TITLE: Program Officer, IREX/Washington
REPORTS TO: Director of Operations and Field Operations Manager-Washington,
DC

POSITION LOCATION: Washington, DC
Regional and international travel up to 8 weeks annually.

US citizenship required.

ABOUT IREX: IREX is a US-based nonprofit organization committed to
international education in its broadest sense. IREX's efforts encompass
academic research, professional training, institution building, technical
assistance, and policy programs between the United States and the countries
of Eastern Europe, the New Independent States, Asia, and the Near East.

SUMMARY OF POSITION: IREX seeks candidate for minimum one-year Program
Officer position to assist the Director of Operations and the Field
Operations Manager IREX/Washington. The position is available beginning
immediately.

The position will be based in Washington, DC but will involve travel to
other cities in the NIS and CEE to oversee multiple offices and
administrative issues.

RESPONSIBILITIES
Responsibilities will include the following:

* Managing IREX overseas operations including supervision of staff and
representatives, office registrations and compliance with local laws, crisis
control, monitoring and reviewing wires etc.;
* Maintaining daily communication with field offices and DC-based divisions;
* Performing human resources functions for designated overseas staff such as
drafting employment letters and consultant contracts, completing annual
performance evaluations for designated overseas staff, monitoring and
disbursing field benefits, recruiting field staff, and maintaining personnel
files;
* Reviewing, approving, and disseminating monthly program and financial
reports;
* Coordinating (from creation to implementation) field office financial
budgets;
* Maintaining multiple field contact lists and tracking charts;
* Arranging travel logistics for field staff;
* Occasional administrative assignments from the Director of Operations;
* Other duties as assigned.

QUALIFICATIONS
Candidates must be well organized, able to work independently, skilled at
handling multiple tasks, able to adhere to deadlines, and willing to travel
within the NIS and CEE. Other specific qualifications should include at a
minimum:
* a bachelor's degree or equivalent in a relevant discipline;
* an advanced command of the Russian language or local language;
* minimum two years professional and/or living experience in NIS;
* excellent interpersonal and organizational skills;
* basic knowledge of political, economic and social issues in NIS;
* knowledge of computers and relevant software (MS Office, Excel, etc.)
