Subject: Internet in Russia

Dear Ben Gill,

I have read your question about Internet connection for your
Russian partners in F&P daily digest. For several years I have been
working with partners all around the world from Moscow using
excellent services of Russian GlasNet network. It's the least
expensive in Russia, has full Internet connectivity - that is, you
may open an account for your friends on YOUR computer and they will
be able to telnet to your machine and you may have real-time chat or
on-line conferences. And, of course, they will have a valid Internet
address and mailbox of their own on Moscow machine.

GlasNet supports both Russian and English characters - but on your
end it will take some simple tricks to be able to see Russian on the
screen.

Difficulty - nothing at all. In two hours after your friends visit
the office of GlasNet, they may start enjoying networking. The
service is available, of course, 7 days a week round the clock. It's
easy - many Moscow schools routinely use it and kids and teachers
participate in various on-line educational projects on a daily
basis.

You may send further questions to (support@glas.apc.org) - User
Support at GlasNet is really friendly and they will tell you more.
Your Russian partners (or you - GlasNet staff speaks both Russian and
English) may call them in Moscow at 207-0704 from 10 a.m. to 6 p.m.
on weekdays (Moscow time, of course). Their FAX is 207-0889.

To this letter I also attach GlasNet price list. Because of fast
inflation rate, prices there are expressed in special units, ICSes.
At the moment, 1 ICS = 220 rubles, but this has to change often..
For your estimation, I may tell you that, say, a Moscow school
regularly working in several on-line projects, has to pay equivalent
of $10 to $15 a month... But the kids write and receive a lot!

Please feel free to ask more questions.

See you online,
Andrey Sebrant,

                       (GlasNet) (TM)

                        PRICE LIST

   Payments Procedure
   ==================
I. All services will be paid for in conventional units - ICSs.
Prices in ICSs are CONSTANT. Each GlasNet user will have a personal ICS
account balance in the GlasNet database. To calculate the service price
in rubles, one should multiply the price in ICSs by the current exchange
rate, which will be announced on the first day of every month. After each
session, the appropriate amount of ICSs will be subtracted from the
    user's personal account.

II. Each user must maintain an account balance of a minimum 10 ICSs

III. The minimum prepayment in ICSs for opening a new mailbox is:

     - UUCP 200
     - state organizations 140
     - non-government organizations 100
     - individuals 60

IV. After each session, a user can check his/her balance according to
the previous session (we will provide information about this utility
    at a later date).

    Transaction prices in ICS:

    1 kilobyte (K) = 1000 characters, including spaces and
    punctuation marks.

I am seeking information about the current condition of the Russian
Parliamentary Library. I know that it was severely damaged in the
attack on the Byeli Dom, but am curious about any salvage, reconstruction
efforts, where it will be housed, etc.
 Thanks.
