* Our thanks to Gene Draschner of the US Information Agency for
  providing us with the complete text of the USIA Request for Proposal for
  their "Training Program with the Newly Independent States".

  Description: The Office of Citizen Exchanges, Division of Russia/Eurasia
  of the United States Information Agency's Bureau of Education and Cultural
  Affairs announces a competitive grants program.  Training programs are
  in (1) local government and public administration, (2) business
  administration and business development, (3) rule of law, and
  (4) independent media development for the following countries:
  Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova,
  Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

* Information on Jim Dufala's Russian American Student Information Network
  (RASIN) is available  from the Education page.  Briefly, RASIN is a nonprofit
  organization designed to establish communication with Russia through a
  network of Russian kids (primarily 16-24 year olds) to help establish NEW
  for-profit business in Russia.  RASIN has gained the support of over 15
  Russian schools (Universities, Institutes & Academies) and local
  government.  Connections exist in nearly 25 Russian cities.

* Also from the education page is a description of the Erasmus University
  Rotterdam Host Program -- an international exchange program with special
  focus on advanced students and young graduates from Eastern and Central
  European countries.

  Information on the program is available as well as appropriate
  application forms.  Thanks to M. Peter van der Hoek of the
  Erasmus Public Law and Economics Center and to Ellee Margileth for
  preparing the text!

* A very nice WWW server devoted to Ukraine has been put together by
  Oleh Baran of McGill University.  A wonderful resource!  Pointer

* Information on The Russian-American Press and Information Center
  (RAPIC) is available from the "More Information Resources" page.

  Through its unique program of computer information services,
  research library, topical briefings, training seminars, and
  regional branches throughout Russia, the Russian-American Press

  comprehensive information resources available for journalists of
  the former Soviet Union.

1) I've written anecdotal observations about the situation in Russia
based on a study trip to Moscow during May and June. They are similar to the
notes written and distributed in 1992 and 1993.  To give the flavor, the
opening paragraphs are reproduced below.

The daily schedule we followed during the trip is attached to the notes.

2) A similar study trip is now planned for 27 May-27 June 1995 and is open to
all adults interested in the political, economic and social conditions in
Russia. If you would like advance information for yourself or colleagues,
please let me know. And if there is expressed interest, a beginning Russian
course could probably be held at the same time (but one
week longer).

3) I would like to organize a trip during the first three weeks of May which
would include a focus on the 50th anniversary of the end of WW2, meetings
with Russian war veterans, etc. I need to know if there is demand before
deciding any arrangements.

4) A space sciences-oriented study trip, including a visit to a Russian
launch site, now seems quite possible. I don't yet know the dates, but will
keep those request so informed.

Russian Teaching Assistants Program
AGENCY: International Research and Exchanges Board
PROGRAM: The International Research and Exchanges Board
(IREX) has administered academic exchanges with the former
Soviet Union and Central and Eastern Europe since 1968, and
promotes innovative formats for scholarly and policy
cooperation with the region.  IREX is pleased to introduce
the Russian Teaching Assistants Program (RTAP), a new
program sponsored by the Fulbright Teacher Exchange Branch
of the United States Information Agency, which will pair 40
Russian participants with U.S. universities to serve as
teaching assistants beginning January 1995 for six- to eight-
month programs.  The program will provide participants with
the opportunity to take an active part in the teaching
process at U.S. academic institutions and to become familiar
with the most up-to-date U.S. teaching methods, aids,
curricula and technology at both the secondary and post-
secondary levels.
QUALIFICATIONS: U.S. two- and four-year colleges,
universities and technical schools.
