Russian company or an American company doing business in Russia
involved in the development of databases, electronic textbooks,
electronic imaging and OCR, or information retrieval software.
I have ten years of experience in electronic information and
electronic publishing, and am currently a Ph.D. student in
Slavic Folklore (minor: Linguistics) at University of Virginia.
I have an MA in Russian and a published translator, and would
like to spend more time in Russia so I can improve my fluency
to a near-native level. I can afford the air fare, but of
course it would be nice if someone were willing to pay the
price of a ticket in exchange for services. Resume or

        I have been subscrided to FRIENDS for about 2 weeks now and finally
decided to get involved...  I am a Computer Science / Management major here
at Simpson College in Indinaola, Iowa.  Although I am not from the former
Soviet Union, I have a great interest in that part of the world because I
am from the Czech Republic.  I perminently reside in the U.S., but I still
maintain my Czech citizenship and travel home to visit countless family and

My name is Robert Donnelly, president of Virtual Online University (VOU).
VOU is a newly formed non-profit corporation, an educational organization
which will be offering a complete, accredited liberal arts program
beginning in the fall of 1994... VOU was formed by myself and our
Executive Director, Dr. William Painter of Stephens College in Columbia,
Missouri..I am located in San Diego, California...

We would be interested in finding individuals who would like to work with
VOU as faculty, and possibly as NIS (Newly Independent States? is this
correct?) administrators .. we expect to be a global online university,
offering a complete curriculum, with classes taught online at various MOOs
(Multiuser Object Oriented environments) and VEEs (Virtual Educational
Environments)... in addition, VOU will make use of email, gopher and ftp
resources, and WWW .. interested parties can telnet to
falcon.cit.cornell.edu 8888 to see our first VEE, which has been designed
as an orbiting space station in GEO...we also hope to use other moos as
virtual campuses, such as Diversity University (telnet 155.31.1.1 8888),

Subject: Real Estate in Russia


I am a real estate consulatant in private practice in Providence, Rhode
Island.  After participating in a fact finding real estate delegation to
Latvia and Russia last summer I found myself intrgued with the prospect of
observing and possibly helping with the development of the huge real estate
market in Russia.  It appears that the most realistic approach is education
of the Russian professionals in terms of valuation, management, brokerage,
etc.  I am in contact with the Eastern European Real Property Foundation in
Washington, a group developing seminars for Eastern European presentation on
subjects related to real estate.  An "Electronic University" presentation is
also being discussed.

I am most interested in continuous local input from various regions in Russia
to help monitor the markets as they develop.  Information relative to
valuation, marketing, brokerage, ripoffs, etc. would all be helpful..

Any contacts, leads, ideas or informtion would be appreciated.

Subject: Russian Language and Tutor programs

Greetings,

In response to a few questions posed recently on this list,
requesting information about tutor programs, I decided to check out
what was available on the Net. There are a couple of Russian tutor
programs, as well as a few Cyrillic Alphabet word processing
programs (one which works in Word for Windows). Most of the
programs are Freeware or Shareware, with a small registration fee
($10-30). None required a special keyboard or video driver (I
successfully ran each on my SunRace HyperBook Laptop).

I used gopher to find the files, which are located at the Merit
Software Archives (gopher.archive.merit.edu). There are two
directories of interest. One (Linguisitcs Archive/linguist list)
contains a file called "list.of.lists" which is a list of
listservs pertaining to languages. There are at least two listservs
for those interested in Russian. The other directory is the CELIA
(Language Instruction) Archive. In this directory I found five
program. They are:

cyrttf.zip
Provides four Cyrillic TrueType Fonts that can be used by Windows
3.1 and other word processing applications, such as MS Write and
Word Perfect for Windows. This is a Freeware program written by
William Tavolga.

rusen125.zip
A memory resident Russian English On-Line Dictionary. It is a
Shareware program ($30) written by Leon Ungier.

russ1.zip
This is actually two programs. One (File Maker) allows you to
create, change, edit, and look at files of words and phrases that
you will then test yourself using the other (File Tester). It is a
Shareware program written by Arthur Wells, Jr. ($12.

russwp.zip
This program transforms your PC keyboard to a Cyrillic alphabet and
works as a very adequate word processor. It is a Shareware program
written by William Tavolga ($15).

rustu15.zip
This is a Russian Tutoring program that provides the alphabet,
numbers, greetings, names (and diminutives, or nicknames), objects,
phrases, and 60 common verbs (conjugated-present, past, and future
tense). It is a Shareware program written by John Selvia ($10).

I found all of these to be useful in studying Russian. If you have
trouble locating or downloading the files, I would be happy to send
them to you.

