Dear friends,
I'm delighted that this list-serv has been started and to have the chance
to be
in touch with both old friends and new.
I have an MA in Central Asian studies from Columbia and have been working on
human rights issues in Central Asia and other parts of the former Soviet Union
for about ten years, most recently for Human Rights Watch, currently as a
consultant. I have lived in Central Asia and traveled there fairly broadly,
but
I've been to the Farghona Valley only twice.
I share the interest of many of you in monitoring and discussing the nature
and
scope of ethnically-related friction in that area and would be particularly
interested in information, however anecdotal, from those of you who are living
there on how this plays out in practice. Can anyone recommend a
bibliography of
sorts on these issues?
More generally, I would be interested in sharing thoughts and information on
broader human rights issues, including freedom of movement (e.g. problems of
crossing the borders that intersect in the Valley), freedom of speech, freedom
of association, and other fundamental rights. (Anyone interested in sharing
information off-server could also contact me directly at

does not already exist, would it be useful, for example, to compile a list of
individuals and organizations who are working on these issues, both locally
and
internationally, to help improve recourse for individuals in difficulty in the
