WHAT'S NEW . . .

*  The US Information Agency Fact Sheet is available from the "funding
   and exchange" page.  From this material, "Programs of the United States
   Information Agency (USIA) in the New Independent States (NIS) focus on
   assisting citizens of these new states in the development of free-market
   economies and democratic institutions and processes.  The principal
   mechanism USIA employees in these programs is the exchange visit, which
   ranges from a short-term visitor program to academic degree programs.  USIA
   exchanges are complemented by in-country training by American experts, book
   programs, and news and information services."

community health, marketing [and/or teaching piano] in St.
Petersburg, Moscow or Nizhniy Novgorod while I am in Russia
12 June - 12 September 1994. I am currently a rising senior in
Russian studies at Harvard University (USA). I have English and
Russian language competency. Throughout Fall semester 1992 I taught
English (in Russian) at the Korablstroitelskii Institut (Maritime
Institute) in St. Petersburg and studied piano at St. Petersburg
Conservatory. And I have experience in community health programs.

        What is the difference between mosaic and lynx?

Mosaic is the software package developed at the National Center
for Supercomputing Applications (NCSA) which offers a graphic
interface to the "world wide web".  It runs on IBM PCs (running
Windows), Macintosh computers, and Unix workstations (running X-windows)
but the machines must have a direct IP connection (and they need to
be relatively "high end" machines).  It is really the "preferred" method (for
those folks who can use it) for browsing the WWW.

Mosaic can be obtained via anonymous ftp from ftp.ncsa.uiuc.edu

Lynx is a character mode world wide web browser which works on many
different terminal types (vt100 is the most common).  It is in some
ways similar to Mosaic but it does not offer the graphic, point-n-click
interface to the WWW.  But, it works on almost any type of computer
(and works particularly well under the vt100 terminal emulation) and
does not require a direct IP connection to the Internet.

To give Lynx a try, just telnet to solar.rtd.utk.edu and enter 'friends'
(in all lowercase letters and without the quotes) at the login: prompt.

REPORT ON NETWORKING WORKSHOP NOW AVAILABLE

     A report on the NATO Workshop on 'Research Networking in
Central and Eastern Europe', held in October 1993, is now
available from the Scientific Affairs Division.  This
workshop, which was featured in the last Newsletter - and also
features amongst presentations to the Science Committee on
page 2 of this edition -  was organized jointly by the
Hungarian National Committee for Technological Development,
and by RARE, the Association of Networking Organizations for
Research in Europe.

     The RARE Secretariat have now compiled a report on the
event which should be of benefit to all those working on or
interested in the development of the academic research network
in the countries of Central and Eastern Europe.  For a copy of
the report, free-of-charge, please write to:

Subject:      NEW SUPPORT MECHANISM FOR COMPUTER NETWORKING

NEW SUPPORT MECHANISM FOR COMPUTER NETWORKING

     At its recent meeting the Science Committee decided to
establish an expert advisory panel for Computer Networking,
and at the same time agreed to a new support mechanism, the
Networking Infrastructure Grant, designed to improve the
access of scientists in Cooperation Partner countries to
Computer Networking facilities.

     Through Networking Infrastructure Grants researchers in
Collaboration Partner (CP) countries will be able to acquire
equipment or use services related to networking that will
improve the level and the quality of their communication links
and facilities.  To qualify for such a grant the researchers
must be involved in a common collaborative project between one
or more institutes in CP countries and one or more institutes
in NATO countries.  Only the networking capabilities of the CP
country collaborators are eligible for support, and the
research project itself must already be funded from other
sources.

     With the introduction of the Networking Infrastructure
Grant the Science Committee aims to further international
collaboration by enhancing the communication infrastructure
available to scientists working in the areas of Disarmament
Technologies, Environment, High Technology, and Human
Resources/Science and Technology Policy.  These are the
designated Priority Areas within the NATO Science Programme
for collaboration between scientists in CP countries and NATO
countries.

     Application forms for Networking Infrastructure Grants,
together with Notes for Applicants, are available on request
from the NATO Scientific Affairs Division.