The  U.S. Agency for International Development has  recently  an-
nounced  a funded five-year program to provide  technical  assis-
tance  in support of privatization and economic restructuring  in
Central and Eastern Europe and the new independent states of  the
former  Soviet Union. I have been contacted by a firm  which  in-
tends  to submit a proposal as a Prime Contractor, and have  been
asked  to identify professionally-qualified individuals to  staff
the project. I have agreed to post the announcement on discussion
lists  which may be monitored by individuals who have  experience
and interest in the areas of privatization and economic  restruc-
turing, and to collect resumes from interested individuals. I  am
posting  this announcement on several nets, so let me  hasten  to
apologize for the duplicate messages you may receive.

If  you have an interest, at this point I simply need a  two-page
resume,  which you can send without incurring any  obligation  to
participate.  To  provide an outline of  personnel  requirements,
please  note, in abbreviated form, the following five  functional
areas which must be covered by the prime contractor:

1. Transactions Support
   Objective - assist CEE/NIS governments to accelerate  transfer
   to  title,  control, and management of state-owned  assets  to
   private ownership
2. Financial Sector Restructuring and Privatization
   Objective - assist CEE/NIS governments and banks in the  reor-
   ganization, rationalization, and privatization of their finan-
   cial institutions and systems
3. Privatization Advisory and Training Services/Support
   Objective - provide advisory services, on the job training and
   targeted  training to assist CEE/NIS governments and  institu-
   tions to implement, accelerate, and reform their privatization
   programs.
4. Capital and Financial Markets
   Objective  -  assist CEE/NIS governments and  institutions  in
   establishing  and  improving  capital  and  financial  markets
   policies;  and establishing, improving, and strengthening  the
   legal, fiscal, regulatory and institutional policy framework.
5. Privatization Public Information
   Objective  - provide technical and other assistance to  design
   and  implement  comprehensive public  education  programs,  to
   encourage  the general public to support and  participate  ac-
   tively in the privatization programs.

         RUSSIAN TEACHING ASSISTANTS PROGRAM

IREX is pleased to introduce the Russian Teaching
Assistants Program (RTAP), a new program sponsored by
the Fulbright Teacher Exchange Branch of the United
States Information Agency, which will pair 60 Russian
participants with U.S. universities to serve as
teaching assistants during the 1994-95 academic year.

     The program will provide participants with the
opportunity to take an active part in the teaching
process at U.S. academic institutions and to become
familiar with the most up-to-date U.S. teaching
methods, aids, curricula and technology at both the
secondary and post-secondary levels.  Participants will
also enroll in two or three courses per semester to
broaden their understanding of their fields of
specialization and/or American culture and society.
Teaching assistants may also serve as resource persons
in departments of Russian language and culture, either
as occasional lecturers in courses related to the
Russian language, society, and culture, or via other
innovative formats.

APPLICATION AND PLACEMENT PROCESS

     The RTAP program will invite 60 Russian
participants to come to the U.S., with 50 participants
awarded 10-month (2 semester) programs, and 10
participants awarded 6-month (1 semester) programs.
The initial review of Russian applicants will be
carried out in Moscow by a selection panel of U.S.
education specialists.

     U.S. two- and four-year colleges, universities and
technical schools will submit completed applications to
host Russian participants to IREX by Friday, July 1,
1994.  A selection committee consisting of four U.S.
post-secondary educators will determine the best
matchings between Russian participants and U.S.
institutions.  Committee members reviewing U.S.
institution applications to place Russian candidates
will make recommendations based on:

1)   disciplinary interests and strengths of each
     applicant and host institution;

2)   availability and appropriateness of courses in
     which participants can enroll while working as
     teaching assistants;

3)   host institution's ability to provide cost
     sharing;

4)   strength and appropriateness of the host
     institution's plan to utilize participants in a
     teaching capacity and as resource persons outside
     the department affiliation; and

5)   overall distribution of teaching assistants at
     institutions, including geographic distribution
     and placement.

THE RUSSIAN PARTICIPANT

     Russian participants will be initially tested,
screened and selected by qualified educators and USIA
personnel in Moscow, and further screened in Washington
by IREX personnel in cooperation with USIA program
staff.  Participants will:

1)  currently be in graduate programs or recently
    graduated from pedagogical institutions;

2)  have a sufficient command of English to perform
    teaching assistant tasks; and

3)  be primarily specialists in the field of English as
    a second language, although a limited number may be
    in the social sciences and business education.

FINANCES

     USIA provides the following financial support for
 the participants' stay in the United States:

 TRAVEL:    ROUND-TRIP INTERNATIONAL AIRFARE TO HOST
            INSTITUTION

 STIPEND:   MODEST MONTHLY STIPEND

 GENERAL:   BOOK, COMPUTER, AND "SETTLING IN"
            ALLOWANCE

 INSURANCE: FULL MEDICAL INSURANCE WITH MAXIMUM
            $50,000 COVERAGE


     Host institutions are requested to fully waive
 tuition and fees for two or three courses per
 semester, and are highly encouraged to provide cost-
 sharing for room, board, scholarships, and other
 contributions.  U.S. hosts are asked to provide
 access to libraries, archives, department events and
 university activities.   USIA funding is not designed
 to cover the full cost of the participants' program.
