Well, I haven't seen any other answers yet, so I'll
make a stab in a general direction. One of the
important things in this area would seem to be a
coordination of interests of everyone in the region to
forestall clashes of interests that would occur were
goals to be set in an uncoordinated manner. I hope
that UNDP is involving the dehqans in the development
phase of the Development Project. As far as structure
is concerned, a charter might be drawn up for a
Ferghana Valley Regional Council that specifies an
equitable decision-making mechanism. The dehqans
should be involved in drawing up such a charter, of
course.

Anyone have any better or more specific ideas?
