Hi--I'm having problems with installing the R14 Cyrillic driver
program.  it causes my screen to "hang"--columns of lines move across
the screen (best way I can describe it)  Does anyone out there know
what's wrong?  I'm semi-computer literate, so if someone could help
it would be great.  thanks.

Subject: Financial aid to Russia

I am a new member to Friends and Partners and a bewildered "newbie" on the
internet. I am a retired professional who spends a great deal of time in an
organization called The Plato Society of UCLA". This organziation is devoted
to continuing learning through member conducted study-discussion groups
(seminars). The groups have a membership of fourteen, and last fourteen weeks.
Each member is responsible for presenting a sub topic to the group for
discussion. I am acting as coordinator (sort of discussion leader) for a
group on "Russia, from Gobachev to Today". It has been an exciting research
prtoject so far and we are just beginning.

In one of the early discussions, a question came up, which I have been
unable to find any information on, and I would appreciate any help.

Last year, President Clinton, in discussing Russia's needs outlined the
necessity of $23 billion in aid, and he approached all of the nations in the
Group of 7 to come forward and participate. The question:

1. How much,if any, of that aid has actually been disbursed to Russia.?
2. Was the funding of the World Bank and the IMF considered as part of the
$23 billion?
3. Were there pledges from other nations, and if so, what was their amount?
4. Were there conditions placed on the disbursal of those funds?

I would appreciate any information from anyone either as the answer or if
they could direct me to a possible source for the answer.

Environmental Program Coordinator

Citizen Exchange Council, Inc. seeks a full time Environmental
Program Coordinator to design, implement and manage environmental
cooperation projects between the United States and countries of
the former Soviet Union.


Citizen Exchange Council, Inc., is a 32-year-old 501(c)(3)
international educational and professional exchange organization.
Its activities have been transformed in the past three years in
response to the needs of the Newly Independent States of the
former Soviet Union and the countries of Eastern Europe. CEC's
programs, now focused on the arts and the environment, aim to
bring about mutually beneficial cooperation between American
organizations and their counterparts in the NIS. Its annual
budget is over $1,000,000; project grants and in-kind
contributions for 1994-95 are expected to exceed $2,000,000.

Responsibilities

The Environmental Programs Coordinator will manage several
currently funded projects involving students, teachers,
scientists and public officials between the Tennessee Valley
Region of the southeast US and the Rostov Region of southwest
Russia.   This person will also fundraise to expand the funding
base for these projects and explore new environmental cooperation
relationships with US and NIS partners.

Qualifications

Qualified candidates should possess a minimum of three years'
work experience in a not-for-profit or government organization,
with specialization in program design and management.  Government
liaison and public relations experience is desirable.  Strong
communications and computer skills are required.

Desirable skills include:

*         Computer Experience
*         Knowledge of and interest in areas listed below:

                    Environmental Protection
                    Environmental Education

       *** SPECIAL ANNOUNCEMENT FROM MOSCOW STATE UNIVERSITY ***

The Center for Social Sciences and Humanities is pleased to announce
that it is now accepting applications for its 1995 Visiting Scholars
Direct Program sessions.

Visiting Scholars Direct is a program whereby foreign scholars and
professionals may study Russian language, politics, culture,
economics and history at Moscow State University inexpensively and
with a great degree of control over their curriculum.

The Center is offering three semesters in 1995: Winter Break (beginning
Jan. 6), the Spring Semester Session (beginning Feb. 9) and the Summer
Semester Session (beginning Jun. 1).  Within each semester, sessions
of two weeks, four weeks, two months and three months are offered.

Participants will study under Center professors in English or
Russian and will live in the main building of Moscow State University.
The application procedure is being coordinated through the U.S. Office
of the Center in Arlington, Virginia (USA).
