Daily Digest for 94-09-20
Dear Friends,
After a very hectic 3-4 weeks of trying to catch up on email and on our
"normal" job responsibilites, your moderators are beginning to see
daylight once again and back to our much loved task of development on the
"Friends and Partners" server. While we're still not quite caught up on
everything, we should be in another week or so. We begin again today
posting new material to the server and announcing its availability in the
"What's New" section of this digest.
We appreciate the patience of everyone on this list with our inability over
the summer to respond to correspondence in anything approaching reasonable
time and our, at times, erratic postings of this digest. Life is getting
back to normal (hopefully for everyone) after a VERY busy summer.
Today, we want to make special mention of David Zlotchenko's wonderful new
resource -- the Russian / American / International on-line cookbook. Please
visit (and contribute!).

APPENDIX: LISTSERV address & basic procedures
----------------------------------------------------------------------
WHAT'S NEW . . .
* Our BIG thanks to David Zlotchenko, our student employee in the UT Office
of Research Services (from the country of Georgia), for his excellent
work on establishing a Russian (FSU) / American cookbook. Available
from the "cuisine" page (which is, itself, available from the "life"
page), this is the beginning of what we hope will become a very large
and heavily used resource. David has created several facilities by which visitors can
contribute new recipes -- including a forms "fill-out" method; and a method
for submitting recipes by email.
Please come look at what David has created and contribute some of
your favorite recipes. If any of our friends have a LOT of recipes
they would like to contribute, please contact us and we will work with
you to get the recipes posted.
Thank you David!
* Bob Henry and Tony Byrne of the International Research & Exchanges
Board have announced the new IREX gopher -- a wonderful new resource
supporting the IREX mission to promote scholarly interaction at
the highest level between the United States, and Eastern Europe, the
Soviet Union, and their successor states.
Pointers to this new resource are available from the "More information
Resources" page as well as the Funding and Exchange page.
* A wonderful trip report from subscriber Steven Grimm 1993 visit
to Russia is online and available from the "tourism and travel" page.
It includes a travelogue, descriptions of places of interest, and
over 80 photographs from Moscow, St. Petersburg, and others.
Wonderful resource! Our thanks to Steven and our hopes that others
will share their travel experiences too.
* Craig Plumlee of the University of Texas, Austin Center for Post-Soviet and
East European Studies has announced their new Internet server, the
Russian and East European Network Information Center (REENIC) -- an
excellent new information resource. UT-REENIC provides scholars of Russia
and Eastern Europe with access to academic databases and information
services throughout the Internet World, and provides information on and
from Eastern Europe and the former Soviet Union (FSU). Pointer is
available from the "More Information Resources" page.
* Andrey and Masha Sebrant from Moscow made a trip during the summer of 1994
to the Sub-Arctic Urals which they have shared with us. We're hoping
they will become regular contributors to this section (and after reading
their interesting story, you'll see why!) Story is available from the
"tourism and travel" page.
* Mark Storey of the National Public Health and Hospital Institute (NPHHI)
has provided us with information on the NIHHEALTH Clearinghouse
(available from the Health and Medicine page).
The NISHEALTH Clearinghouse provides information on health and health care
assistance in the New Independent States of the former Soviet Union (NIS) and
the countries of Central and Eastern Europe (CCEE). Information from NISHEALTH
is distributed almost exclusively through the Internet, with its primary means
of distribution being the NISHEALTH mailing list. Background information,
clearinghouse services, and information on how to subscribe are provided.
We're hoping to work with Mark to further develop the health services
section of Friends and Partners.
* Sasha Vorobiev has put together an interesting set of HTML pages dedicated
to xUSSR and Russia. He is also starting to put together a
database of people, either Russian speaking or interested in Russian
studies. Pointer is available from the "More Information Resources"
page.

Subject: Sabre Foundation
I recently dispatched a message regarding book donations to
Estonia. In response to that dispatch, the Sabre Foundation
provided information which may be interesting to subscribers with
academic partners in Eastern Europe. That information is provid-
ed below:
*****************************************************************
The request for textbooks for the Estonian Business School is an
example of many similar requests for teaching and research insti-
tutions the region.
Since 1986 the Sabre Foundation has had a growing program to
serve these needs. Through partner organizations in 16 countries
of the former Eastern bloc it has distributed more than two
million books with an appraised value of over $50 million. Most
of the books are new, current editions contributed by a donor
base of 130 publishers. Sabre also undertakes to ship used books
when these are special collections, usually the libraries of
retired academics. Provisions of the US tax code reinforce the
idealism that sustains book donation. Sabre also provides infor-
mation on-line, does some in-country translation and publication,
and trains overseas partners in the use of Internet resources.
More information on Sabre, including its 1993 Annual Report and
an address list of its overseas partners, is available on-line at
its gopher site:

Subject: Standarized Depression Scales
A collaborative research effort by an institute in the Russian Academy of
Sciences and the Dept. of Rural Sociology at the University of Missouri-
Columbia have been studying the changes in rural life in the former Soviet
Union since 1990. Currently we are studying three kolkhozy in Russia. One
component of the research effort is the attempt to measure the impact of
the current changes occuring in Russia on the mental well-being of rural
residents.
We would appreciate any leads in to standardized depression scales, developed
and used in the former Soviet Union, or Russia for a general population.
We would appreciate any suggestions and information!
Thnak you.

