Hi Everyone,

Could someone please tell me if there is a program that will let you type
in a message using either the cyrillic alphabet, or KOI-8, and then the
same program translating it to English ( or a close approximation? ) I'm
working on a project where I have ALOT of Russian in the cyrillic alphabet
that I need to translate. Sorry if this has been asked before ( it seems like
a pretty common question )

  RE:          Announcement of NGO Development Conference

An NGO Development Conference, with approximately 200 attendees
will be held in Tashkent, Uzbekistan on November 8-11, 1994.
This event is sponsored by the Uzbekistan United Nations Office,
World Learning, through funding from the U.S. Agency for
International Development and the Red Cross and will be
coordinated by PERDCA, the Project for Economic Reform and
Development in Central Asia.

Support for indigenous NGOs is VITAL FOR PROMOTING ECONOMIC AND
SOCIAL DEVELOPMENT.  of development.  Many leaders in the
International technical  assistance community have already been
involved in efforts to support and foster a more conducive
climate for this fledgling sector in Uzbekistan and in the
Region.  The support of the international technical assistance
community, as in past efforts, will be vital to the success of
this conference.

An important BEGINNING of this continuing effort in Uzbekistan
was the United Nations Office Conference on Urgent Human Needs in
January.  Specific follow-up by the United Nations Office to
address NGO issues was mandated at this meeting.  This upcoming
conference responds to this mandate and at the same time will
provide indigenous NGOs with concrete INSTITUTIONAL AND
PROGRAMMING support for their endeavors.

Attendees will include representatives of the Uzbek government,
international donor organizations, international NGOs, bilateral
AND MULTILATERAL donors and indigenous NGOs from Uzbekistan and
the rest of Central Asia and Kazakstan.  Attendees will have the
opportunity to meet other groups with similar goals and explore
potential avenues for mutual cooperation.  The Uzbek government
will contribute its perspective and address issues relating to
THE NEED FOR indigenous and international NGOs in Uzbekistan.

Using case studies, breakout sessions and panel discussions,
practical techniques will be applied to addressing concrete
barriers to continued strengthening of this vital sector of the
Uzbek economy.  A tentative agenda is attached for your
information.

The active participation of the international technical
asssistance community is vital to the success of this conference.
The opportunity to meet so many groups in one location is
unprecedented.  Following are some of the ways your organization
can participate:

1.   Send a representative to be an active participant in all the
     interactive sessions and training exercises encorporated
     into the agenda.

2.   CONSIDER PROVIDING a facilitator to lead small group
     breakout discussions and gain an in-depth perspective  of
     the strengths, weaknesses and problems facing indigenous
     groups throughout the region.

3.   CONSIDER PREPARING AND PRESENTING a case study illustrating
     the success of NGOs in addressing social problems, the
     benefits of working with a partner or the importance of some
     aspect of organizational development.

4.   Contribute resource materials for use by local groups to be
     distributed at the conference.  The material could be
     directly related to a portion of the agenda o r could be
     supplementary.

5.   MAKE RECOMMENDATIONS AND CONSIDER SPONSORING an expert
     speaker to address one of the topics included in the agenda
     or to contribute to one of the panel discussions.

6.   Suggest indigenous groups that could be invited to attend.

ERASMUS UNIVERSITY ROTTERDAM (EUR)

The Erasmus University, named after the Dutch humanist Desiderius Erasmus
Roterodamus (1469-1536), was founded in 1973 by the merger of two educational
institutions, the Netherlands School of Economics (1913) and the Medical
Faculty of Rotterdam (1966).

)From the beginning the EUR, like the City of Rotterdam, has had strong
international ambitions. It has initiated a great variety of international
programmes and has many intensive contacts with leading foreign universities.

As a result of this international attitude, the EUR receives annually well
over 500 foreign exchange students, and approximately the same number of our
own students study for some time abroad. For our guests the university
developed special courses (in English) in fields like Economics, Business
Administration, History and Art, Sociology, Public Administration, Law etc.
Furthermore, summer courses, tailor-made courses and one-year interuniversity
programmes have a well-known reputation around the world.

The coming years the Erasmus University will pay special attention to
advanced students and young graduates from Eastern and Central European
countries. A high-level education programme is created, which is named
Erasmus Host Programme (EHP). Like the last two years this year the EHP will
consist of a training for advanced students or recent graduates in
economics and related disciplines. But this year a new area will be added to
the EHP. In 1995 law students or recent graduates in law will have an
opportunity to join the programme.

Outline of the Erasmus Host Programme

* Introduction:      Intensive introductory course, including language
                     component.

* Study programme:   Economics of integration, marketing management and
                     cross cultural management for economy students.
                     International law and European Union law for law students

* Practical:         Traineeship or research in a company/institution.


                       ERASMUS HOST PROGRAMME 1995

In January 1995 a new Erasmus Host Programme (EHP) will start for the third
time, organized by the EURopean Centre of the Erasmus University Rotterdam.
Last year ten participants attended the programme. We are pleased to report
that the programme was a great success. All the participants of the
programme were enthusiastic about the results. The combination between the
theoretical and practical component of the Western market economy appeared
to be very interesting. The companies also had a positive experience with
the programme. Most participants, who had a traineeship, still keep  contact
with the companies, they stayed with. Although the programme of 1994 is not
finished yet the participating students and companies are again very
enthusiastic and positive.

