WHAT'S NEW . . .
* We have made some rather dramatic changes to the server this weekend.
These include:
- Changed the initial map to include the two American states of
Alaska and Hawaii and have added a new row of buttons to point to new
resources. Also, added a different 'home page' for users using
Mosaic with a monochrome monitor -- the URL for this different home page
is http://solar.rtd.utk.edu/friends/home.bw.html .
- Separated the News and Weather sections.
- Added a new "Cyrillic Text" section to point folks in the right direction
for help on installing fonts on their computers. Note the special
information provided for Macintosh users.
- Moved "Health and Medicine" to the top level of the server. We have
added a listing of health and medical resources available on the Internet
to this page.
- On the "History" page, we have added a reference to items of interest to
historians -- including a list of USENET news groups which can be viewed
via the server.
- Provided a new help section where we have included copies of former "tech
talk" postings and a pointer to the "Big Dummy's Guide to the Internet".
- Reorganized the "More Information Resources" section and added pointers
to several recently announced information services (and, in particular,
several recently announced WWW servers in Russia).
- Created a new 'blank' page for "Services". This is to become an area
where we hope to post material on services offered and needed (including
employment services, mailing, shipping, translation, et.c).
- Created a new section entitled "Telecommunications and Information
Infrastructure" where we hope to post material regarding information
infrastructure development across the globe. Several of the papers
dealing with networking and telecommunications that have been scattered
across the F&P server have been gathered together here.
- Natasha has prepared a wonderful and large collection of poems by Anna
Ahmatova. This is available from the literature page.
- Added new material on the Relcom USENET news mailserver. Available from
the Telecommunications page.
- Posted the new weekly RUSAG agriculture news (#18) -- available from the
science page.
- Posted the 3/21/94 issue of "Za Nauku" -- available from the science
page.
- Posted the Slavyanka Men's Chorus Spring Concert Schedule from their page
under the Music section.
- Added 10 additional biographical forms to the 'friends' database. Now
have about 113 biographical descriptions of our friends subscribers.
* On the last week we have meet and preliminary agreement with Vladimir Yu
Shevedov (Vice-President Joint -stock company "Kniga & business",
Manager, International Economic Relations Dept), where we discuss about
start collaboration with this company, which publishes "Business Week"
magazine on russian language in Russian. We very hope on the good
collaboration.

Abstract
The opening of Eastern Europe to Western competition creates
new challenges for the proponents of free markets.
Expectations in Eastern Europe are high regarding the
capacity of the free market to deliver fast. This paper
makes privatization a part of the general deregulation of
markets needed to take decisions down to the micro levels
where the appropriate competence resides. A general theme is
that macro-economic performance depends on the efficient
activation and allocation of competence through markets. For
that to occur the incentive systems has to be appropriately
organized. Among other things this requires that
entitlements to future rents of such competence be
sufficiently well defined to be tradable. The paper, hence,
concludes that privatization in a broad sense is a necessary
condition for, and a part of the successful deregulation of
Eastern Europe. When ownership of corporate assets is
sufficiently well defined, markets will be capable of
identif~dng and directing resources to existihg, competent
producers, of removing resources from incompetent producers
and of faciiltating optimal and fast learning of agents to
cope with Western competitio~ If speedy transition to a
market economy is desired, such deregulation cannot await
the committee work of Government bureaucrats. Nobody can
design the optimal institutional arrangement ahead of its
implementation. It has to be achieved through
experimentation in markets and self organization to create
the appropriate institutions. Privatization, hence, comes
first.

Mr. Greg Cole, The University of Tennessee, which enables mixed media (text,
graphics, image, audio, and video) information exchange via Internet, as
integrating information from all of the best Internet-based tools and utili-
ties -- Listservers, Gophers, WAIS databases, FTP archives, etc.
2. CU-SeeMe via Internet (20 minutes):

A black and white video (10 to 15 frame per second [fps]) and audio by
Mr. Richard Cogger of Cornell University, Apple/Moscow and others.

6. "Multimedia of America (MMOA)" (TM) (20 minutes) (tentative):

This is a one-to-many receive-only ShareView system via inexpensive
narrow-band channel of satellite, for those students in rural and remote areas
where there is no Internet node. Video of an instructor, handwriting in color
on an electronic white board, image/graphic with annotation, dynamic graphic
presentation by real-time execution of an application program/simulation
model, etc., can be seen in windows on computer screen. Yet these experiences
can include high levels of interaction and feedback (via email, fax, etc.)
amongst students and instructors. Demonstrators are Dr. Mel Muchnik of
Governors State University, Mr. Timothy Cook of Nebraska Educational TV, and
Dr. Gerald Knezek of University of North Texas.
Objectives:

* To demonstrate "Global Lecture Hall" (GLH) (TM) videoconference technol-
ogy for the Moscow conference attendees, so that they can compare and evaluate
various delivery technologies for their global electronic distance education
exchange across Atlantic Ocean,
* To hold "get-acquaint face-to-face" meeting via satellite between
American and Bulgarian schools, for the University of Tennessee's newly
launched distance education program on "Management for Sustainable Natural
Resource Development and Environmental Protection,"
* To demonstrate cooperation of international and domestic, governmental,
industrial and academic organizations for a global scale project.
Participation:

The computer screen will be uplinked for worldwide broadcast. If you
have a satellite downlink facility and our satellite foot-prints cover your
area, you can receive our satellite signal. You can also participate with
your personal computer and/or workstation which are directly connected to
TCP/IP oriented Internet without use of satellite nor dish antenna.
Other than participation fee (*), all participants have to be responsi-
ble for the costs of (1) down/uplinking from/to satellites; (2) telephone call
to a videoconference center at the University of Tennessee for Q&A; and (3)
sending fax to the center for backstage coordination. (*: Under regulation,
fee of participants with INTELSAT satellite will be waved, but they are
encouraged to donate to GLOSAS/USA.)

Quite recently I've started investigating the problem of
interference of the social-cultural factor and ethnical
conditions of life of people onto the psychological
peculiarities of people (especially onto the cognitive
abilities). I'm interested in teaching of notions, logics,
abstraction, modelling, conditioned by various cultures at
early stage. I'm also interested in programmes of development
of general mental abilities and the influence of various
factors on lessening of intellectual potentiality. We'd like to
cooperate with you in the sphere of studying peculiarities of
the cognitive activity and abilities of children. We suggest
exchanging methods of investigation and the data as well a
joined expedition to the Republic Altai i August 1994.

Hello, my name is Mikhail Malama, and I'm a graduate student at the Univ. of
Calgary. The University is currently developing a campaing for colection
of second-hand clothes for orphanages in Russia. We expect to collect sig-
nificant amount of different stuff, but our problem is surface shipping from
Calgary to Montreal, where it'll be picked up by MORFLOT. I've heard that
one of the US Departments recently paid for such shipping, but I don't know
which one. If somebody could advise me how to ship the clothes or get in
touch with governmental structures, it will be highly appreciated. Red Cross
has already rejected our request.

Friday, March 25, 1994
I am moving to Moscow in a couple of weeks and am having a real
problem figuring out how to manage money there. I think I will need
dollars in order to pay the high rent, but I have found only Ameircan
Express as a possbility for getting dollars and they charge 2% per
transaction. I understand that it is not possible for an individual to
open a bank account in Moscow from which you can get foreign
currency. Is this true? Has anyone found a solution to this? Does
anyone know if there are safe deposit boxes where valuables could be
safely left? I would love any information you have.
I am also looking for a 3 or 4 room apartment in Moscow-not central,
but near a metro line. If anyone has a lead on that, IUd love to hear
about it.
