WHAT'S NEW . . .

*  New "Meetings and Conferences" section has been organized within the
   funding and exchange area.

*  First International Conference on Distance Education in Russia,
   5-8 July, 1994, Moscow, Russia -- described from the new "meetings and
   conferences" section.

*  "Ukrainian News" published by the UKRAINIAN PRESS AGENCY is available
   from the News section.  We currently have the April 18 edition but are
   hoping to make this a regular posting reflecting the 4 issues / month
   publication schedule.

*  April 29 issue of RUSAG "What's New" available from agriculture page.

*  April 29 issue of "Za Nauku" available from science page.

*  Pointer to SCHOLAR database added to the "More Information Resources"
   page.  This is an interesting database which contains a large variety of
   information relating to natural language processing: book and journal
   abstracts, notes on hardware, software and databases, and similar items
   of value to researchers and instructors.  We thought some of the
   browsers of F&P might find this of interest.

*  Pointer to GOPHER JEWELS added to "More Information Resources"
   This is a catalog of gopher sites by category (subject
   tree). Gopher sites are placed in particular categories as a
   result of finding related information buried somewhere within.  This is
   an excellent "jumping off point" for general Internet exploration.  Our
   thanks to Jim Cashel from the Eurasia Foundation for sending this
   information to us.

Subject: Export Licenses Not Required (fwd)

Here is some unedited information that may or may not be of interest to
your group.

Good news from the Department of Commerce:  We are no longer bound by
the restrictions of last year's export license for Russia.  That
export license has been obsoleted by the Federal Register, Volume 59
Number 64 page 15621 dated 4 April 1994.

That Federal Register entry grants a general export license (GLX) for
all router/network/telecomms equipment (*except* certain types of
spread spectrum and frequency hopping devices) to "proscribed
countries."  These include all former Soviet Union countries, People's
Republic of China, Czech Republic, Poland, and Slovzk Republic.

Exports of such equipment to "third world" countries, including
Brazil, Chile, Argentina, South Africa, Singapore, etc. is allowed
under general export license GFW.

The only requirement retained as part of GWF and GLX is that an
announcement be made when these countries come online.

So we can ship network equipment to just about any place in the world
(no Vietnam, North Korea, or Cuba) under GLX or GFW -- we don't need
to apply for an individual export license.

The Forum will bring together experts on all aspects of microelectronics
from throughout the former Soviet Union to exchange information and

Concurrent sessions will describe the current state of microelectronics in

  Last summer a Russian Semi pro footbal team played in Plattsburgh, NY
