I would strongly recommend the article by Ahmed Rashid in the latest
"Foreign Affairs" edition: "The Taliban: Exporting Extremism," Ahmed
Rashid, "Foreign Affairs," November/December 1999.

Rashid is a Pakistani journalist with extensive experience on Central
Asia and Islamic politics. His article makes interesting connections
between the Talib and the militants in Uzbekistan and Chechnya.