The positive experiences with this programme convinced us to continue the
EHP and even add a new stream in the EHP, Law. Therefore we are looking for
excellent students or promising recent graduates with a high motivation to
follow this intensive programme not only on the field of economics but next
to that in the area of Law. Experiences in economics, marketing and management
is desirable for students interested in the economic stream. For law students
experience with national and/or international law is recommended. Excellent
command of the English language is essential in both streams.

We offer you a six months programme. During three weeks you will attend an
intensive introductory course including a language component. Then four
months four days a week you will have a traineeship with a Dutch company,
which is participating in the programme, or you will be doing supervised
research resulting in a paper. One day a week you will follow courses and
tutorials at the Erasmus University Rotterdam, a well-known university with
high experiences with international, business and law related programmes.
The weekends you will spend preparing the cases for the theoretical part of
the programme. Participants therefore have to be prepared for a seven days
working-week. If you meet all the require ments of the programme your
efforts will be rewarded with a certificate of the Erasmus University
Rotterdam.

ERASMUS HOST PROGRAMME 1995

Introduction

The programme is meant for excellent students and promising recent
graduates in economics and law or related disciplines, from Central- and
Eastern-Europe. In January 1995 the EURopean Centre wants to start the EHP
with a maximum of 20 participants. The programme offers the participants a
high-level study programme, practical experience and some knowledge about
the Dutch language and culture. The programme will start the 9th of January
1995 with an introductory course and will end in the middle of June with a
graduation ceremony, at which the successful participants will receive their
certificate. So if you are a hard-working, serious person who is interested
in the unique possibility to get in the touch with the theoretical and the
practical side of the Dutch business culture, read the following information.

Introductory Course EHP 1995                            9 - 27 January 1995

For both the economy and the law students on the 9th of January 1995 EHP
will start with an introductory course for three weeks. Approximately half
of this course consists of an intensive Dutch languagetraining. At the end
of the course you ought to know some basic principals of the Dutch language.
If you pass the intensive Dutch Course successfully you will get a separate
certificate at the end of the intro ductory course. Another part of the
introductory course will be filled in with preparation for the next months
of the EHP (information about the study programme and about the companies
participating in the programme). During these three weeks there also will be
time to learn something about the Dutch culture through excursions and
meetings in a typical Dutch tradition.

Erasmus Host Programme 1995                        1 February - 31 May 1995

The Erasmus Host Programme consists of two parts, the study programme and
the traineeship or research. Both parts start simultaneously.

* Study programme

During four months you will have an intensive study programme during one
day a week. The programme contains obligatory courses and tutorials.

The courses for economists deal with:
- marketing management
- cross cultural management
- economic integration.

The tutorials support the participants with some practical theory (the
principles of bookkeeping, manage ment costing, presentation techniques,
etc.) and help them if there is a lack of knowledge, which is necessary
for the traineeship or the research.

The courses for law students deal with:
- International law
- European Union law

The tutorials support the participants with some practical theory (the
principles of Dutch law, contract drafting, presentation techniques, etc.)
and help them if there is a lack of knowledge, which is necessary for the
traineeship or the research.

All courses and tutorials are taught in English.

* Traineeship

The practical programme consists of a traineeship in a Dutch company during
four months four days a week. It gives the participant the opportunity to
gain experience in an international company. The EURopean Centre takes care
of the trainee during this period, and in close cooperation with the host
firm the trainee will be given a specific assignment. This assignment or
possibly assignments will be evaluated, together with an overall evaluation
during a final, oral exam before a commission with members of staff of the
University and of participating firms.

Graduation Ceremony                                           15. June 1995

Successful participants will receive a certificate during a graduation
ceremony at the Erasmus University Rotterdam. In order to obtain this
certificate participants should have passed all his or her exams at the
Erasmus University (attached to the certificate is a list with obtained
grades), and should have completed in a satisfactory manner his or her
traineeship with a firm or research project.

Finance

Institutions like the European Union, and the Dutch government have some
financial funds available for grants. The students have to apply for these
funds by themselves. The EURopean centre does not offer financial support
to individual participants. However, if financial support is needed, the
EURopean Centre of the Erasmus University can intermediate in finding grants
to cover the students' travel expenses and the cost of living during the
stay in the Netherlands.

Criteria

Profile of the participant:
- advanced excellent students or young graduates in economics or law,
- understand, write and speak English fluently,
- knowledge of marketing and/or management or law,
- highly motivated and willing to study/work during seven days a week
during the five months of the programme.

Application procedure

The procedure is as follows:

*  Serious candidates who want to participate in the EHP, have to send in
   an application package with the following content:
   - the completed application form
   - a curriculum vitae
   - two letters of reference
   - letter of motivation
   - certificate or other forms of evidence from an official language
     institute or school, with which the student can demonstrate his or
     her knowledge of English.

*  After we have received the applications we will make a first selection
   at the University. It is not impossible that we will contact you for an
   interview in your own country.

*  Selected applications will be discussed with the participating firms.

*  A final selection will be made. You will be informed whether you are
   selected, placed on a reserve list, or that unfortunately you do not fit
   the profile.

*  Once you have been selected, you will receive further information.

Please note that your application wins in strength when you are sponsored
by a firm, or have obtained a grant from your university, or for instance
from TEMPUS, Cultural Agreements, etc. We would consider it as a strong
indication, when you have obtained such financial support, that you might
be the excellent serious and promising candidate we are looking for.
Nevertheless, those students who do not (yet) have obtained a grant to
finance their stay and/or fee, are still encouraged to apply.
