Mary Robinson, the UN High Commissioner for Human Rights, submitted
an informal note to the Ad Hoc Committee, which is presently negotiating a
new international anti-trafficking protocol. You can read her Note, which

strong support for a definition of trafficking that focuses on the
elements underlying all forms of trafficking and her rejection of the term
