I thank Yoshida Setsuko for the comments on attitudes toward tribes and
tribalism among Kirgiz. Now I have a related question brought on by Nick
Megoran's message about borders. He mentioned that the new fences are
sometimes cutting through villages. I am wondering what the current
position of local leadership is in Kirgiz villages. Are there still
recognized khans, begs, ak sakals or any kind of village leadership? If so,
did these recognition of these positions decline during the SOviet era and
then heighten with independence, or have they remained steadily important?

Thanks to anyone who has information on this.
