LOCATION OF POSITIONS: Sarajevo, Bosnia and Herzegovina.
These positions are open to citizens of Bosnia and Herzegovina and the
United States. Both positions are full-time.

assistance, and policy programs between the United States and the countries
of Eastern Europe, the New Independent States, Asia, and the Near East.
ABOUT IREX IN THE BALKANS: IREX programs and experience in Bosnia and
Herzegovina and other Balkan countries span independent media assistance and
development, Internet access and training, professional training
opportunities, policy analysis, and alumni support. IREX has had an
on-the-ground presence in Bosnia and Herzegovina since 1998.
IREX fosters excellence in services to internal and external customers and
encourages all staff to continuously improve the systems and processes that
are essential to our work.
1) DEPUTY PROGRAM DIRECTOR/DEMNET II
SUMMARY OF POSITION: IREX seeks applicants for the position of Deputy
Program Director. Applicants will be citizens of either the US or Bosnia and
Herzegovina. His/her services will be solicited on a full-time basis for
three years to assist in managing a program providing technical assistance
and training to strengthen the capacity, sustainability, and quantity of
indigenous NGOs in BiH. The Democracy Network (DemNet) II program will
continue USAID's program of NGO training, long term technical assistance,
and small grants by providing program support to additional NGOs not
currently operating within DemNet, as well as provide advanced training and
support to the original group of DemNet NGOs. The Deputy Program Director
will assist the Program Director in directing program activities and will be
a primary point of contact with the USAID/BiH Mission. This position is
contingent on funding from USAID.
The position will be based in Sarajevo, Bosnia but will involve significant
travel. It requires advanced experience in NGO training and project
management as well as knowledge of the region.
Responsibilities will include (not listed in an order of importance):
* Assist with the management of the DemNet II program in Bosnia and
Herzegovina including supervising staff, managing office operations, and
implementing project activities.
* Implement NGO training activities including coalition-building,
fundraising, community outreach , advocacy, and budget management.
* Supervise grants programs and grants management training for NGOs;
* Conduct program outreach and recruitment of local NGOs;
* Collect data, including information about successes and lessons learned,
and contribute to the preparation of reports to USAID.
* Develop collaborative NGO capacity building with other international
donors;
* Represent DemNet II to USAID, local and international NGOs, and other
government representatives.
Qualifications (not listed in an order of importance):
* Minimum of 2 years of NGO training or other NGO development experience.
* Demonstrated knowledge of and experience with not-for-profit organizations
as well as overall third sector issues.
* Minimum of one year of experience working in Bosnia or the Balkans.
* University degree preferred.
* English fluency - written and spoken.
* Experience with USAID-supported or similar projects preferred.
* Demonstrated advanced computer skills for databases and spreadsheets
(Excel, Lotus) and text documents and the Internet.
* Ability to set priorities, organize time and work independently at several
tasks at once
* Excellent communication and interpersonal skills.
* Ability to work in a team environment.
2) SENIOR FINANCIAL OFFICER/DEMNET II, PARTNERSHIPS AND TRAINING DIVISION
Summary of the position: The Senior Financial Officer is responsible for
the financial management mechanisms of DemNet II and the financial
monitoring and compliance of the small grant agreements to the DemNet
II-supported NGOs. The Senior Financial Officer is based in Sarajevo but
will be expected to travel to different regions on occasion. This is a
full-time position. The Senior Financial Officer reports to the DemNet II
Program Director.
Responsibilities will include (not listed in an order of importance):
* Financial monitoring of subgrants and agreements with local NGOs,
particularly for compliance with Bosnia and Herzegovina accounting
standards, USAID and OMB regulations, program objectives and sound financial
management practices and transparency.
* Ensure that financial operations and bookkeeping procedures follow BiH
legislation about financial procedures and officially accepted practices.
* Provide technical assistance and support to the DemNet II-supported NGOs
on all financial questions.
* Monitoring and technical assistance visits to DemNet II local NGOs as
necessary.
* Monitor financial reporting of the DemNet II NGOs for accuracy and
compliance
* Contribute to the preparation of financial reports to USAID
* Inform the DemNet II staff and DemNet II-supported NGOs of legislation
that may affect financial aspects of the project.
Qualifications (not listed in an order of importance):
* Higher education degree in Finance, Accounting or related Business
Administration field.
* Minimum of 3-5 years of experience working as a senior finance officer and
working with budgeting, financial reporting or financial analysis.
* Experience with USAID-supported or similar international assistance
projects.
* Demonstrated knowledge of American and BiH accounting standards, and USAID
and OMB regulations.
* In-depth knowledge and understanding of BiH tax, financial and labor laws.
* Demonstrated experience in developing, monitoring and reporting on complex
budgets.
* Knowledge of and experience with non-commercial organizations, especially
knowledge of legislation specifics for NGOs on tax and financial laws.
* English fluency - written and spoken.
* Demonstrated advanced computer skills for databases and spreadsheets
(Excel, Lotus) and text documents.
* Ability to set priorities, organize time and work independently at several
tasks at once
* Excellent communication and interpersonal skills.
* Ability to work in a team environment.
Compensation:
Commensurate with qualifications and experience of the candidate and funds
available in the DemNet II budget.
