PURPOSE OF THIS LIST
This e-mail group is intended to facilitate discussion of Belarus-related
topics. It may be helpful to think of BELARUS as the e-mail equivalent of
"soc.culture.belarusian", a usenet newsgroup which does not exist at this
time (but will be created some time in 1996).
BELARUS NETIQUETTE
Rules for posting to BELARUS, the nature and range of the topics, the
netiquette for behavior, etc., should be considered to be the same as any
of the "soc.culture.*" usenet hierarchy. More specific information will be
included in the soon-to-be-created "charter" document. In the meantime,
refer to the FAQ for soc.culture.russian and similar newsgroups for
guidelines.
One of the first efforts of those subscribing to BELARUS and who are so
interested will be in developing the charter for the group. A FAQ
(Frequently Asked Questions file) will also be developed as time permits.
A draft version of the charter will be distributed to list members by
mid-January, 1996, for comment.
EXCLUSION FROM BELARUS
Subscribers who repeatedly violate netiquette will be dropped from the list
(I hope there is no need for this).
LANGUAGES USED IN POSTS TO BELARUS
English, Belarusian, and Russian are the currently acceptable languages for
posts. Posts in Belarusian and Russian will be either in KOI-8 or
transliterated forms.

WHERE IS THE HOME OF "BELARUS"?
The network resources for BELARUS and wonderful help have been provided by
Greg Cole (one of the maintainers of the "Friends and Partners" web site)
and the computer services of the University of Tennessee.
As with "Friends and Partners", BELARUS is "peered" in Russia, thus making
it easier for list members in Belarus and the other countries of the
ex-USSR to participate.

"Friends and Partners" is intended to facilitate communication and
understanding between the US, Russia, and the other countries of the former
Soviet Union. The best way to learn about "Friends and Partners" is to
access their web site at the following URL. If you don't have access to a
graphical web browser, you can also access this information with "lynx," a
text-based browser.

For text-based access, "Telnet" to solar.rtd.utk.edu. At the login: prompt,
enter "friends" and press return (make sure to enter friends in all lower
case). This will place you in a non-graphic WWW browser called 'Lynx' (o
n-line help is available). (Note: you must be emulating a vt100 terminal
to use this method of access.)
