Dear Friends,

After a very hectic 3-4 weeks of trying to catch up on email and on our
"normal" job responsibilites, your moderators are beginning to see
daylight once again and back to our much loved task of development on the
"Friends and Partners" server.  While we're still not quite caught up on
everything, we should be in another week or so.  We begin again today
posting new material to the server and announcing its availability in the
"What's New" section of this digest. 

We appreciate the patience of everyone on this list with our inability over
the summer to respond to correspondence in anything approaching reasonable 
time and our, at times, erratic postings of this digest.  Life is getting 
back to normal (hopefully for everyone) after a VERY busy summer.

* Our BIG thanks to David Zlotchenko, our student employee in the UT Office 
  of Research Services (from the country of Georgia), for his excellent 
  work on establishing a Russian (FSU) / American cookbook.  Available 
  from the "cuisine" page (which is, itself, available from the "life" 
  page), this is the beginning of what we hope will become a very large 
  and heavily used resource.  David has created several facilities by which visitors can 
  contribute new recipes -- including a forms "fill-out" method; and a method 
  for submitting recipes by email.
   
  Please come look at what David has created and contribute some of
  your favorite recipes.  If any of our friends have a LOT of recipes 
  they would like to contribute, please contact us and we will work with 
  you to get the recipes posted.

* Bob Henry and Tony Byrne of the International Research & Exchanges
  Board have announced the new IREX gopher -- a wonderful new resource
  supporting the IREX mission to promote scholarly interaction at
  the highest level between the United States, and Eastern Europe, the
  Soviet Union, and their successor states.

* A wonderful trip report from subscriber Steven Grimm 1993 visit

  It includes a travelogue, descriptions of places of interest, and

  Wonderful resource!  Our thanks to Steven and our hopes that others

* Craig Plumlee of the University of Texas, Austin Center for Post-Soviet and
  East European Studies has announced their new Internet server, the
  Russian and East European Network Information Center (REENIC) -- an
  excellent new information resource. UT-REENIC provides scholars of Russia 
  and Eastern Europe with access to academic databases and information 
  services throughout the Internet World, and provides information on and 
  from Eastern Europe and the former Soviet Union (FSU).  Pointer is 
  available from the "More Information Resources" page.  
  
* Andrey and Masha Sebrant from Moscow made a trip during the summer of 1994 
  to the Sub-Arctic Urals which they have shared with us.  We're hoping 
  they will become regular contributors to this section (and after reading 
  their interesting story, you'll see why!)  Story is available from the
  "tourism and travel" page.  
  
* Mark Storey of the National Public Health and Hospital Institute (NPHHI)
  has provided us with information on the NIHHEALTH Clearinghouse 
  (available from the Health and Medicine page). 
  
  The NISHEALTH Clearinghouse provides information on health and health care
  assistance in the New Independent States of the former Soviet Union (NIS) and
  the countries of Central and Eastern Europe (CCEE). Information from NISHEALTH
  is distributed almost exclusively through the Internet, with its primary means
  of distribution being the NISHEALTH mailing list. Background information,
  clearinghouse services, and information on how to subscribe are provided.

  We're hoping to work with Mark to further develop the health services

I  recently  dispatched  a message regarding  book  donations  to
Estonia.   In  response to that dispatch,  the  Sabre  Foundation
provided information which may be interesting to subscribers with
academic partners in Eastern Europe.  That information is provid-

The request for textbooks for the Estonian Business School is  an
example of many similar requests for teaching and research insti-
tutions the region.

Since  1986  the Sabre Foundation has had a  growing  program  to
serve these needs.  Through partner organizations in 16 countries
of  the  former  Eastern bloc it has distributed  more  than  two
million books with an appraised value of over $50 million.   Most
of  the  books are new, current editions contributed by  a  donor
base of 130 publishers.  Sabre also undertakes to ship used books
when  these  are special collections, usually  the  libraries  of
retired  academics.  Provisions of the US tax code reinforce  the
idealism that sustains book donation.  Sabre also provides infor-
mation on-line, does some in-country translation and publication,
and  trains overseas partners in the use of  Internet  resources.

 A collaborative research effort by an institute in the Russian Academy of
Sciences and the Dept. of Rural Sociology at the University of Missouri-
Columbia have been studying the changes in rural life in the former Soviet
Union since 1990. Currently we are studying three kolkhozy in Russia. One
component of the research effort is the attempt to measure the impact of
the current changes occuring in Russia on the mental well-being of rural
residents.

Field Representative, Almaty, Kazakhstan

Internews Network, a California-based 501(c)(3) non-profit active in the
development and support of independent news gathering in the former Soviet
Union, will soon open a field office in Almaty, Kazakhstan. We are seeking a
qualified Western journalist to represent Internews in Kazakhstan and
administer programs as outlined below.

The Kazakhstan program will be directly overseen by Internews' Moscow office,
which will strive to maximize cooperation among programs spanning Russia,
Ukraine, Belarus, the Caucasus, Kazakhstan and other Central Asian republics.

RESPONSIBILITIES:

--Drawing on the results of research and training programs conducted by
Internews in Kazakhstan in 1993-94, assess non- governmental television
stations in Kazakhstan for ability and motivation to produce local news.

--Oversee development of a news story exchange among independent stations;
culminating in production of a weekly news magazine program, edited in Almaty
and drawing stories from independent stations around Kazakhstan. Oversee
distribution of the programs to broadcasters.

