We were pleased to welcome our 1,000th subscriber to this listserver
yesterday and happy to see interest and activity continuing to grow!

We wish to point out today a very important new resource related to this
effort.  Richard Upjohn of the Center for Civil Society International
announces in today's mail an incredible new information resource -- a
"Wide Web Site Oriented to Third Sector Projects in Russia and the former
Soviet Union." Richard and his colleagues have put together an enormous
amount of information in a very well organized server.

This server exemplifies so much of what we hope to accomplish with the
"friends and partners" server -- providing information about people and
organizations working to build relationships between our regions of the
globe; providing information of special interest to our friends in Russia
and the former Soviet Union; and providing a home in which such efforts as
CCSI's new server can be developed and maintained.

Our congratulations and collective thanks to Richard, Holt, and the rest of
the nice folks at CCSI who have developed a very important new resource!

       CCSI Announces New World Wide Web Site Oriented to
   Third Sector Projects in Russia and the former Soviet Union

The Center for Civil Society International (CCSI) announces the
opening of a collection of on-line electronic information and
resources intended to support the growth of exchanges, joint
projects and other direct links between third sector organizations
in the U.S. and the new independent states (NIS) of  the former
Soviet Union.

"Third sector" refers to the sphere of non-governmental and non-
commercial organizations generally: i.e., professional associations
and trade unions; charitable organizations; educational and health
organizations; special interest and advocacy groups; mutual aid
societies; clubs, hobby and fraternal groups.

Using the "Friends and Partners" World Wide Web site established
in January 1994 by Greg Cole of Tennessee and Natasha Bulashova of
Pushchino, Russia, CCSI has uploaded over 250 files to the
Internet.  All of these files can be accessed and retrieved,
either in the U.S. or Russia, by using a World Wide Web "browser"
such as Mosaic or Lynx, or by "telnetting" to one of the two
Friends and Partners servers--in Knoxville and in Pushchino.
(Telnet is a simple utility used widely on the Internet, and soon
to be available for Compuserve, America On-Line and other popular
networks.)

Friends and Partners is a global 'virtual community' initiated by
friends in Russia and the United States to encourage communication and
cooperation between people in the newly independent states of the former
Soviet Union and those in the United States and other interested
nations.  It utilizes the global Internet computer network.  It is a free
service comprising an electronic mail listserver for facilitating
communication among approximately 1,000 subscribers, a series of
databases and a World Wide Web server (located at URL:
http://solar.rtd.utk.edu/friends/home.html).

Among the material that CCSI has put on the Internet are files in
the following categories:

1.    In-depth profiles of more than 140  American "third sector"
      organizations taken from CCSI's publication, "Civil Society:
      USA."

2.    Third sector projects and private not-for-profit
      organizations of American origin working in the NIS.

3.    Profiles of Russian and other NIS independent third sector
      organizations carrying on important work within their
      societies.

4.    NIS "Search for Contacts" Program: NIS third sector
      organizations seeking partners in the U.S.

5.    City Links: a compendium of active U.S.-NIS third sector
      contacts, by city.

6.    Channels: A Compendium of Service Opportunities in the NIS.

7.    CCSI brochure and background.

8.    Special announcements and what's new.

9.    Current and back issues of CCSI's newsletter, "Civil Society
      . . . East and West."

10.   Current and back issues of "Net Talk," CCSI's monthly guide
      to on-line news, files, and other resources.

11.   CCSI's Electronic Top Ten.

12.   Curricular and Distance Learning Materials in Electronic
      Form.

13.   An annotated guide to:

      *  Important "Listservs" (electronic mailing lists) and
         conferences;

         e.g. legal reform, public health, agriculture, business.


The focus of CCSI's activities is on disseminating information
that helps to build relationships and joint projects between
voluntary American organizations and "third sector" organizations
emerging in the new independent states (NIS) that succeeded the
collapse of the Soviet Union.  CCSI is a private, non-partisan
educational organization, based in Seattle, Washington.  It is
registered as tax-exempt under section 501(c)(3) of the Internal
Revenue Code and receives its funding from voluntary donations and
foundation grants.  The project under which the work described
above was completed was funded by the United States Agency for
International Development (USAID) through a grant from the Eurasia
Foundation.

If you have a World Wide Web "browser" such as Mosaic or Lynx, the

If you don't have a World Wide Web browser you can "telnet" to the
Friends and Partners World Wide Web site.  At the UNIX prompt (it
is the percent sign, %) type:

At the "login" prompt, type:

This takes you to the home page for Friends and Partners.  The
home page is essentially a table of contents for the site.  Move
your cursor to the line: "Center for Civil Society International,"
and press (Return).

* USERS IN RUSSIA . . .

Users in Russia can access the same information from the Friends
and Partners server in Pushchino, near Moscow.

Once on-line, at the UNIX prompt, type:

Subject: Hello and a question...

Hello everyone...

First, I'll introduce myself... My name is Scott Sminkey. I live in
central Massachusetts. I've just started taking a conversation Russian
course once a week from a local public school. I decided to do this
because I like to learn foreign languages and also because I'm a ham
radio operator (WO1G) and I think it will be fun and interesting to speak
to hams in the former Soviet Union in a more suitable language! I work
for a computer networking company as a software engineer.

Last night while in my Russian class, I remembered a Russian story I
learned in grade school many years ago. It was the story of Ivan Ivanovitch's
old coat that came to life by itself. My instructor remembered the story as
being a well-known one by someone named Gogov, I think. Does anyone else
remember this story and could they perhaps point me to a copy of it?

I have been searching the internet for a cyrillic font that's compatable with
Word Perfect 6.0a (for a PC) and that is phonetically similar to the english
keyboard (english "N" is the cyrillic "H", english "V" is the cyrillic "B",
etc.)  I had such a font for a Mac but have been unable to find one for a PC.

Corel Professional Photos CD-ROM. It has CD's full of photos, one called
"Russia, Georgia & Armenia" Now I'm not sure if you get it they can be
used to give away on a WWW or Telnet though. But thought I'd mention it.

to develop a new summer language teacher exchange program
between the United States and selected Newly Independent
States (NIS).  The agency is looking for programs that bring
English language educators from NIS to the United States and
U.S. language educators in one or more of the languages and
cultures from the following countries:  Armenia, Azerbaijan,
Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russia, Ukraine
and Uzbekistan.  Courses may include, but are not limited
to:  foreign language teaching methodologies, techniques,

development, creative uses of technology in the foreign
language classroom, American English and NIS languages for
specific purposes (e.g., business, law, social sciences),
techniques in testing and evaluation, and training teacher
trainers.
QUALIFICATIONS: U.S. nonprofit organizatgions, including

MONETARY SUPPORT: $240,000 is available.  USIA will make one

Special American Business Internship Training Program
AGENCY: Department of Commerce-ITA
PROGRAM: The Department of Commerce established the Special
American Business Internship Training (SABIT) program as a
key element in the Administration's ongoing efforts to
provide technical assistance supporting the former Soviet
Union's transition to a market economy.  Since then SABIT
has been matching managers from the former Soviet region
with U.S. firms which sponsor them for short term management
training programs.  Similar to the pilot program, the
expanded SABIT program will assist economic restructuring of
the Independent States of the former Soviet Union
(Independent States) by providing business managers with
exposure to American ways of innovation and management
through three to six month management internships in U.S.
firms.
QUALIFICATIONS: Profit or non-profit U.S. corporation,
association, organization or other public or private entity.
MONETARY SUPPORT: The maximum amount of financial assistance
available for the program is $3,675,000.  This amount
includes the $2,400,000 which was previously announced.
