditable, specialized experience
must have been at least equivalent to the next lower grade level.

SELECTIVE FACTORS:  Ability to manage a staff of employees including
setting priorities and providing guidance.  (Selective factors are the
knowledge, skills and abilities essential for satisfactory performance on
the job and represent and addition to the basic qualifications for the
position.  Those applicants not possessing the identified selective factors
will be disqualified from consideration.)

QUALITY RANKING FACTORS: Ability to prepare and present briefings.
Ability to plan outreach programs and marketing strategies supporting
trade and investment promotion initiatives.  Ability to speak and read
Russian or other NIS language.  (Quality Ranking Factors are the
knowledge, skills, and abilities used to distinguish the best-qualified
applicants from a group of persons basically qualified for the position.

BASIS FOR EVALUATING APPLICANTS:   Applicants will be evaluated
based on experience, training, self-development, outside activities, and
awards. Dates and hours of training and types of awards should be
included on the application.  Performance appraisals will be given due
weight prior to making a selection.

addressing each quality ranking factor.  Do not simply repeat your entries

I will be taking a group of Kansas State University students, faculty and
alumni to St. Petersburg and Moscow 2-9 January 1995. In St. Petersburg we
will be staying in the Oktiabrskaia hotel on the Nevskii Prospekt, in
Moscow our hotel will be the Intourist, a modern facility three minutes walk
from Red Square.

We will be flying FINNAIR out of JFK, New York. The travel has been arranged
by ITS, and the cost will be (depending on when one applies) $1220-$1330.
This fare is all-inclusive, and covers flights to and from Russia, hotels
(double occupancy), meals, city tours, cultural events, and intercity
travel.
