Dear Ferghana-Valley List Members:

This message has several purposes: a brief introduction, some promotion,
and a call for articles.

I am the editor of an Internet magazine, Transitions Online (TOL), which
covers Central and Eastern Europe, the Balkans, and the former Soviet
Union. TOL is a Czech nonprofit organization dedicated to improving the
state of independent journalism throughout the region and specifically
targets young, up-and-coming reporters. My background is largely in
Central Europe and the Balkans, but in line with our efforts to boost
Central Asian coverage, I am trying to broaden my knowledge of this region
and, in particular, Ferghana-Valley issues. Below you will find a selection
of recent TOL articles that might interest list members. Trial
subscriptions are available and will allow you temporary, unrestricted
access to the site.

I would also strongly encourage list members or their colleagues to
contribute to TOL. We welcome articles, commentaries, and book reviews on
all aspects of life in the region. Topics could range from political and
economic concerns to trends in culture, religion, and the media. Regional
and comparative analyses are particularly welcome. Please write me directly

FEATURE: Building Borders

Transparent borders for Central Asia's citizens seem to be quickly becoming
a thing of the past. Recent terrorist attacks have prompted these countries
to re-examine border security and start negotiating demarcation lines,
reports Shukhrat Kurramov from Uzbekistan. In two sidebars, the same
author takes a look at the terrorist attacks that hit once peaceful
Tashkent last year and Alisher Khamidov examines the recent border
incidents between Uzbekistan and Kyrgyzstan that have residents dodging
bullets.

FEATURE: Rebels and Refugees: Central Asian Dilemma

It's summer in southern Kyrgyzstan. The immediate dangers posed by last
year's Islamic rebel incursion are over and many refugees are returning to
their mountain villages. Still, the threat of a new incursion looms and
some are afraid to return to their homes. Alisher Khamidov reports
from Karabakh. Also, in a sidebar entitled "Turning Toward Russia--Again,"
the same author examines how Central Asia countries are courting Russia in
the name of security.
