Subject: New address of the Ferghana-Valley discussion list

Dear Ferghana-Valley List Members,

Effective immediately, the Ferghana-Valley discussion list is being
transferred to a new list server with "Friends & Partners". Friends &
Partners is the organization which has sponsored the Ferghana-Valley list
(i.e., they have made this wonderful service available to us gratis), and
all their lists are making this move. I must again express my great
appreciation to Greg Cole of F&P, who has taken responsibility for the
technical aspects of the move and other matters, and thanks to him, the
list has functioned with nary a problem since it was created a year
ago. The old address will continue to function for a short while, but
starting now, the following should be used:

To post a message to the list, write to:
      ferghana-valley@friends-partners.org

To issue list commands, write to: listproc@friends-partners.org -- for
example, to unsubscribe, you send the following command in the text of a
message to listproc@friends-partners.org:

subscribe FERGHANA-VALLEY

Speaking of unsubscribing, I would like to ask all members to bear in mind
that if you anticipate that your address will be closed or changed, please
unsubscribe first. This is important because if you do not unsubscribe, we
will begin to get error messages from your address, and we will have to
figure out whether your address is permanently bad or just temporarily
inaccessible, as is often the case in Central Asia. This takes time, and
if we get it wrong, then we may inadvertently unsubscribe someone who is
just experiencing temporary problems with their e-mail, which of course is
not fair.

If you have any difficulties with unsubscribing or anything else, you may
contact me. If you forget my address, then you can write to the
Ferghana-Valley list address -- because the Ferghana-Valley list is
moderated, then your message will not go to the list if it is intended for
the list owner (unlike many unmoderated lists, where you can annoy a lot of
people by sending administrative requests to all of the list members!).

Also, I would like to remind members that an archive of Ferghana-Valley
list postings exists on the web at:
http://www.friends-partners.org/lists/ferghana-valley/1999/ . It seems
that in connection with changes at Friends & Partners, the new page for
posting in 2000 has not yet been established, but presumably this will be
accessible presently.

Finally, I would note that the Ferghana-Valley list has many new members
that have joined in the last few months. I would like to encourage those
people to briefly introduce themselves to the membership, and you can note
any particular issues that you would like to see discussed here.
