Dear Friends,

Of special interest in today's digest is the notice by Ian Kallen of "the
new and improved Post-Soviet Study Resources on the Internet".  If you
haven't had a chance to browse Ian's hypertext material, it is *the* site
on the Internet describing Internet-accessible resources on the former
Soviet Union.   There are several ways to access Ian's material -- but one
is via a link from the "More information resources" page.  Our collective
thanks to Ian for providing such a valuable information resource!

If folks need a 'refresher course' on how to use the World Wide Web to
access such resources as Ian's PSSRI, please let us know.  We could include
some instructions in a future issue of the digest on how to use the
publicly accessible 'friends' account on our computer for accessing the
"friends and partners" world wide web server.

specialist is new and improved!  It tastes great and it's less filling!

Friends, colleagues and all,

There's a lot more to the internet than e-mail and these mailing lists
(some of you haven't figured that out yet - where've you been??).

Since originally publishing "Post-Soviet Study Resources on the Internet"
earlier this year, I've received a good deal of feedback (most of it
very favorable) and done further digging on my own.

There are now two versions publicly available, as of today - the hypertext
version on the "Friends and Partners" server should be considered the
authoritative version as it is the most up to date.

The specific changes to look for are in the structure as well as the content.
Besides learning of the existence of a news group concerned with the Tuva
republic (!) and other odd new resources, the WAY you read will no longer
have to be passive.  The "FTP" sites now will not only allow you, the
reader, to read that there is XYZ site somewhere, you will be able to go to
it interactively!

The USENET groups similarly have URLs built in.  However, your ability to
read those news items will be dependent on your LOCAL news server.  If you
can't read the news on your LOCAL newsreader (tin, trn, etc), the URL
won't help.  An effort to create a remote newserver for readers should be
underway now so hopefully that will be remedied  (your suggestions on this
matter are most welcome!).

The Gopher section is also interactive.  There is a section of WWW server
sites in Russia (more countries are on the way).  More links and more robust
linkings are on the way.  Please report bugs, dead links, inaccuracies,
new sites, hat tricks and other oddities to me at:

SO if you have been delaying learning how to use that LYNX browser that is
sitting there on your system (or you have a graphical browser such as
Mosaic or Cello - better yet!) to navigate the World Wide Web: go to it!

I have not yet updated the plaintext archived version. And I probably
will not for some time now.  The dynamic nature of the internet itself is
responsible for this; the day I published PSSRI earlier this year, it had
items that needed updating.  But keeping all that I find to
myself until the next edition is "ready" has gotten to the point of
silliness.  Instead, I recommend perusing the hypertext version and using your
browsers' download feature to save sections that interest you.

The hypertext version will always be more up to date than the plaintext;
it's a constant work in progress - when it reaches a point that I feel is
worthy a being another version, the plaintext will be thus released.
In the meantime, the updates will come in small increments.

        Re:  (1) Follow up to "Preparing for Moscow" (my pervious message
dated 6/30/94; I am the Cleveland attorney with a U. of Michigan Law
School fellowship to work in Moscow for the Russian government and KPMG
during Sept/Oct. '94); and
            (2) Asking help in finding a new Russian governmental body
for my fellowship.

Dear Friends:

     Thanks to all who have helped me find (1) an apt., (2) a tutor, (3)
trading partners for our clients, (4) internet access and (5) a health
club in Moscow.  A short testimonial:  "The Internet...It works!"
Likewise, I'd be glad to help others as I can.

     The latest news on my trip: The Russian Agency for International
Cooperation and Development (RAICD), was disbanded recently, and my
contacts with the RAICD have basically disappeared. (Wait, it's not all
bad!). My flex-time internship with KPMG still stands and will be very
educational for me as a stateside lawyer.

     I'd like to find a (quasi-)governmental body in Russia to which I
could contribute my time and skills as a business lawyer during Sept/Oct
1994 in Moscow.  My instinctive preferences are the Privatization Center
and the Foreign Economics Ministry, but lacking day-to-day interaction
with any governmental body in Russia, I am not sure where to start.

     For advice and contacts, I turn to you, my fellow subscribers.  For
your reference, I am attaching a copy of my resume.  I'm always happy to
give more info on myself, this fellowship, etc. Thanks again for all the

Hope this message is appropriate for "Friends", but since
this discussion list is partly about cross-cultural friendships......

During summer '91, I worked with a Russian lady in New Jersey and
we developed a friendship.  She went back to St. Petersburg after
the summer and because of all the political changes in the former
Soviet Union, I haven't been able to contact her lately (One of her
letters did get through in 1992.  I thought maybe someone "out there"
could help me locate her.  Its a long shot, but still......

    (a) To invited lecturers :

    The  Directors would like to invite you to take part  in
this  international symposium,  and to present a paper  for
discussion. Preliminary inquiries have revealed considerable
interest  from scholars, writers and politicians around  the
world,   and  we  are  wxpecting  a  lively  and   enjoyable
meeting.  You are invited to choose your own topic  within the
(loose) framework of the five themes listed above.
    Each session would last for 90 minutes,  of which
approaximately 45 minutes would be given to the speaker to
present his/her paper, and 45 minutes would be devoted to
discussion.  A selection of papers given at the symposium
will be published.
    We would ask those who accept this invitation  to bring with
them a one-page abstract of their paper (and if possible to send
it in advance to Professor Singer or Dr. Wilkes at the IUC
(address below). Please alos complete the eclosed
registration / accomodation-request form, and send that to the
IUC Secretariat, (same address; below).

    (b) To students :

    Students are invited to take part in this international
symposium, and to join the discussions. A large number of
people from around the world will be presenting papers for
discussion.
    There is a registration-fee for students of (the equivalent
of) USD 25 per week. You are asked to complete the enclosed
registration / accomodation-request form, and to send it
direct to the IUC Secretariat (address below) not less less than
one month before the start of the symposium. Certificates of
attendance will be provided upon request.

Accomodation :

     Two hotels offer specially-reduced rates to those
