ABOUT THIS POSITION: This position is located in the Bureau of

Educational and Cultural Affairs. Incumbent has a broad responsibility

for independent planning and direction of educational and cultural

exchange programs funded under the Support for Eastern European

Democracies (SEED) or Freedom Support (FSA) programs. S/he administers

full range of exchanges; consults with country program officers in

determining the suitability and cost of exchange proposals; oversees the

management of the country allocations; maintains daily liaison with

officers of cooperating organizations in the U.S. and other private

sponsoring organizations; develops operational details; serves as source

of information on exchange activities; resolves problems; initiates

recommendations for policy, program and operational improvements;

conducts statistical studies; and represents the office at meetings and

conferences.
