* Chris Williams of the International Science Foundation has supplied
us with some information about the ISF and about their travel and
supplementary grants programs. This information is available from
the "Funding and Exchange" page.

The International Science Foundation (ISF) is an American charitable
organization established by Mr. George Soros to support basic research in
the natural sciences on the territory of the former Soviet Union (FSU) an=

Baltic states. ISF's initial mandate is to allocate $100 million within
two years, 1993-1994. The possibility of additional financial commitments
may be considered at a later date. For the purposes of ISF,
"basic/fundamental research" may be interpreted as that research directed
toward increased knowledge or understanding of natural processes and
phenomena without reference to any specific application. Also, FSU and
Baltic states may be defined as Armenia, Azerbaijan, Belarus, Estonia,
Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

I love you guys for bringing Friends and Partners on line, especially
since it makes the world smaller for those who are likeminded.
I've read Monday's digest (2-7-94), and I was pleasantly surprised to see
names of old friends, two of whom I met in Moscow last summer. I'm
referring to Thomas Kinney of Rockefeller College and Boris Gershunsky,
Director, Institute of Theoretical Pedagogics and International Research
in Education, Russian Academy of Education.
As they may recall, I'm doing graduate work at the University of Virginia
and I've entered into a three to five year project to document the
evolving Russian educational system as a result of the breakup of the
Soviet Union. Last July I presented a paper to Boris entitled "Impact of
Perestroika and Glasnost on Soviet Education: A Historical Perspective
for Follow-on Research." On the day I gave my paper, I met Thomas
Kinney. If all goes well I hope to return to St. Petersburg and Moscow
this summer to continue my research. I'll again have a research paper
ready for review and feedback from my Russian collegues. This year's
paper is entitled "Reform: A Jeffersonian Educational Vision for Russia."

As someone who was born the same month the old USSR was recognized
by the US government, I've seen the many manipulations of the images
of the peoples of your area by governments and the media. It is really
grand that we might finally achieve more direct communication -
even if it's on a stream of electrons! I'm an ecologist and
engineer. I taught in a university on the US/Mexican border for
years, and am now working on habitat and ecosystem analysis in
the Northwestern U.S.A. My interests are broader, however, and
would especially be happy to work/talk/discuss older traditions,
Native Peoples, holistic thinking - Is there a possible mathematics
of holistic analysis? - and other World Views besides the
conventional. linear logic. I cannot wait to see Georgia, Siberia

I have a suggestion/recommendation for the friends web.....
How about in the "travel" section adding in the phone numbers for the
respective embasies in the respective countries.
=46or example, the phone number for the US embassy in Moscow/St. Petersburg
and the Russian embassy in Washington D.C.
With the phone numbers you might want to add in the addresses.
Maybe it could be under a "Help for Tourists" section.

In this new section of the 'daily digest' we will try to answer questions
and post material of a technical nature for those who are learning to use
the various elements of the "Friends and Partners" service.
Today's Topic: Using the new Email 'gateway' to retrieve information
from the Friends and Partners World Wide Web (WWW) server
Perhaps our biggest obstacle with this new effort is the fact that
the majority of our potential audience does not have direct access to the
international network and cannot access our WWW server material --
either directly (via a client 'browser' like Mosaic) or indirectly
(by telnetting to our computer and using our 'friends' account).
We have just recently completed implementation of an email gateway
so that subscribers to the FRIENDS listserver can now obtain information
from the WWW server by submitting email requests.
The directions for doing this are as follows:
* Send a message to listproc@solar.rtd.utk.edu
with the following format:
run friends none http solar.rtd.utk.edu/friends/home.html
* In return, you will receive via email the requested document. The only
portion of this command line that you will want to modify is the
"solar.rtd.utk.edu/friends/home.html" portion. Any documents you wish to
retrieve from the F&P server should be prefaced with
"solar.rtd.utk.edu/friends/". Thus, if you see a reference to a file
called "stats/940131.html", give the command:
run friends none http solar.rtd.utk.edu/friends/stats/940208.html
in order to retrieve the file.
* Please note that the material you will receive will contain the imbedded
hypertext markup language (HTML) commands (kind of ugly stuff but it is wh=
at
makes the text look nice on the WWW server). We will soon be providing
a 'filter' program which will automatically remove most of the HTML
before a document is mailed to you.
* The following is a current 'top level' directory of the server. We
will be adding a more complete directory within the next few days.
