        Memorial Plaque for Repressed Employees of
        the Ministry of Foreign Affairs--Estonia

Commemorating the 10th activity year of the Ministry of Foreign
Affairs of the re-established Republic of Estonia, the Ministry plans
towards the end of 2000 to unveil a memorial plaque in honour of its
former employees who were repressed because of their civil service or
belief.

The memorial plaque to be unveiled in the foyer of the Ministry of
Foreign Affairs immortalizes the names of all employees of the
Ministry of Foreign Affairs who during the Soviet or Nazi German
occupation were executed, imprisoned, deported or who out of fear
committed suicide, whose carreer was disrupted, or who were forced
into exile. In sum, all those employees of the Ministry, who suffered
through the foreign power in one way or another.

"Only very few diplomats remained untouched," remarked Eero
Medijainen, lecturer of the Tartu University, who compiled the
preliminary list, relying on materials of the Ministry of Foreign
Affairs and the Estonian State Archives, on bibliographies, the press
and to a significant degree on private correspondence as well.

The list of those repressed, containing 227 persons in all, is
available at the home page of the Ministry of Foreign Affairs at
http://www.vm.ee.

The Ministry of Foreign Affairs wants this list to be as accurate as
possible and asks everyone who has additional information to this
preliminary list to submit it by 1 November 2000 to the Ministry of
