Subject: usenet links in PSSRI
I wanted to point out the USENET links that are available in "Post-Soviet
Study Resources on the Internet (PSSRI)" caveat emptor that applies is that
the availability of these newsgroups on your newserver is necessary for the
links to work.
There are active links in the gopher, ftp and web site sections as well!
So if you have'nt checked out PSSRI lately the URL is
http://solar.rtd.utk.edu/~ikallen/pssri.html
I've been out of town and behind on some snowballing projects so please
be patient if you feel it has'nt progressed enough. Some routine should
be returning soon!

Subject: Molotov Remembers
I've just finished both the English language Molotov
remembers and the original Russian version.. "Sto sorok besed..."
authored by Felix Chuev.
The material these books contain is so astounding and so
important to historians of the Soviet Union that I'm almost
inclined to question its authenticity. If true, it really
answers a huge number of hitherto only guessed-at answers
as to actual beliefs, motivations and methods of the top
Soviet leadership under Stalin.
Does anyone have any additional information on this
work as well as on Mr. Chuev and also on his other book
(which I cannot find, "Thus Spoke Kaganovich"?
Thanks so much, Boris Raymond

The following is an invitation for support and cooperation from
Natalya S. Ruzanova, Director of the Center for New Technology at
Petrozavodsk State University (PGU). If anyone has any ideas, please feel
free to contact her or others listed below or me. (I visited and taught at
PGU in 1991 and 1993 and hope to return again.)
"School Education Informatisation in Karelian Republic
based on the Macintosh"
This Project is being carried out in accordance with the
Karelian Republic's decision of July 8, 1993 to provide the
Republic's national education with Apple computers and
educational programs.
The Project aim is to increase the quality of secondary and
professional school preparation through using modern information
technology; to create conditions for the formation of an
information culture for school-children; and to create conditions
at the Republic's educational institutions to inculcate them with
new information technologies in all spheres of their activities.
The Project will be implemented by the Work Group headed by
the Vice-Minister of Education, M. E. Vorobov. The Work group
includes representatives from the Center of New Informational
Technologies (CNIT) of Petrozavodsk State University (PGU), from
the Karelian Institute, and from the Karelian Scientific
Methodical Center (KSMC) of the Ministry of Education.
The implementation plan includes the following:
equipping the schools in Karelia with Macintosh-based computer classes
creating a software fund (to purchase software licenses)
providing computers for other educational requirements, eg. in
administration
dissemination and transfer of new educational technology
training teachers and administrators to work in the new environment
Project technical maintenance is carried out by the firm MacTech-
Karelia according to an agreement with the Ministry of Education
dealing with the purchase, installation and maintenance of the
computer equipment. The set of computer equipment to be
delivered into the schools consists of:
a set of Color Classic, LC-II or LC-III computers (3-14)
ink-jet printer
CD-ROM player
Work on the Project software includes:
purchasing basis software
purchasing licensed educational software
purchasing software tools
deciding on projects by creative groups formed in the Republic
with experience in creating pedagogical software (PS)
A complete set of basis software supplied to the schools
includes:
Russified OS version 7.1
AppleTalk
Russified Claris Works version 1.0
A phased Project implementation is planned. At the present
time, technical and basis software has been decided for 11 of 49
schools in Petrozavodsk, the capital of Karelia, and in 5 schools
in other regions of Karelia. By the end of 1994 it is planned to
equip with computer classes 39 more schools in Karelia, with 2 or
3 basis schools in each region.
The Work Group selected the basis schools using the
following criteria:
- a school has a pedagogical group ready to introduce new
information technology into education
- a school has an extensive English-language program or
other special subjects
- a school has creative links with a foreign educational
institution and/or a university, pedagogical institute
or scientific-method center
- a school administration is committed to assisting in
the introduction of new information technology into the
school
Expert committees of secondary and high school teachers have
been established in order to select software to be purchased and
used in educational processes in the schools. The committees
elaborated the recommendations of the Ministry of Education on
the purchase of software, which includes the following:
MicroWorlds (LSCI)
Geometer's Sketchpad (Key Curriculum Press)
Interactive Physics II (Knowledge Revolution)
SimLife (Maxis)
(This software has been Russified by the Institute of New
Technologies in Education, Moscow.)
The Work Group has organized teacher training at PGU/CNIT.
The scientific guidance of the Project is being carried out
by PGU/CNIT. At the present time, PGU/CNIT is working on the
creation of pedagogical software to introduce new technology
beginning with pre-school aged children. Creative groups, whose
members include secondary and high school teachers, programmers,
psychologists, pedagogues and designers, are creating and
implementing educational scenarios.
Current Status of Project and Need for Financing:
The Republic of Karelia, located in the North-West part of
Russia East of Finland, has an area of 172, 400 square kilometers
and a population of 800,000. Karelia has 343 schools, 49 of
which are in Petrozavodsk, the capital of Karelia.
Many of the rural schools are handicapped by being remote
not only from the center of the Republic, but also from regional
centers. Because of hard social conditions, financial
difficulties that are typical for Russia as a whole, weak
economic and technical foundations for education, young
specialists do not stay in the schools, but leave the area.
Implementation of the Project will, as a result of the
inculcation of new information technology, create better
conditions for teachers' work and will make the educational
process more attractive for the students and for the teachers on
whom, finally, the quality of children's education depends.
Because of financial difficulties, there is no allocation in
the Karelian budget for implementing key components of the
Project, namely purchases and the creation of pedagogical
software. The Work Group requests any interested organization or
person to support the Project, "School Education Informatisation
in Karelian Republic based on the Macintosh" and is ready to
consider any form of cooperation that may be suggested.
