Dear friends,

For the majority of the subscribers to this service, it has been quite some
time since you have heard from us.  We very much want to apologize for this
very long and unanticipated absence, explain what has been happening
lately, and assure you that we are returning to a more regular schedule of
activity now!

First, as some of you know, my wife, Monica, and I made our first visit to
Central Europe and to Russia almost 3 weeks ago.  We arrived back in the US

yesterday from what was, for both us, one of the best experiences of our
lives.  During this trip, Natasha and I had the wonderful opportunity to
meet for the first time face-to-face and strengthen a friendship begun many
months ago on the Internet.  We have worked together for almost six months
now on the development of this server -- but only met for the first time on
May 19 in St. Petersburg, Russia where we spent several days before
returning to Natasha's home in Pushchino (and a couple of days in Moscow).

I will not attempt to relay news of our time together in this
digest (but we will be happy to do so in future edition of this
communication if there is interest) -- but will just say that
"face-to-face" friendship is superior in all respects to the "virtual"
version!   The 11 days we had together
gave us a wonderful opportunity to get to know each other and our
families and gave us much needed time to discuss our future hopes and plans for
this service.  But our inability to connect to the Internet while in
Prague, Brno, St. Petersburg and Moscow and the hectic pace of our time together
in Pushchino left us unable to get much work accomplished on the digests.
To make matters worse, a technical mistake that I made in Knoxville before
leaving for Russia resulted in the two digests that Natasha sent not being
distributed to almost 98% of the subscribers.  I did not realize
this until we returned yesterday -- but have now fixed the problem (and
promise to be more careful in the future).

We feel badly about not being able to better maintain the distribution of
the digests (this has always been an important priority for us) and are now
back "on track".  We begin today with some important news and then include
the two digests that most of you have not seen due to my error. Tomorrow,
we will begin to catch up with the email notes sent to the 'friends' list
during our absence.

Please know that we are now more committed than ever to furthering this
service and to helping it grow into a better mechanism for facilitating
friendships between our peoples.  We appreciate your patience and your
continued interest -- as well as your comments, criticisms, and suggestions.

P.S.  We are both more than a little behind on our email at the
moment and just want to let those of you know who have written
to us recently that we hope to be all 'caught up' by this coming weekend.


IMPORTANT NEWS

Perhaps the most significant development from recent weeks that we have
to share with you is that Natasha has completed the "mirror server" of
"Friends and Partners" and made the formal announcement of this yesterday
all over the Internet.   The "mirror server" is an exact duplicate of the
F&P server that exists in Knoxville but it resides on equipment in
Pushchino, Russia and will enable our friends in the countries of the
former Soviet Union to have must faster access to this information and
without the relatively high network traffic costs that folks there must
pay for 'foreign' information.

This development was made possible by a generous equipment grant by the
International Science Foundation and by a grant by Stack, Ltd in
Pushchino to cover initial network traffic costs.  We are most grateful
to all who have worked to make this possible.

Dear friends,

We want to begin by apologizing for the long absence this week (no digest
since Monday!) and thought that you might find of interest some of the
activities that have made the last two weeks the busiest, most productive, and
most difficult weeks yet in relation to this service.  Many good things
have happened recently (and will happen soon) that we would like to share
with you.

First, Natasha has completed a "mirror" of the F&P world wide web server
on her new Sun SPARC 1 generously provided by the International Science
Foundation.  This server will be announced throughout Russia and other
countries of the former soviet union within the next few days.  This is
perhaps the most significant development in the server's 4 month old
history -- as it will enable our friends in the former soviet
union to participate fully in accessing and sharing information.

Also, we have received commitment from Sun, Inc. to provide equipment
grant in both Pushchino and Knoxville which will allow for more
powerful servers *and* which will permit use of video and audio over the
network.  The immediate application will be for the July 7 Global Lecture
Hall event in which "friends and partners" will be formally "announced"
to the world and in which we will demonstrate live audio and video
delivered over the Internet.  We are, of course, very, very grateful to Sun for
their interest in and support of this work.


Perhaps of greatest interest (to at least one of us) is the fact that we
(the F&P moderators) will meet for the first time in just a few
days.  Greg and his wife Monica leave with UTK Professors Dave Hake and
Evans Roth for Prague today and will catch up with Natasha in St.
Petersburg on May 19th.  After a few days there, we return to Pushchino
where we hope to have opportunity to plan, reorganize, and improve this
information service. We are most grateful to Drs. Hake and Roth for
providing this opportunity.

