Dear colleagues!

We are glad to present a new funding opportunity for organisations
from Central and Eastern Europe, countries of CIS and Baltics. The
funding is provided by the British Government's Department for
International Development through Charities Aid Foundation. The
programme is called Partnerships in the Non-Profit Sector and was
previously focused only on partnership projects run together by
Russian and British organisations. From 2001 the programme opens for
partnerships between organisations from CEE, NIS and Baltics willing
to work with their Russian colleagues. We consider this step of the
British Government as recognition of the growing capacity and
strength of the NGO sector in these countries and of their leading
role in the sectoral development in the region. We hope that this
programme will become a tool for developing the geographical scope of
your organisations' work and provide an opportunity for sharing the
experience and best practice throughout the region.

        Partnerships in the Non-Profit Sector Updated Guidelines
        ********************************************************

The Partnerships in the Non-Profit Sector (PNPS) scheme, which funds
initiatives to strengthen the non-governmental, non-profit sector in
Russia has recently widened its eligibility criteria. Whereas before
only British and Russian NGOs were eligible to apply for funding now
organisations in countries of Eastern and Central Europe, the Baltic
States and the NIS can apply to work in partnership with a Russian
NGO.

WHAT DOES PNPS FUND?

1. Grants are awarded up to a maximum of ?50,000 for equal working
partnerships between non-governmental, non-profit organisations in
Russia and a variety of organisations in Britain, Central and Eastern
Europe, the Baltic States and the NIS.

2. These will be funded to transfer expertise to enhance co-operation
between Russian organisations, and to improve the legislative context
and their operational environment; and to improve their services and
organisational skills.

3. Each project we fund will support not only individual NGOs in
their own work, but will have a wider benefit for the broader NGO
sector as its main aim.

4. Core funding will not be provided by the scheme.

5. The purpose of all projects should be charitable,
non-profit-making, and not aimed at the achievement of any political
or religious objectives.

PNPS has also launched a Start-up Fund:

Grants of up to ?5,000 will be awarded to help develop partnerships
and to fund the design and preparation of full project submissions.
Eligibility is the same as above.

WHERE IN RUSSIA?

The programme covers the following eight regions of Russia: Moscow,
St. Petersburg, Leningrad Oblast, Nizhny Novgorod, Samara, Rostov,
Kemerovo and Sverdlovsk.

HOW DECISIONS ARE MADE

Applications are assessed four times a year by a Board made up of
staff from the Department For International Development, which funds
the scheme, and external advisors. The deadlines for the submission
of applications and Board meetings are as follows:
