Our committee is pleased to provide the following information to
members of the CivilSoc list. Please see the following paragraphs.

The Chernihiv Public Committee of Human Rights Protection began the
activity in the beginning of 1998. The Committee is officially
registered as a public non-governmental organization (decision ¹
572-Ò of the Chernihiv City Executive Committee).

The members of our committee are the group of activists, who are not
indifferent to a situation with human rights in Ukraine, in
particular, lawyers, teachers, psychologists, economists and other.
Total number of the organization's members is twenty seven persons.

The basic source of finance of organization are member's and
sponsor's fees.

The organization has a premise and, due to the sponsors, has some
office equipment.

The purpose of our organization's activity is the protection of
civil, political, personal and other rights and freedoms of citizens.

The organization considers as the task:

- Assistance to formation of democratic civil society;

- Conducting of educational activity about the human rights and
freedoms;

- Giving of gratuitous legal consulting;

- Information collecting on violations of human and citizen rights
and realization of monitoring;

- Giving of assistance in a protection of human rights through the
making of an independent examination, through the preparation of the
appeals to the courts of different instances, through publication in
mass media, through organization of educational activity, through
organization of scientific conferences, publishing, public auditions
and other;

- Assistance in a protection of human rights to the exposed sections
of the population, in particular to the invalids, children, women,
military men, refugees, people suffering from a drug addiction,
unemployed, not full and many children families etc.

- Support of international measures and programs of human rights
protection.

Our committee conducts many-sided public activity of human rights
protection. The members of our public organization give a charge-free
legal assistance to the citizens, whose personal, civil, the
political rights were violated by the bodies of authorities and
institutions of local government, its officials.

The members of our public organization took part in a control for
observance of the citizens rights to free elections during
parliamentary elections in Ukraine of 1998, presidential election of
1999, referendum of 2000.

The organization's co-chairman Alla Lepeha has passed a course of
training at the Ukrainian Summer School of Human Rights in Warsaw.
She also participated in a Seminar on human rights monitoring, which
also took place in Warsaw from December 12 till December 19, 1999.

Our human rights organization actively propagandizes the
international legal documents, in particular Universal Declaration of
Human Rights, Convention for Protection of Human Rights and
Fundamental Freedoms of 1950 through mass-media, conferences and
seminars, directions to the libraries.

We also cooperate in problems of protection of human rights with
other organizations of human rights protection in Ukraine, and
outside, in particular, Russia and Poland. We participate in joint
actions.

In the given moment our organization has joined to the program
"Public resistance to corruption," initiated by Institute of Civil
Society, Institute of Reforms, Committee of Electors of Ukraine,
Laboratory F-4, Creative Center Counterpart. Now our organization
makes some actions for implementation of this program.

Also committee works together with Helsinki Foundation for Human
Rights in Warsaw at the program which is aimed to exchange experience
in human rights fields between the Ukrainian and Polish colleagues.

Besides there is an preparation of several new projects, which are
aimed at the development of Ukraine on the way of becoming of a
European type democracy.
