Dear Friends,
I am a freelance investment banker who will be teaching a course at
Moscow State University this fall. Although Moscow State will assist in
finding suitable living arrangements, I wonder if there may be someone who
is interested in sharing an apartment for reduced cost and/or better
quarters for the dollar, improved security, and general friendship?
I would like to locate near Moscow State University or at least at a
location which is convenient to the University via public transportation. I
am seeking an English speaker as my Russian will be at a very rudimentary
level at best. My plans are to arrive on September 7 and depart December 15
or after. I will have a couple of visitors during the fall and winter, but
they should be for a few short days. Also, if you are interested and do not
have any specific accomodations in mind, the services of my friends at
Moscow State University in finding something will always be available.

Subject: Russification - testing?
Having read all the excellent guides to russification of Mosaic on
F&P, I've grabbed and installed the KOI8 fonts from elvis.msk.su, and
a number of boffins in our Computer Centre are eager to see how they
work. As yet, however, I've not been able to find anything on the web
that is actually written in Russian which would provide a valid test of
the installation.
I've thought about writing a Russian html file (by guesswork) but the
chances of this being anything like a proof of the system are remote
to say the least. Can anyone give me a pointer to some Russian text
on the web? Thanks.

Is anyone familiar with a USAID-funded initiative to support development
of Russian tv and newspapers that apparently has some involvement from
Tufts? I am a fulltime research associate at Harvard's Institute for

Hi...I saw your address on the info about Friends & Partners. You obviously
have some familiarity with what's accessible right now, and I have a question
for you.
I've been researching and writing a book for four years, based on a true story.
One of the characters was originally from Russia and she migrated to China with
her family during the Bolshevik Revolution.
In 1991, I wrote to several addresses in Russia to find someone who might be
able to research a family history -- very basic stuff, nothing fancy. I was
willing to pay for the work, of course. I got a response from an attorney and
bank wired the requested funds. I've not been able to reach him again.
Are you aware of any source who may know of someone in Russia who might
legitimately help me with some of the research I need? I would appreciate any

Russia as part of a University of Michigan Law School grant to gain

For those who do not subscribe to the RFE/RL Daily Report, and for those
who do but might have missed this, here is the last word on the closing
of the RFE/RL Research Institute:
RFE/RL RESEARCH INSTITUTE TO CLOSE; NEW INSTITUTE FOUNDED
The RFE/RL Research Institute will close at the end of 1994. A new
research institute, to be based in Prague in the Czech Republic, will
begin operations in October 1994.
This new research organization, the Open Media Research Institute
(OMRI), is the result of a unique initiative involving the United
States Board for International Broadcasting (Radio Free Europe/Radio
Liberty's government oversight and funding agency) and the Open
Society Institute (a Soros Foundation). It will publish a weekly
analytic journal and a daily digest of events in the former Soviet
Union, Eastern Europe, and selected other countries; provide current
analyses and information to RFE/RL broadcasters and others; and
undertake, as custodian, the preservation and automation of the
RFE/RL archives to make them more accessible to the scholarly
community. It will engage in training and other activities in support
of democracy and independent media throughout Eastern Europe and the
territory of the former Soviet Union.
The closure of the RFE/RL Research Institute is part of the
reordering of American national priorities after the end of the Cold
War. It is a result of the United States International Broadcasting
Act of 1994, which mandated a consolidation of all US-funded
international broadcasting activities, a drastic reduction in the
RFE/RL budget, and the privatization of some RFE/RL operations,
including those of the Research Institute.
In response to the new law, the Board for International Broadcasting
and the Board of Directors of RFE/RL Inc. directed the closure of the
Research Institute by 31 December 1994. The institute's weekly RFE/RL
Research Report and the RFE/RL Research Bulletin will cease to be
published at the end of August 1994. RFE/RL intends to continue
publication of the RFE/RL Daily Report until such time as OMRI can
begin its daily digest.
The RFE/RL Research Institute was established in late 1990,
incorporating and building on the operations of several RFE and RL
research units. The institute's publications have included the RFE/RL
Research Report, the RFE/RL Research Bulletin, the RFE/RL Daily
Report, and the RFE/RL Research Studies series. In addition, the
institute has issued monitoring bulletins of Eastern broadcasts and
the press. It has conducted opinion and audience research in the
region, and its extensive press and samizdat archives have been
available to scholars.
The RFE/RL Research Institute's purpose has been to strengthen the
broadcasting of Radio Free Europe/Radio Liberty and contribute to an
informed understanding by governments, scholars, journalists, and
others of the complicated postcommunist transition in Central and
Eastern Europe and the former Soviet Union. We are grateful to our
many readers and other friends of the RFE/RL Research Institute and
its precursors for their interest, encouragement, and support over
many years.

REGIONAL REPRESENTATIVES: RUSSIA
Citizens Democracy Corps (CDC) is a private nonprofit organization
dedicated to mobilizing American business to assist in the development of
market economies in Russia and Central and Eastern Europe. Through CDC's
Business Entrepreneur Program, experienced entrepreneurs and managers serve
as volunteer advisors to provide on-site assistance to private and
privatizing small and medium businesses.
CDC is expanding operations in Russia and seeks five regional
representatives to carry out its program in designated areas of the
country.
The regional representatives will work closely with other American
organizations providing technical assistance and financing to Russian
companies.
Each regional representative will:
1.In collaboration with other organizations, identify potential client
companies;
2.Perform due diligence on the companies and develop assignments for
advisors;
3.Select advisors from CDC database;
4.Provide support to advisors during assignments; and
5.Follow-up with clients to assess impact of assistance and needs for
future assistance.
Qualifications:
1.Minimum five years of broad business experience. CDC is particularly
interested in candidates with due diligence experience, emphasizing
small and medium-sized businesses. Ability to quickly evaluate
management quality and underlying capabilities of companies is
important.
2.Fluency in Russian and English.
3.Previous on-the-ground experience in Russia, Eastern Europe, or
developing countries.
4.Demonstrated ability to function as part of a team. Candidates should
also be able to work independently and be strongly self-motivated.
The regional representatives will live in the areas to which they areassigned and heavy travel within Russia will be required. The regions
include: Central Russia; Northwestern Russia; Southern Russia; Siberia;
and Far East.
