This is the latest in a series bringing together papers presented at
the NATO colloquia organised by the NATO economics Directorate and
Office of Information and Press on economic issues in the former USSR
and Central and East European countries.

current condition of the Russian Parliamentary Library. I had heard
that it was severely damaged in the attack on the Byeli Dom last Fall,

LOOKING FOR ENVIRONMENTAL SCIENTISTS AND RISK ANALYSTS IN exUSSR
Dear Colleague:
This is to let you know that I volunteered to coordinate the
connection of the New England Chapter of the Society for Risk
Analysis (SRA-NE) with environmental scientists and risk analysts in
Russia and other ex-Soviet republics.
SRA Mission statement:
"Society for Risk Analysis is an interdisciplinary, scholarly,
international society that provides an open forum for all those who
are interested in risk analysis. Risk analysis is broadly defined to
include risk assessment, risk characterization, risk communication,
risk management and policy relating to risk, in the context of risks
of concern to individuals, to public and private sector
organizations, and to society as a local, regional, national, or
global level."
New England in general and Boston area in particular have a high
concentration of researchers and practitioners of risk analysis and
the SRA-NE monthly seminar is very well attended. There is a
strong interest in developing mutually beneficial ties with our
colleagues in the former Soviet Union.
Many cities in ex-USSR are known to be heavily polluted and data on
health effects of this pollution are no longer classified. These
data may provide new sources of information about human exposure to
chemicals and radiation since ambient concentration of pollutants in
some cities is dozens of times above the U.S. limits.
Examples of recent and current research topics at Harvard where
active international collaboration is crucial include analysis of
radiation risks around Chernobyl and Kyshtym (R.Wilson, Dept. of
Physics) and comparative risk analysis in data sparse situations
(J.Evans, School of Public Health).
New England consulting companies are looking for prospective clients
in the ex-USSR who may need their help in dealing with specific
environmental problems.
I am trying to identify those professionals in ex-USSR whose research
and/or other activities are related to the SRA mission and who would
be interested in exploring the opportunities for research/consulting
collaboration. I would appreciate if you could circulate this letter
among your colleagues in ex-USSR.
As the first step, I will compile and make available a list of names,
addresses, and areas of expertise. Please send info for this list
(coded as described below, if possible) and any suggestions about
possible forms of "Russian connection" at the following address.

POLAND, HUNGARY PREPARE EU APPLICATIONS. Polish and Hungarian
foreign ministers Andrzej Olechowski and Geza Jeszenszky,
respectively, attended the inaugural sessions of their respective
"association councils" in Brussels on 7 March, PAP reports.
Jeszenszky confirmed that Hungary will file a formal application
for EU membership in April, with an eye to joining the union
before the end of the century. Olechowski, indicating that Poland
will soon announce a similar decision, pressed the EU for joint
measures to ease restrictions on Polish agricultural exports and
modernize farming. The EU foreign ministers issued a statement
proposing closer ties, including annual summits, with the six East
European countries (Bulgaria, the Czech Republic, Hungary, Poland,
Romania, and Slovakia) that have signed association agreements.
But a first meeting of the "six" with EU leaders scheduled for the
evening of 8 March was called off at the last minute because of
negotiations in progress on the admission of Norway to the EU.