Kalmykia is an autonomous republic in the Russian Federation located
south of Volgograd and east of Stavropol Krai. The President of
Kalmykia, Kirsan Ilyumzhinov is a young, business-oriented leader
attempting to effect reform in his nation. I received the following
letter (by fax) requesting assistance, particularly with respect to
academic training and internships for students in Kalmykia. Please
forward this message to anyone who might be interested to assist.
Thank you.

Dear Sir:
Republic of Kalmykia - which is one of the Republics constituting
the Russian Federation and is also the most advanced in its efforts to
revitalize the economy among its sister-republics - is experiencing
the urgent need in knowledgeable and well trained young specialists.
We are now examining the possibilities of educating our young men and
women who will implement to life the market reforms and Western-type
democratization in Kalmykia in the academic facilities and companies
abroad, especially in the US.
What we have received from our communist predecessors is economic
chaos and the lack of vitally needed funds, what makes the whole
effort almost impossible. We would highly appreciate your assistance
and advice in locating the sponsors - Federal or private - willing to
finance a group of approximately 20 students fron Kalmykia. The most
needed specializations are: Agricultural production, Law Enforcement,
Health care, Communication. We presume that they will all need
efficient training in English first. The students could enter BA or
MA or MBA programs. Young specialists could enter up to 1-year-long
training programs with American companies.
I'm looking forward to hear from your esteemed foundation soon and
appreciate your time and consideration. If you need any additional
information or need to contact me, please call Michael Kolesnichenko
or Dimitri Klimentov at ITAR-TASS USA, Inc., in New York. Their phone
number is (212) 664-0977, fax (212) 245-4035.

Kirsan Ilyumzhinov

Subject: Nice opportunity to call cheap!
Dear friend,
Allow me to introduse you the CYBERLINK - this american company
has the lowest international calling rates:
From USA to Russia and all former USSR republiks - $0.85/min;
From USA to East Europe - $0.85;
To West Europe - $0.45;
To Australia -$0.41;
To Izrael - $0.89! Etc, etc!!!
If you wish to call from Canada, add $0.18 per minute, i.e.
From Canada to Russia $.85 + $.20 = $1.03/min.
This low rates are combined with top-quality lines.
Cyberlink's rates will save most people 20%-60% of their regular
international calling - this is a combination of super-low rates
which apply 24 hours per day, 7 days a week, and billing in
increments of 6 seconds instead of the whole minutes used by most
carriers (this latter feature alone saves most customers 5%-8%).
Please, notice that there are no hidden charges: no 'access' fees,
per call fees, monthly fees, sign-up fees, peak-period surcharges,
higher first minute rates etc, etc.
The access to their line is through 800 number or you can be
hooked up completely; minimum length of a conversation 30 sec,
billing interval 6 sec, no security deposit required, you pay as
much as you call. They have customer service (through 800 number
as well), so if you don't agree with the bill or got wrong number
you can sovle the problem with them. What they don't have, they
don't have an operator, so you can not get to nondialable towns.
To become a customer of this company one needs to fill in the
application and send it out to them.
Since access to them can be made through 800 number there is
no any need to change your long-distance carrier. You can place
each overseas call through your long-distance carrier or through
Cyberlink up to you every single time.
Cyberlink provides the following services:
**************************************
* 800 International Access (800 IA). *
**************************************
For those who need to keep their present long distance carrier the
800 IA system is way to go, since it is an add-on. The way 800 IA
works you connect to Cyberlink via 800#; as you do so the computer
checks what number you are calling from, establishes that it
corresponds to the information in the Cyberlink database and than
gives you an open line. (All it takes about half a second!) On the
800 IA form you list any numbers (as many as you want, you can add
on/change them as often as you wish) you expect to be calling
from. There are no hidden charges, you pay only for your calls.
*****************
* Calling cards.*
*****************
Well worth getting: flexibility while travelling or away from home
or office, excellent rates domestically (a flat 22 cents per
minute, with no percall charges, unlike most calling cards), and
automatic access to Cyberlink's low international rates. (A bit
less convenient than 800 IA since there are more digits todial, as
always with calling cards.) Compare AT&T's $0.68 per minute...
This serviceis not yet available in Canada.
***************************************************************
* 1+ Long distance service (Nationwide WATS & Thousand Watts) *
***************************************************************
Available only in CA, AZ, NV (12.5 cents/min peak, 11 cents/min
off peak for all calls within 1000 miles of Los Angeles, and 15.7
cents - 13 cents beyond that), NY, NJ and CT (14.7 cents/min flat
rate). You get Cyberlink's low international rates automatically
with this service by dial 011. This is the only one Cyberlink
service which carries a service charge ($10 per month).
************
* Callback.*
************
Offers low international calling rates (to callback to the USA add
20 cents to the rate from USA, i.e. USA to Russia $.85, Russia to
USA callback $.85 +$.20 = $1.05/min) from anywhere in the world to
any destination, using the US telecommunications network. You call
in to Cyberlink (no charge for the call) using aspecially
designated number, enter your personal ID code and hang up;
immediately the Cyberlink computer calls you back with an open
line to make your call(s). In the Callback Form customers enter
any number from which they will be using the service. There must be
at least one number entered for the registration to be processed.
Cyberlink sends instructions how it works along with individual
access codes to each customer, by fax if possible or by regular
mail.
If you would like to get an application, please E-mail me
your postal address, I will send you the application by mail.
Sincerely,
--

