Management Systems International, Inc. (MSI), a Washington-based consulting
firm, seeks applicants for the position of Social Policy Coordinator in
Tbilisi, Georgia. His/Her services will be required on a full-time basis
for four years to implement and manage a social policy & community
development analysis and advocacy unit within a local NGO. The Social Policy
Coordinator will answer to the Chief-of-Party under a cooperative agreement
between Mercy Corps and USAID.
Responsibilities:
* Serve as program liaison to local NGO; build NGO capacity to act as
social policy think tank
* Identify appropriate strategies to address social policy and
community development reform
* Provide technical assistance on advocacy and lobbying techniques
* Provide assistance to local communities in mobilization techniques
* Develop tenders for grant submissions
* Design and facilitate workshops
* Organize region-wide workshops
* Disseminate information
Qualifications:
* MA or equivalent experience; at least 6 years applied experience;
community development experience preferred
* Professional experience with civil society advocacy at a national or
regional level
* Thorough understanding of NGOs and civil society development in
Eastern Europe/NIS
* Demonstrated experience managing NGO programs/institutional
development experience with NGOs
* Past experience working with foreign donors (preferably with USAID)
* Russian or Georgian language skills preferred
* Strong interpersonal skills to negotiate with foreign experts,
managers, and government and non-governmental officials to ensure the
successful completion of project activities.
