Subject: New at TOL
From: Transitions Online (lars@tol.cz)
Date: Tue Jun 13 2000 - 07:28:39 EDT

[NOTE from the moderator: I am forwarding a much-abbreviated version of the
latest Transitions Online update. Anyone wishing regular announcements may
contact lars@tol.cz --though in general coverage of Central Asia, and
Ferghana Valley issues is rare. Note also that accessing the TOL website in
general costs money, though the note below mentions how you can get at least
temporary access for free if you are from a "post-communist country".

Kyrgyzstan 1999: Democracy Trapped
by Rafis Abazov
http://www.tol.cz/countries/kyrar99.html

Though Kyrgyzstan had great expectations for high achievements in 1999, the
year turned out to be a bitter disappointment. The effects of the Russian
financial crisis, a rebel incursion, and continuing border disputes with
its neighbors prevented the country from focusing on much-needed economic
and political reforms.