To help us in our efforts over the next two weeks, we would like to solicit
your comments and suggestions about how this server can be improved to best
meet your needs and best fulfill its original "charter" of providing for
useful information/people exchange between our nations.  We welcome all
comments, criticisms, and -- most of all -- constructive suggestion for how

A couple of interesting notes:  we just a few days ago welcomed our 700th
subscriber to the F&P listserver and have seen our busiest two weeks ever

about the growing interest and motivated to make some dramatic
improvements during the next few weeks (including, a little better timeliness
on sending these digests!).

Greetings!
I'm seeking some quick advice.  I'm staying in St. Petersburg, Russia for
the summer and my wife has airline tickets to visit from May 28 - June
20.  We just read that the White Nights Festival is held during the last
ten days of June.  Should we pay an extra $125 to the airlines and
risk the goodwill of my wife's employer :-) to extend her stay 1-3 days
beyond June 20?  If so, what festival events should she see or what can
she expect?  If not, is
there someplace we should go or some activity we should engage in prior
to June 20 to fully appreciate St. Petersburg's White Nights?

Secondly, I've heard the Summer Goodwill Games are in St. Petersburg this
summer.  Is this true?  If it is, does anyone know how I might find out
when they're being held and how to get tickets?

Hi -- I am new to this list.  So if I should have contacted someone in
particular for the information that is requested, please forgive me.
I would like to travel to Tajikistan this summer (July-August) to
do research on transitions from authoritarianism (demokratizatsiya).
Specifically, I want to interview government and military officials and
evaluate attitudes towards democracy, civilian control of the military,
military autonomy, levels of military professionalism, and other aspects
of civil-military relations.  Also, I would like to gather as much data
on core-periphery relations both before and after the collapse of the
Soviet system concerning the nature of command and control of the Red Army
over regional divisions in Central Asia.  In other words, I am interested
in assessing the status of the Red Army's relationship with regional militias
and militaries.  How much has the relationship changed? etc...
I do not want to burden you with my project so...
1) How can I contact academics/friends in Tajikistan?
2) What kind of travel arrangements do I need to make?  Visas, shots,...
3) How much success will I have in accessing officials, libraries, other
   sources?  How open are these sources to strictly academic research that
   in addition to guaranteeing anonymity (sp) seeks to shed light on a
   area that has received little attention yet is highly important?
Maybe these questions should be addressed to the Tajiki academics.  Nonetheless
I thought I would throw them out with the other more general ones.  My
apologies for going on and on...  ;)
Any response, even negative yet consoling ones, will be greatly appreciated.
Please respond directly so as not to "clutter"(?) the list, unless you feel
someone else could benefit as well.  P.S. Would I fly to Moscow and make a
connecting flight to Dushanbe or take ground transportation?  Would going

Lilly and Company, an agricultural biotechnology company, and the
Agriculture Program of the United States Agency for International
Development.  Two other sessions are planned to orient both American and
Russian participants to policies and current practices in general business
development, biotechnology businesses, and patent polices in Russia.
 PLANT PROTECTION AND HUMAN SECURITY, a workshop will be included at the
end of the Conference and is being organized by Dr. Eleonora Perusian, Head
of the large Department of Plant Genetic Engineering at the prestigious
Institute of Molecular Genetics in Moscow.  The Workshop will be composed
of three half-day sessions.
 CONTRIBUTED PAPER SESSIONS:  Over 100 abstracts have been received from
over 350 researchers.  The number universities, companies, and research
institutes is 44, and more are being added.  Although most are from St.

Dear friends,

Just a short note to let you know that we will resume tomorrow the
production of the daily digests.  Your moderators offer a most sincere
apology for our long and very unplanned absence from the service.  A
brief note of explanation follows.

As mentioned in the last daily digest (sent on May 15), the moderators
of this service, Natasha and Greg, met for the first
time on May 19 -- in St. Petersburg, Russia.  Greg and his wife Monica
have travelled since May 13 -- to Prague and Brno in the Czech
Republic and then on to Russia where they spent several days in
St. Petersburg and the remainder of our stay in Pushchino and
Moscow.  (we return to Knoxville on Sunday, May 29)

The trip has been a wonderful experience on all counts except that
we have been a little less-than-connected due to lack of
network access and a very hectic travel schedule.

We will have much, much good news to share over the next several days about
the many days of talking and planning we have been able to spend
together.  Will be back in touch soon.
