WHAT'S NEW . . .

* Scientist to Scientist is an excellent on-line publication produced by the
  American Association for the Advancement of Science which serves as a
  clearinghouse of information on funding opportunities for scientists in
  the region of the former Soviet Union; conferences and meetings in that
  region; and general networking information for all disciplines.

  Hooks are provided from the "Funding" and "Science" pages.

* We have placed several links to the excellent World Wide Web server, "The
  St. Petersburg Press".  Included on it is the weekly newspaper, the St
  Petersburg Press, a monthly business magazine, the St Petersburg Business
  Journal, a quarterly guide to law and regulation in Russia, Rules &
  Regulations in Russia, and, The Best of Victor Bogorad, Russia's top
  cartoonist, including new cartoons every week.

  We have placed a hook to their home page from the "More Information
  Resources page".

  From our "news" page, we have placed a link to their weekly newspaper,
  the St. Petersburg Press.

  From the business and economics page, we have placed a hook to their
  monthly business journal and their Rules and Regulations in Russia
  server which contains information on commercial law, investments,
  taxation, and intellectual property.

  From the travel page and from the life page, we have placed a hook to
  their "Prospects" server.  Here, you can find information on food,

* The summer issue of GlasNews (4.1.2) is now available from the "news" page.
  Contents of this issue include a summary of the very successful "New
  Media for a New World" conference (held in Moscow this summer and in which
  F&P participated electronically from New York), and special messages from
  US Vice President Al Gore and Russian presidential chief of
  administration, Sergei Filatov.

* David Zlotchenko has provided us with a series of new FTP links.  These

now subscribe the old fashioned way: I must pay for it.  Can anyone
tell me a good (inexpensive, timely) subscription source for
Argumenti i Facti, for Nezavisimaya Gazeta (the Moscow daily, not the
Washington twice-monthly), for Izvestiya, etc.

RUBLE COLLAPSE CONTINUES. The beleaguered ruble lost over a fifth
of its value against the dollar on 11 October, falling a record
845 points to end at 3,926 to one, according to Western agencies.
A Central Bank injection of $80 million at the close of trading
stopped the ruble from going over 4,000 to the dollar. The crisis
was set in motion in September when the Central Bank stopped
intervening to support the value of the currency and has been
exacerbated by panic selling. Central Bank Chairman Viktor
Gerashchenko blamed currency speculators for the fall and said it
would not last. Government officials met behind closed doors late
on 11 October to discuss ways of stabilizing the ruble, and the
parliament is expected to debate the crisis today; State Duma
Chairman Ivan Rybkin said some deputies might use the occasion to
propose a vote of no confidence in the government. Acting Finance
Minister Sergei Dubinin has denied rumors that the government
will freeze hard-currency deposits, seize hard-currency savings
accounts, or halt market trading of the ruble, ITAR-TASS

the monthly economic reviews published by the 12 regional Federal
Reserve  Banks.  My understanding is that the reviews are  avail-
able  free of charge, by sending a request, and your address,  to
the  addresses provided below.  When I last checked, all but  the
New  York publication (which is quarterly) are  monthly  publica-
tions.   Typically, and not surprisingly, most  articles  discuss
money  and  banking issues.  However, one  often  finds  economic
discussions  of more general interest.  Quite often  the  discus-
sions  are both interesting and useful. The list of addresses  is
appended  below.   Apologies  in advance  for  cross-posting  and
