The BUREAU OF EDUCATIONAL AND CULTURAL AFFAIRS (ECA) of the US
DEPARTMENT OF STATE and the INTERNATIONAL RESEARCH & EXCHANGES BOARD
(IREX) are pleased to announce an open competition for Russian
universities within the framework of the Russian-US Young Leadership
Fellows for Public Service Program (YLF) for the 2001-2002 academic
year.

Participation in the program as hosts for US Fellows gives Russian
universities the opportunity to increase international contacts,
enrich intercultural and international relations within the academic
community, and get experience in developing exchanges between the
institutions of civil society. The program's goal is to promote and
support democracy, economic prosperity, and civil society in Russia
by fostering the educational and social development of the next
generation of US and Russian leaders through exposure to and
involvement with public service and social responsibility.

The Russian-US Young Leadership Fellows for Public Service Program
provides one year of intensive academic and professional training for
US and Russian Young Leaders. The US Fellows will focus on courses
that address the historical, political, and societal transitions in
Russia. The program includes one year of non-degree academic study at
qualified universities a year-long community service component, and a
summer internship.

Russian universities interested in serving as hosts for the program's
US Fellows should complete the host application form and submit it to
IREX by fax or mail. The deadline for applications is March 30, 2001.

Fellows will be selected in May 2001 in an open, merit-based
competition. IREX will begin placing fellows at appropriate host
universities in late May 2001.
