I just returned from a trip to all three countries of the Ferghana valley,
and I would have to agree that there is some change in the atmosphere of
cooperation. The change, however, appears to be in terms of people's hopes
at this time--not in terms of alot of concrete changes. The meetings between
presidents Karimov and Rakhmanov in particular seem to have given alot of
hope to the people in Leninobod district. They feel that there may be a
chance to open up the borders more. This seemed to be on everybody's
minds--both NGO leaders and government officials.
