WHAT'S NEW . . .

*  We announce an additional news resource which is now available from
   the News section.

   This service will include information from various media sources
   pertaining to Central / Eastern Europe and the countries of the former
   Soviet Union.  We are grateful to Legi-Slate, Inc. for their permission
   to post articles from their commercial service and are grateful, in
   particular, to Ann E. Harris of Legis-late who has worked with Tammy
   Benshoof in our office to make this new service possible.
   Also, John Gerber in the UT Office of Research Services has created
   a flexible posting mechanism which will permit us to keep this service
   up-to-date with a minimum of personnel time.

*  "Access Russia" by Russia Information Services brings together in one
   place the finest and most useful publications on Russia and the CIS, of both
   Western and Russian manufacture.  In all, over 120 products
   of four dozen publishers and companies are featured on these
   pages -- which are now on-line on the Friends and Partners WWW server.

   You will find here descriptions of everything from travel guides,
   language aids, directories and reference books, general reading, maps,
   periodicals, etc.  Available from the Services page . . .

Aaron Trehub suggested that I contact you for information about
agencies in the US that might support a grant for a cooperative
program to improve teaching at a Russian university.  For the
past several months I have been living in Krasnodar, and have
taught a course on recent American history at Kuban State
University (in Russian).  I had more than one occasion to
observe how poor the library is, and how badly this university
could use some funds.  There are also many opportunities for
research here in the Russian south that might afford quite a
different picture than one gains from Moscow or Petersburg.

Although I do have access to the Internet I can't arrange a real
time connection using telnet.  I and my colleagues here would
most appreciate it if you could send us a list of agencies that
might provide funding for the needs I have indicated above.

  Hello to all at F and P. I am in Moscow now until August and need
input about 2 things.Does anyone out there know if there are any
self service laundry businesses near the Novoslobodska metro or anywhere
else in the city maybe ? The other is I am trying to find a place to
buy night vision optical devices (new or used) for the lowest price
provided it is legal to do so and bring back into the USA. Can anyone

PROGRAM: The U.S. Information Agency invites applications
for short- and long-term pre- and postdoctoral research
exchanges in the humanities and social sciences with
Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan,
Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan,
Turkmenistan, Ukraine and Uzbekistan.
QUALIFICATIONS: Nonprofit organizations with at least four
years experience in international exchange activities.
MONETARY SUPPORT: $1.3 million for short-term exchanges of
less than six months and $240,000 for long-term exchanges of
up to an academic year.

USIA Samantha Smith Memorial Exchange Program
AGENCY: United States Information Agency
PROGRAM: The U.S. Information Agency is inviting proposals
for projects to conduct exchanges of youths age 21 and
younger with Central and Eastern Europe:  Albania, Croatia,
Slovenia, Bosnia-Hercegovina, Bulgaria, the Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Poland, Romania,
Slovakia, and the Former Yugoslav Republic of Macdeonia, or
the Newly Independent States of Armenia, Azerbaijan,
Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.  USIA
will fund exchanges under two categories:  School-to-School
Exchanges directly link an American elementary, middle or
high school with their foreign counterparts; and General
Youth Exchanges include semester- and year-long high school
study exchange projects, or short-term exchanges with a
thematic focus such as the arts, language and culture,
science, technology and mathematics, conservation and the
environment, and museum training.
QUALIFICATIONS: High schools, school districts, exchange
organizations and other nonprofit groups.
MONETARY SUPPORT: School-to-School Exchanges--maximum grants
are $15,000; and General Youth Exchanges--maximum grants are
$75,000.

Presidents' University Student Exchange Program and the
Samantha Smith Memorial Exchange, which involve exchanges

QUALIFICATIONS: Accredited, degree-granting U.S.
universities and colleges, including two-year junior
colleges, consortia, university systems and nonprofits
engaged in international education exchange programs.
MONETARY SUPPORT: Project awards will vary.  The maximum
grant is $60,000 for organizations with up to four years'
experience.