REQUEST FOR PROPOSALS
Program sponsored by the U.S. Agency for International
Development (CCN#-0007-C-00-4003-00) to create a stable legal and
political environment for developing and strengthening the Rule of
Law (ROL) in the transition to democratic, market-based societies in
the New Independent States (NIS) of the former Soviet Union, as
administered by the ROL Consortium (ARD/Checchi Joint Venture).
The NIS Regional Grants Program (U.S.A.I.D. approval pending)
is soliciting proposals for projects which will be carried out in
two or more countries across ROL contracts. Projects should be
designed to strengthen core legal institutions and processes--as
well as civil society as it relates to legal development--in order
to: support general legal reform; encourage an orderly transition to
a market economy; and protect human rights and limit the potential
for arbitrary exercise of government power.
Although support is not limited to any predetermined list of
activities, the following are illustrative: increasing public
awareness and knowledge of laws and legal procedures; helping
citizens organize to advocate changes in the legal system; helping
citizens protect their individual and property rights; helping
citizens utilize the legal system for the adjudication of conflict;
developing systems of private and quasi-public alternative dispute
resolution; helping the public remove legal and regulatory
constraints on private sector commercial activities; helping the
public establish constitutional guarantees of private ownership,
commercial activity and public accountability; developing a system
of administrative law, public defenders' offices, and other
oversight organizations; etc.
All proposals must demonstrate how they will contribute to
sustainability of the Rule of Law in the NIS.
Proposals are requested from U.S. non-profit, non-governmental
and private voluntary organizations and groups in co-partnership
with corresponding entities in the NIS (proposals may originate with
the NIS partner). Official public institutions (educational
institutions, libraries, etc.) may also participate.
Approximately one million dollars is available over a two-year
period. Most awards will range between $5,000 to $100,000. All
proposals require a 25% match from non-federal sources.
Applications for the Fall 1994 Cycle will be due October 1.
Decisions are anticipated on or about January 1, 1995. For more
information about requirements and an official application package
with guidelines, write, fax, call, or e-mail:

In addition the whole body seems to become engaged in the basic drawing

interested in hearing of any artists and art teachers who have employed

Subject: MISSING CHILDREN & Future Universal Intelligence Super Highway
I WOULD LIKE TO HEAR FROM YOUR PERSONAL COMMENTS, ABOUT:
********************************************************
Since the past year, I am designing a Project Concept to strengthen
the technical assistance of international law enforcement agencies,
private nonprofit agencies in locating and recovering MISSING CHILDREN;
prosecution of the missing or exploited children case.
The Project Concept will permit an instantaneous read-out of
individualized updated data facilitated by a minute translucent
integrated circuit that will be molded independently and easily inserted
within an official universal card. This microprocessor will, first,
store five plus gegabytes of individualized updated data and, second,
communicate internationally through a transcriptor/translator
computerized cipher via a scanner light reader into a portable and/or
fixed equipment unit.
Unlike the already existing pioneer "SMART CARD", this uniquely
designed technology will be an exclusive feature of a self-contained
and interactive data based system to support and enhance programs
related to international challenges such as those of MISSING CHILDREN
and ABUSED CHILDREN.
The implementation of the Project Concept will pioneer the
establishment and maintenance of a universal computerized clearinghouse
and resource center. This state-of-the-art technology will supersede the
deficient and the obsolete data stored in systems which presently
frustrate government officials.
Existing programs will benefit the full potential of this
Project Concept to upgrade their best possible tracking system for the
present and to develop a framework that may be adapted as new
technologies continue to emerge.
I am looking forward to hearing from your insights or constructive
criticism at this point. Thank you very much in advance!!
