CALL FOR PAPERS
Aspekty Samovriaduvannia (Aspects of Local Government), a quarterly
Ukrainian-language journal on local government issues in Ukraine, is
currently seeking submissions for its winter 2001 issue (8).

While submissions on any topic relevant to local government in Ukraine are
always considered, the winter issue will be focusing on:

-budgetary reforms--regional precedents and Ukraine's new proposed
budgetary code
-collective interests of local governments--avenues and opportunities for
joint activity
-energy-saving and winterizing innovations

The Editors are specifically requesting articles on the following topics:

-analysis of the successes and failures of budgetary reforms in Central and
Eastern Europe during the last 10 years
-case studies or proposals for energy-saving innovations applicable in Ukraine

Aspekty is intended to be a forum for information sharing and discussion
about local government in Ukraine, and a resource for policy-makers and
practitioners. The journal is distributed to about 3000 concerned
individuals and organizations in Ukraine and abroad. It typically includes
articles by mayors, government administrators, academics, and other
observers of local government in Ukraine, Poland, the United States, and
other countries. Themes include world practices in local government,
changes in legislation or reforms, and the perspectives of key players in
local government in Ukraine and abroad. The journal also includes case
studies on communities that have employed innovative practices and improved
local government transparency, efficiency, responsiveness, or effectiveness.

Aspekty Samovriaduvannia is published as part of the USAID-funded Community
Partnership for Local Government Training and Education Project (CPP). For

An archive of previous issues and selected English-language translations

The first six issues of Aspekty Samovriaduvannia included in-depth
examinations of economic development, citizen participation, budgeting and
finance, municipal transportation, and housing and communal services.
Subsequent issues have discussed strategic planning, health care,
education, and leadership.

Submissions in English or Ukrainian are preferred. Articles may be
previously published, unless already widely distributed in Ukraine.
Deadline for winter issue: February 2, 2001
Deadline for spring issue: March 2, 2001

We hope to continue to develop our journal as a forum and resource, and we
welcome the submission of letters and articles expressing a variety of
perspectives. The U.S.-Ukraine Foundation and CPP are independent of any
political movement, although we are dedicated to promoting market-oriented
and democratic reforms in Ukraine.
