Job Description for UN Volunteer Assignment in Kyrgyzstan
Post Title: UNV Specialist REGIONAL COORDINATOR FOR THE PARTICIPATORY
NETWORK FOR SOCIAL STABILITY
Project Title: Ferghana Valley Development Programme (KYR/99/012)
Post No: KYR/V/
Duty Station: Programme Implementation Unit, Osh or Khujand, with travel to
Ferghana Valley districts of FVDP countries
Duration: One year, with the possibility of extension
Estimated Date of Assignment: 1 October 1999
Responsibilities:
The Regional Coordinator of the Participatory Network for Social Stability
(PNSS) will be the key FVDP staff member providing support to the
implementation of the PNSS. He/she will be a UNV, and will report to
National Programme Managers of the two PIUs, under the general guidance and
supervision of the CTA.
The Regional Coordinator's specific duties will include to:
1. In accordance with the FVDP Programme Document, coordinate and implement
the PNSS with support from other FVDP staff, including the CTA, ADFA,
NPMs and others;
2. Build the network of individuals who will serve as network participants
and maintain the linkages between them and the project;
3. Assist in the hiring of members of the Analytical Unit, and coordinate
their work;
4. Prepare training materials for training network participants, with the
assistance of the ADFA, CTA and Analytical Unit members;
5. Coordinate ongoing assessment of the effectiveness of the work of the
network, and mediate the implementation of recommendations on improving
it;
6. Assist in the analysis of information gathered through the network;
7. Coordinate and finalize the preparation of materials from the network
which explain the goals and results of its work to the various
constituencies for which information from the network is targeted;
8. Coordinate action-responses to needs which the network brings to light,
and conduct ongoing assessment of how responses can be most effectively
targeted and implemented;
9. Liaise with local government officials and representatives of other
organizations regarding the goals and requirements of the PNSS, ensuring
close coordination with related governmental and non-governmental
activities;
10. Prepare materials for reporting on the work of the network for the
purposes of monitoring of the project by the Governments, UNDP and donor
organizations.
Qualifications:
The candidate should have: 1) A university degree, ideally on the level of a
Master's Degree or higher, in social science; 2) Substantial experience the
field of conflict prevention and social assessment; 3) A knowledge of the
Central Asia region and its social problems, ideally with experience on the
ground in the Ferghana Valley; 4) Strong information management skills and
experience producing reports for a variety of audiences; 5) Strong
interpersonal and communication skills and the ability to coordinate a large
team of network participants from a variety of backgrounds and distributed
over a broad area; 6) The ability to write and speak fluently in English,
ability to produce high-quality reports in English; a good working knowledge
of Russian including the ability to assess the quality of translated reports
in Russian, and ideally also some knowledge of local language(s).
