Dear collegues,

the point touched by Mike and Ann (and many others) is a principal one, I
believe (sure!). How could be possible to integrate interests (policies) of
local people ( and governments), state's Governments and regional
(geopolitical) development issues? What legal, economic and cultural
platform (basis) could support rational policy of <sustainable?> development
for the area? Which mechanisms would work?

    In my first introduction message I wrote about Ferhana Valley Chartet
and (later) Convention, which could be a good mechanism for regional
development concept. But it could happen (if happen) in a far future. Even
Alpine Convention was developed 40 years - from the first proposal (1952)
to process of signification and ratification by 7 Alpine Countries and EC in
1991-1998 (some Protocols didn't signed, yet). It was in Europe, which has
a long story of democracy development. In Asia, Central Asia and Ferhana
Valley, particularly, nobody knows in which way the Alpine (or other)
Convention model could be adopted. But it's a way.

    Other question which I would like to touch - how could we define a
Ferghana Valley area? (Sorry, for this professional intervention). Is it
only a bottom of the Syr-Daria river valley? Or - catchment, which includes
slopes of Tien-Shan and Pamir-Alay mountains? It's not only geographical
aspect, but, first of all, basic question for regional development policy
issues.

    Unfortunately, I don't have enough information about UN-FV-DP -
mission, objectives, methods, participants, etc. In this case my questions
could seems a little bit naive.

    I'm agree with many listers that we have very limit participants who
lives and works in Ferghana Valley. (Nobody from China!) It's pity, but
very understandable - why. How would be possible to involve them in
discussion? May be one of the method could be to open discussion around very
concrete (and important for area) theme - using the E-Conference model. From
my point of view the following themes would be interesting for participants
and local people:

    1. Ferghana Valley Transport Infrastracture development as part of The
Great Silk Road Rehabilitation Project: trade, culture, environment.

    2. Water Resource Management and Policy in Ferghana Valley

    3. Ferghana Valley Development : Scenarios, Legal issues and Policy
         

Would we continue this list?
