The Institute for Sustainable Communities (Vermont, USA) and its partners Ednannia: Initiative Center to Support Social Action (Kyiv, Ukraine) and ISAR-West NIS Branch (Initiative for Social Action and Renewal in Eurasia) are seeking candidates that are able to fill the position of Program Manager for the USAID-funded Local Environmental Action Program (LEAP) in Ukraine.
Descriptions of Organizations
Founded in 1991, ISC is an independent nonprofit 501c3 organization with nearly 10 years of experience providing training, technical assistance, and financial support to communities, NGOs, businesses, and governments. ISC's mission is to help communities around the world address environmental, economic, and social challenges to build a better future shaped and shared by all.
Ednannia, founded in 1997, is a Ukrainian, nongovernmental, not-for-profit organization with more than three years of experience providing training and information, technical assistance, and financial support to NGOs and other community members in Ukraine.
ISAR, founded in 1983, is a not-for-profit organization that provides support to NGOs in the former Soviet Union and promotes cooperative activities between and among NGOs in the former Soviet republics and the United States.
Project Background
The goal of the upcoming USAID-funded LEAP in Ukraine is to raise environmental awareness, promote public participation in environmental decision-making and to bring various community members together to prioritize and solve local environmental problems. LEAPs provide a tool for achieving both environmental protection and economic development while supporting democracy-building efforts. The ISC consortium has confidence that Ukrainian municipalities can be galvanized to reach out to their citizens, find innovative ways to solve problems with limited resources, and promote sustainable development for the future.
Position Responsibilities
The Project Manager position, which will be based in Kiev, Ukraine, requires a qualified individual able to:
1. Provide oversight to entire 3-year LEAP.
2. Serve as the primary point of contact with USAID and approve and submit all proposed workplans, staffing plans and budgets for program activities to USAID.
3. Manage LEAP personnel and delegate program responsibilities.
4. Oversee sub-contracts/grants.
5. Oversee, and at times organize and facilitate workshops, seminars, training sessions and other activities conducted in the framework of the project.
6. Travel frequently to LEAP demonstration communities and to other Ukrainian cities and internationally in relation to the program.
7. Ensure fair and open competition in selection of demonstration communities and transparency in all program related activities.
8. Cultivate and maintain effective working relationships with a variety of parties, including Ukrainian local officials, NGO representatives, business representatives, international and donor organizations, the press, etc.
9. Ensure that work is completed with high quality, in a timely manner, and within budget.
Desired Qualifications/Experience
1. Educational background in an environment-related field, International Relations, Public Administration or Economics
2. Proven experience in field of environment
3. Proven experience in implementing community-based environmental projects in the Newly Independent States or Central and Eastern Europe
4. Proven experience in project and staff management
5. Participatory leadership style
6. Strong communication and networking skills
7. Fluency in Ukrainian and/or Russian
8. Fluency in English