--Oversee distribution of equipment grants to qualifying stations.

--Advise the Sary Arka (Golden Steppe) network of commercial stations on
development of their network: help direct appropriate resources from the West
to Sary Arka, advise Sary Arka on relations with other regional networks.
Maintain clear agreements as to activities benefitting Sary Arka as
distinguished from programs benefitting independent broadcasters in
Kazakhstan, whether or not affiliated with Sary Arka.

--Administer project budget.

--Report to Internews executives in Moscow and California, liaison with USAID
mission in Almaty, Soros Foundations offices in Almaty and other NGO's.
Represent Internews as needed in Central Asia region.

SKILLS:

--Journalism experience with emphasis on television news production.

                    REQUEST FOR PROPOSALS

     Program sponsored by the U.S. Agency for International
Development (CCN#-0007-C-00-4003-00) to create a stable legal and
political environment for developing and strengthening the Rule of
Law (ROL) in the transition to democratic, market-based societies in
the New Independent States (NIS) of the former Soviet Union, as
administered by the ROL Consortium (ARD/Checchi Joint Venture).

     The NIS Regional Grants Program (U.S.A.I.D. approval pending)
is soliciting proposals for projects which will be carried out in
two or more countries across ROL contracts.  Projects should be
designed to strengthen core legal institutions and processes--as
well as civil society as it relates to legal development--in order
to: support general legal reform; encourage an orderly transition to
a market economy; and protect human rights and limit the potential
for arbitrary exercise of government power.

     Although support is not limited to any predetermined list of
activities, the following are illustrative: increasing public
awareness and knowledge of laws and legal procedures; helping
citizens organize to advocate changes in the legal system; helping
citizens protect their individual and property rights; helping
citizens utilize the legal system for the adjudication of conflict;
developing systems of private and quasi-public alternative dispute
resolution; helping the public remove legal and regulatory
constraints on private sector commercial activities; helping the
public establish constitutional guarantees of private ownership,
commercial activity and public accountability; developing a system
of administrative law, public defenders' offices, and other
oversight organizations; etc.

     All proposals must demonstrate how they will contribute to
sustainability of the Rule of Law in the NIS.

     Proposals are requested from U.S. non-profit, non-governmental
and private voluntary organizations and groups in co-partnership
with corresponding entities in the NIS (proposals may originate with
the NIS partner).  Official public institutions (educational
institutions, libraries, etc.) may also participate.

     Approximately one million dollars is available over a two-year
period.  Most awards will range between $5,000 to $100,000.  All
proposals require a 25% match from non-federal sources.
Applications for the Fall 1994 Cycle will be due October 1.

    Since the past year, I am designing a Project Concept to strengthen
the technical assistance of international law enforcement agencies,
private nonprofit agencies in locating and recovering MISSING CHILDREN;
prosecution of the missing or exploited children case.

    The Project Concept will permit an instantaneous read-out of
individualized updated data facilitated by a minute translucent
integrated circuit that will be molded independently and easily inserted
within an official universal card.  This microprocessor will, first,
store five plus gegabytes of individualized updated data and, second,
communicate internationally through a transcriptor/translator
computerized cipher via a scanner light reader into a portable and/or
fixed equipment unit.

    Unlike the already existing pioneer "SMART CARD", this uniquely
designed technology will be an exclusive feature of a self-contained
and interactive data based system to support and enhance programs
related to international challenges such as those of MISSING CHILDREN
and ABUSED CHILDREN.

    The implementation of the Project Concept will pioneer the
establishment and maintenance of a universal computerized clearinghouse
and resource center. This state-of-the-art technology will supersede the
deficient and the obsolete data stored in systems which presently
frustrate government officials.

    Existing programs will benefit the full potential of this
Project Concept to upgrade their best possible tracking system for the
present and to develop a framework that may be adapted as new
technologies continue to emerge.

INCO is  an organization  based in  the  Russian  Government's  Academy  of
Finance in   cooperation  with the East-West Project at Carleton University
(Ottawa, Canada)   and  offers   you    the    ANALYTICA  group  of  weekly
bulletins,   providing detailed  coverage  on  major political and economic
developments  in  the former  Soviet  Union,  AS  FAST AS THEY HAPPEN.  The
ANALYTICA  group  of bulletins is distributed in hard copy form, by fax and
BY ELECTRONIC   MAIL.  ANALYTICA has  been  published  in  Moscow  and  St.
Petersburg for the past  two years.  INCO  was formed by a group of Russian
academics two  years  ago.  A number of us  worked  with the Gorbachev team
during the  Perestroika years,  and later with the Gorbachev Foundation. We
now work independently.

The  bulletins  are  in-depth press reviews produced by INCO's  own  staff:
leading  economists,  and  political  experts  from  Moscow-based  academic
institutes  and research centers, experts in governmental and parliamentary
bodies,  as well as contributors from the former republics of the USSR.  We
continuously  scan  over 30 periodicals and select and summarize  the  most
important  articles  on  a weekly basis. All articles  are  translated  and
edited by our joint Russian-Canadian editorial board.

POLITICA  WEEKLY  BRIEF:  provides an analytical  digest  of  politics  and

into  these  events.   In  each  issue, ANALYTICA's  SPECIAL  INVESTIGATIVE
REPORTS,  researched  and written by ANALYTICA's own  specialists,  provide
information and analysis on:
